Evaluation is regarded as a highly complex, continuous process intended to improve the object-subject involved. In the case of marginal metropolitan neighborhoods, whose inhabitants live in conditions unfit for human beings, we must remember that the specific actors in the drama - the users of the area of operation - should be the main creators of their own individual and community development through the evaluation-improvement process. The Brazilian public health system requires competent professionals sensitive to the needs of the population. The Foundation for Advancement of International Medical Education and Research (FAIMER) provides a two-year faculty development programme for health professions educators, aiming to build leadership in education to improve health. A partnership with governmental initiatives and FAIMER was established for meeting these needs. This paper describes the initial process evaluation results of the Brazilian FAIMER Institute Fellowship (FAIMER BR). Methods: Data were analysed for the classes 2007-2010 regarding: application processes; innovation project themes; retrospective post-pre self-ratings of knowledge acquisition; and professional development portfolios. Results: Seventeen of 26 Brazilian states were represented among 98 Fellows, predominantly from public medical schools (75.5%) and schools awarded Ministry of Health grants to align education with public health services (89.8%). One-third (n = 32) of Fellows' innovation projects were related to these grants. Significant increases occurred in all topic subscales on self-report of knowledge acquisition (eff ect sizes, 1.21-2.77). In the follow up questionnaire, 63% of Fellows reported that their projects were incorporated into the curriculum or institutional policies. The majority reported that the programme deepened their knowledge (98%), provided new ideas about medical education (90%) and provided skills for conflict management (63%). One-half of the Fellows reported sustained benefits from the programme listserv and other communications, including breadth of expertise, establishment of research collaboration and receiving emotional support. Conclusion: Contributors to initial programme success included alignment of curriculum with governmental initiatives, curriculum design merging educational technology, leadership and management skills and central role of an innovation educational project responding to local needs.

As históricas desigualdades sociais que caracterizam a sociedade brasileira, especificamente, expressam-se, com clareza, na base territorial. A questão regional no Brasil despontou, na década de 1950, como um tema relacionado ao Nordeste, quando Celso Furtado levou a questão nordestina ao debate nacional. Desde então, avançou a partir dos diagnósticos de Furtado, que resultaram na criação de políticas públicas voltada para o desenvolvimento regional, mas se esmoreceu nos anos oitenta e noventa, voltando a ser discutida no início do Governo Lula, quando se propôs uma nova política de desenvolvimento regional com o objetivo de arrefecer as acentuadas desigualdades persistentes nas regiões brasileiras: a Política Nacional de Desenvolvimento Regional (PNDR). A proposta deste trabalho de monografia é fazer um resgate histórico da questão das desigualdades regionais no Brasil, a partir da macrorregião nordeste, tomando como ponto de partida as análises realizadas por Celso Furtado sobre as desigualdades regionais brasileiras, que resultaram em proposições de políticas públicas voltadas para o Nordeste, com a criação do GTDN e da SUDENE nos anos cinquenta, e depois avaliando a retomada nos anos 2000 de novas políticas de desenvolvimento regional centradas no Plano Nacional de Desenvolvimento Regional

Purpose - The purpose of this paper is to analyze the international strengthening of copyright law in developing countries and the active involvement of the international library community in the movement against it.Design/methodology/approach - The paper describes the overprotection of intellectual property rights through international and bilateral treaties, the reaction against such through the proposal of a WIPO development agenda, and the contribution of the international library organizations to the debates and discussions in the WIPO arena.Findings - The initiative for a development agenda for WIPO has proven much more successful than many had imagined, even its promoters. The most relevant proposals made by the international library community were included in the final list of approved recommendations.Originality/value - The paper raises awareness of the relationship between copyright and access to knowledge and, in consequence, the need for library organizations to exert influence in such legislation.
