Neste artigo, o legislativo municipal é analisado a partir de dois eixos: (1) a ênfase em suas características nacionais e regionais, com base em dados sobre a composição social e político-partidária do legislativo municipal no Brasil, no período de 1996, 2000 e 2004; e (2) os diferentes modos como os poderes legislativos locais de São Paulo e Santa Catarina percebem os poderes executivos no que se refere ao processo decisório.

Specifically in the teaching practices of History and Geography notes a concern with the construction of school knowledge based on observance of categories such as 'everyday' and 'place', which emphasize a look intensively focused on the local context of the students - element (res) significance, situated in time and space, the representations and actions of individuals, the (re) defining their identities (individual and / or collective) and rights to citizenship. However, both educators in history, as in geography, should be alert to some limits of a strictly pedagogical 'localist'. When it comes to use of language technology audiovisual in line with the pedagogical existing in “PCN's” history and geography, one must keep in mind that not just resize the movie to local level (whether in the classroom or outside), or elect the 'localism' as the new panacea of a certain 'pedagogy' of audiovisual language. With the desire to promote the development of new methods of teaching history and geography is that we designed a research project. This is creating opportunity with the possibility of graduating videos reflect on the teaching of history and geography, according to the use of a new technological language and art (cinema), the association with the reality of the students (hence the site survey and urban) as well as the promotion of an active and critical dialogue with the PCNs’s recommendations.

Human rabies transmitted by vampire bats reached new heights in Latin America in 2005. A total of 55 human cases were reported in several outbreaks, 41 of them in the Amazon region of Brazil. Peru and Brazil had the highest number of reported cases from 1975 to 2006. In Peru, outbreaks involving more than 20 cases of bat-transmitted human rabies were reported during the 1980s and 1990s. During this period, a smaller number of cases were reported from outbreaks in Brazil. A comparison of data from field studies conducted in Brazil in 2005 with those from the previous decade suggests similar bat-bite situations at the local level. The objective of this study was to review the epidemiological situation and, on the basis of this information, discuss possible factors associated with the outbreaks. Prevention and control measures already recommended for dealing with this problem are also reviewed, and some further suggestions are provided.

In the past 20 years, decentralization has been proposed as a strategy for enhancing public participation. Aid-providing organizations, such as the World Bank, stimulated decentralization processes in several countries in the hope that this would promote civic empowerment, diminish corruption, enhance efficiency, and improve public service delivery. This assumption forms the basis for a comparative analysis into the relation between decentralization and participation at the local level in Brazil, Japan, Russia and Sweden. A multi-level regression analysis using the data of the Democracy and Local Governance Project was undertaken in order to test the 'one size fits all' and the 'diversity in development' hypotheses. The results show that the second hypothesis was corroborated. Perceived autonomy had a different impact on openness to participation depending on the country considered; in one country (Japan), perceived autonomy diminished public officials' willingness to be open to public participation.

HLA-G has an important role in the modulation of the maternal immune system during pregnancy, and evidence that balancing selection acts in the promoter and 3′UTR regions has been previously reported. To determine whether selection acts on the HLA-G coding region in the Amazon Rainforest, exons 2, 3 and 4 were analyzed in a sample of 142 Amerindians from nine villages of five isolated tribes that inhabit the Central Amazon. Six previously described single-nucleotide polymorphisms (SNPs) were identified and the Expectation-Maximization (EM) and PHASE algorithms were used to computationally reconstruct SNP haplotypes (HLA-G alleles). A new HLA-G allele, which originated in Amerindian populations by a crossing-over event between two widespread HLA-G alleles, was identified in 18 individuals. Neutrality tests evidenced that natural selection has a complex part in the HLA-G coding region. Although balancing selection is the type of selection that shapes variability at a local level (Native American populations), we have also shown that purifying selection may occur on a worldwide scale. Moreover, the balancing selection does not seem to act on the coding region as strongly as it acts on the flanking regulatory regions, and such coding signature may actually reflect a hitchhiking effect.Genes and Immunity advance online publication, 3 October 2013; doi:10.1038/gene.2013.47.

