The role of the state in health public policies: an overview of the debate on the concept of State and the Brazilian case

This article is the result of a narrative literature review. The objective is to show the development of an overview on the ideological debate on the design of state health policies. We argue that the role of the state in the development of health policy, even under the pressure of the global market, may create alternatives to promote and drive economic and social development, meaning they are not subject to economic constraints imposed by the liberal ideal of market. Here is a part of a theoretical discussion about the construction and presence of the State in Latin America, particularly in Brazil. We take the approaches of the Marxist tradition and liberal to the issue as reference. This discussion allows us to understand the historical role of the state in the maintenance of social policies, specifically health, is an alternative to public control eases the intense capital mobility promoted by economic globalization. In this sense, the theme makes the Brazilian health an important issue of social sciences, why is the historicity of the construction of the Brazilian health system, as a public policy that can mirror the actual reconstruction of the institutional framework of the Brazilian state with the establishment instances of negotiation between the various spheres of power that strengthen the state in this process of democratization of Brazilian society.

Infância, família e escola: análise dos significados da Infância e dos Direitos da Criança

This study aimed at analyzing the meanings of Children and Child Rights awarded by the kindergarten children and their educators, parents and teacher. Interest in the subject arose from the participation of the University Extension Project, conducted at the Department of Education, UNESP, Bauru, called The Rights of the Child: ECA in school. Since then, the question arose: to what extent we have visibility of meanings that educators and the child has on the Rights of the Child relating to the specifics of childhood? The research followed the tenets of qualitative research, methodological procedures and adopting the observation in a classroom from kindergarten (K II), semi-structured interview through leisure moments, with the class of aged five years and a questionnaire for family and teacher. The research adopted as reference material, studies of the area of Sociology of Childhood, History of Childhood, Public Policy, Legislation Related to the theme, and an overview of psychogenic to talk about the morality of children. The results showed that parents and caregivers understand childhood as a stage of child development, marked by jokes and fancies, in which the family and the school has an important role in this process. In what concerns the children's rights, there are contradictions in the legal aspects and the situation of children today. The results showed that children's childhood is characterized by recreational activities, and adults are responsible for caring for them. And it comes on the Rights of the Child noted that there is a confusion between rights and duties because they are in a phase of moral heteronomy. Knowledge of professionals from public service on oral health promotion for babies

Health promotion seeks to integrate oral health practices to other public health, by building healthy public policy and the development of strategies directed to all people in the community. This study aimed to analyze the knowledge and actions on the infants’ oral health promotion by dentists, pediatricians and nurses. Were interviewed dentists (n=34), pediatricians (n=31) and nurses (n=26) from Basic Health Units, Family Health Units and Centers for Education and Recreation in Araraquara - SP about knowledge and actions on oral health promotion for infants, by filling out a pre-tested questionnaire. Data were analyzed by association tests. Generally, the professionals are aware of and perform actions on oral health promotion for infants. Most participants were female; mean age of 39.9 years, worked in Basic Health Units, had over 10 years of graduation, demonstrated knowledge on and considered oral health promotion in infants very important. The time since graduation and actions on oral health promotion for infants were associated (p<0.05) with issues concerning the use of dental floss. That most of the professionals who participated in this study know about, take actions on oral health promotion for infants and consider them crucial.
