The end of the authoritarian regime in Brazil resulted in new forms of democratization of politics and its institutions, with the strenghtening of the civil society. The Participatory Budgeting is an important experience of that new way, characterized by the assumption of the new responsibilities by the local governments. The comparative approach of those experiences, conducted from different party coalitions - in Piracicaba (1989-1992) and in Santa Bárbara d'Oeste (1997-2000) -, allows a test of their powers and limits from a procedural conception of democracy and the complementary role of the participation. In contrast to a view that gives priority to representation, the analysis discusses the range of the new civil society actions from the perspective of the democratization process in the scope of the Local Government. © 2007 CEDEC.

Coming as a result from a comprehensive research based on Lima’s studies (2008), this article is intended for investigating the process of reorganization of the Pedagogy course offered by a state public university since 2006, when the new National Curricular Guides were instituted. The subject matter brings up as one of its purposes to identify the main difficulties and the possible answers given in order to cause the changes to happen, taking in consideration both the external and internal interests of the institution. To further these aims, actual instruments were applied to the research: documents related to the Pedagogy course that were kept in the Council of the university and interviews with the members who took part in the process of readjustment. Because it is a public university, at first there was a mistaken presumption of the primacy of an administration founded upon democratic principles, in which the divergent opinions do not turn out to be taken as mere pretexts, but as an opportunity of dialogue and to establish collective projects. However, the results of the analysis shook that basic assumption and proved the opposite: the process was led to a rational/bureaucratic pattern of administration, the goals of which intended to adjust the institution to the external precepts and to establish the consensus — understood here as an absolute lack of conflicts. Nevertheless, it was chosen to conciliate the Pedagogy course to the national guides, without causing any harm to the departmental interests. These are reasons that justify satisfactorily the fact of this article being supposed to raise and quicken new and revitalized debate whenever there is an engagement of those who are most concerned for the duty of student teachers’ instruction, but mainly that of being expected to participate in the effective discussion/decision — making process of creating ends which to strive and work for.

To achieve this purpose, the main characteristics and existing uses in the basin have been analyzed and its main environmental problems were identified in the data and information collected in journals, field work and interviews with dwellers from the interested area and local government authorities. Urban space occupation occurs in an extremely disordered way. Political, economical and social aspects converge to create a problem that affects mostly poor people who are impelled to occupy areas where social and environmental problems are likely to emerge. Floods, landslides and different forms of pollution have more effects on the most vulnerable groups. In many cases, actions taken by the government legitimate this structure and reinforce its reproduction. This work seeks to confirm both that poor people are vulnerable to social and environmental problems resulting from inappropriate urban solid waste disposal and that the local government contributes to this situation. It is assumed that the issue is related first to the government’s disregard for poor people who live in unhealthy places and, second, to the inability of such people to demand for better living conditions. In this study, a waste disposal area within Jardim Graminha neighborhood in Leme (São Paulo) was selected to be analyzed by means of systematic observation. The study clearly shows that poor people living near that area where different types of garbage are disposed are vulnerable and the government does not control the situation. It is also pointed out that governmental intervention and the use of political and technical tools are necessary for planning and managing the area to mitigate these problems and to decrease poor people’s social and environmental vulnerability.