In the present study it was investigated, in plant and population scale, the relationship between the amount of resource and body size, species diversity and abundance and biomass of bruchids and their parasitoids. Possible effects of resource quality (soil quality and concentration of tannins in seeds) in response to the variables mentioned above were also analyzed. Mimosa bimucronata fruits were collected in two areas during the occurrence of bruchids during the years 2009 and 2010. Only the species of bruchid Acanthoscelides schrankiae was found infesting the fruits of M. bimucronata. The parasitoids belong to families Braconidae, Encyrtidae, Eulophidae, Eupelmidae, Eurytomidae and Pteromalidae. Most local-level analysis showed no significant results for both years of collection and study areas. There was only significant result for the relationship between the biomass of parasitoids and the concentration of tannins considering the year 2009 (negative trend). The soil from Lageado showed higher percentages of silt and clay. With respect to chemical analysis, pH, cation exchange capacity, and concentrations of organic matter, potassium, calcium and magnesium were all significantly higher in soil from Lageado. Therefore, it was found that the plants from Lageado are growing in more fertile soils. However, it was found that the amount of fruits and seeds was significantly higher in Rubião. Comparisons of the abundance of bruchids and parasitoids diversity among the areas that showed the highest values were observed in Rubião. In this study it was found that the abundance of bruchids and parasitoids, as well as the diversity of parasitoids was greatest in the area that had higher amounts of fruits and seeds, suggesting a significant relationship between the amount of resources and the abundance and diversity. This work aims at presenting the historical and social path traversed in Brazil since slavery until the implementation of affirmative public policies to promote racial equality, at the local level, in the municipality of Presidente Prudente-SP. Therefore, the starting point was the equal rights guaranteed by the Constitution. As a result, there was a brief historical path of national trajectory, starting from slavery to the so-called cordial racism, seeking to demonstrate the route of racial discrimination in the country. Later, we made notes about the necessity and debate on public policy statements of various fields, were made explicit in the text and the articles of the Constitution which prescribe the crime of racism and some of the situations that were highlighted in the national media. The focus in the city of Presidente Prudente was through historical research, interviews, photographic records and documents that informed about the presence of black people in the city. From these data, based on previous research, it was possible to trace the formation and development of the Black Movement in the city and thus point the way to the formation of this City Council for Racial Equality and the need for application of affirmative action policies for the municipality by hereby. Data from the 2000 Census and 2010 indicate the demand of Presidente Prudente as the percentage of blacks self-declared grew this decade. The main demands are paring the areas of Health since the rate of black women Administrative Region (RA) of Presidente Prudente who die in puerperium and high; Education through enhanced, by the Municipal Education Law No. 10,639, and due attention to african-Brazilian culture by respecting the religious manifestations of African origin among others... The government of a megalopolis, such as São Paulo, shows singular challenges that do not exist in less complex urban contexts. Being a city of a country with a recent industrialized economy, with an income (functional and geographical) highly concentrated, that has resumed the democracy for only one quarter of a century, this megacity lives with its own political and organizational assignments, due to the contradictory character of the political behavior of its habitants/ voters and of the traditionalist nature of populism and patronage in the relationship between the rulers and the ruled and between the Executive and Legislative powers at the local level. In such context, the difficulties to prosecute the assignments of the metropolitan organization, the decentralization and the institutionalization of citizen participatory channels in the governance and administrative activities are huge. The centrifuge forces (of the decentralization of the local government, through subprefectures), the centripetal forces ( of the metropolitan organization process) and the diffuse forces (of the claiming popular participation) act simultaneously over the deciding processes, in São Paulo, receiving, still, state and national political influences, since the city is a very significant historically producer of political and electoral capital. The analysis of the recent experience of the creation of the subprefectures and the representative counsels (fixed in the Municipality Organic Law of 1990) and the attempt to implement the participatory budgeting, in two occasions (1989-1992 and 2001-2004), reveal some of the social and political reasons that make difficult the establishment of a solidly democratic governance and of a more efficient public administration in the metropolitan area of São Paulo.
