O absenteísmo é um assunto de interesse crescente devido ao atual contexto econômico de competitividade, que faz com que as empresas procurem meios para diminuir sua ocorrência, aumentando a rentabilidade e com isso crescendo de forma sustentada. Procurou-se estudar o absenteísmo por razões odontológicas e médicas, nos serviços público e privado, analisando se a idade, o sexo e a função do trabalhador, além do regime empregatício, interferem na sua ocorrência. Desenvolveu-se o estudo na prefeitura do município de Araçatuba, São Paulo, Brasil, e em uma indústria acrílica. Para a coleta dos dados, analisaram-se todos os atestados odontológicos e médicos, que deram entrada nas empresas no período de janeiro a junho de 2002 e as listagens dos trabalhadores. Verificou-se que a falta por motivos odontológicos tiveram pouco peso sobre o total de faltas por motivo de doença, além de provocarem o afastamento do trabalhador por um período menor. As variáveis idade, sexo, função e regime empregatício influenciaram na ocorrência do absenteísmo ao trabalho. A disponibilidade dessas informações deverá ser muito importante, pois, visto as inúmeras variáveis envolvidas, facilitarão a tomada de decisões das distintas estratégias para sua prevenção.

Cet article a l'objectif de détailler les diverses initiatives du gouvernement Lula (2003-2010) par rapport à la mise en forme d'une politique de ressources humaines et, de cette façon, vérifier s'il y a eu une amélioration des conditions et relations de travail dans le secteur public brésilien. À partir des années 1990, et dans le sens contraire de la grande croissance de l'emploi public dans les six décennies précédentes, l'adhésion des gouvernements brésiliens aux principes du « Consensus de Washington » souligne le fonctionnalisme comme point fondamental dans l'agenda des réformes nécessaires à la reprise de la croissance économique. Ces gouvernements là se sont penchés sur le traitement de l'emploi public comme étant un problème fiscal et ont agi pour restreindre sa dimension. Simultanément, les conditions et relations de travail se sont présentées plus fragilisées (rendues évidentes par l'absence de réajustement de salaire; la croissance de formes variables de rémunération ; l'élargissement du cadre de travailleurs temporaires et externes, e avec l'attitude autoritaire devant la représentation syndicale). Avec une recherche documentaire et bibliographique, on pourra remarquer que la restructuration de nombreuses carrières, la reprise des concours, la création de la « Réunion Nationale de Négotiation Permanente », la réforme de la sécurité sociale et les réajustements selectifs des rémunérations manifestent l'ambiguïté comme une marque fondamentale des politiques de ressources humaines. Cela parce que, au même temps, les progrès des conditions de travail du serviteur public ont toujours été accompagnés par l'entretien d'une partie de l'agenda conservatrice des années 1990, surtout par rapport à la reproduction de limites fiscaux rigoureux.

Using data collected in nine countries - Argentina, Brazil, Chile, Czech Republic, Poland, Russian Federation, Finland, Germany and the USA - through the World Values Survey, the article analyses the validity of four variables with a supposed potential to evaluate the legitimacy level of the private sector vis-à-vis the public sector. This analysis in undertaken in the context of the discussions on the future of market reforms that were implemented in several countries in the past 20 years. The investigation adopted a two level strategy: first, the aggregated frequencies for the nine countries were analyzed, followed by a bivariate analysis aimed at verifying the internal consistency of the variables. The article concludes that the four variables under consideration do not compose a valid dimension capable of assessing the legitimacy of the public sector versus the private sector.

This paper attempts to assess both the touristic potential of scenic attractions and the environmental impacts resulting from the public use of such attractions in the Rifaina Municipality, State of São Paulo, Southeastern Brazil. In the recent past, this municipality had its economy concentrated in rural activities (livestock, corn, rice and bean crops) and in the ceramic industry (production of bricks, tiles and shackles),which was largely developed in the floodplain of the Rio Grande before the construction of the Jaguara Power Plant Dam. The impacts resulting from touristic activities were evaluated by applying the VIM - Visitor Impact Management method, with emphasis on biophysical indicators. The main touristic attractions analyzed were: (1) Rifaina artificial beach; (2) Jaguara Reservoir; (3) Morro do Chapéu (scenic hill); (4) Touristic railroad; and (5) Cuestas cliffs. Attractions (1) and (2) are the most exploited ones, including, in the second case, nautical sports, sportive and craft fishing, and summer lodging. Although currently disabled, the touristic railroad presents potential conditions to be re-explored. Attractions (3) and (5), despite keeping high landscape and ecological ecotouristic potential, are the least visited places. In the present paper, a preliminary characterization of the major issues of tourism industry in the Rifaina municipality is made, including suggestions for the sustainable exploitation of tourism resources. The final results of the environmental impact evaluation of the tourism activities include small impacts in attractions (4) and (5) and moderate impacts to the three first attractions. In order to keep the sustainable touristic potential for that municipality this study proposes the improvement of the following measures: to foster research projects on technical or scientific aspects of the touristic attractions, improvement of tourism infrastructure and the creation of an Environmental Protection Area (APA) of the cuestas' scarps.
