The National Program for Strengthening Family Agriculture (Pronaf) has included family farmers into the scope of public policies, by following the trends of policies from the 1990s to democratize access to financial resources. Sustainability has been put into the program. In this study, the overall purpose was analyze the objectives of Pronaf, in the context of economic development. We found out that Pronaf would not allow evaluating the relation among activities conducted and results obtained by the program. Thus, it would be inconsistent. Besides analyzing official documents, other specific objectives were to analyze the consistency of Pronaf and, in case of inconsistency, propose a logical framework matrix. No project was found, only the legislation. The analyse of the latter does not allow filling the matrix and this indicates an inconsistency. A full matrix was proposed.

As complexas e polêmicas questões relativas a formulação, implementação e avaliação de políticas públicas para a educação no Brasil, nas últimas décadas, vêm sendo objeto de importantes estudos e pesquisas. Como resultado, tem-se acumulado significativo corpo de conhecimentos a esse respeito, o que propicia avanços no debate e possibilita novos estudos e pesquisas a respeito de aspectos cada vez mais específicos da temática. Com o objetivo de contribuir para esse debate, apresentam-se neste artigo conjecturas a respeito da relação entre setores públicos estatais decorrente especificamente do novo tipo de parceria entre órgãos públicos do Estado e docentes pesquisadores das universidades públicas para formulação, implementação e avaliação de políticas públicas para a alfabetização, iniciada na década de 1980 e enfatizada a partir da década de 1990, com a reforma do Estado brasileiro.

Participatory Budgeting (PB) is an innovative methodology of public budget management. It includes the common citizen in decision-making process, which does not happen in traditional budget processes. PB emerged in Brazil in the last two decades of the last century (Porto Alegre’s experience is the best known model) and spread to several countries since then. The spread of the practice has produced significant changes in relation to the original proposals, requiring the efforts of analysts to identify them in different situations, carried out by different political actors, with different objectives. Pires and Pineda (2008a) proposed a typology of PB sought to contemplate the experiences from the simplest to the most daring and less sophisticated to the pretentious, so as to allow assessment of the maximum number of cases. In this article the Spanish experiences of PB are characterized from this typology, highlighting its most relevant aspects. It is a useful study to understand the evolution of PB in Spain, but also to continue the effort to better define what is and can become the participatory budget as a possible tool for improving the management of local public finance and democracy

From the organization of social movements in the late 1960s to the institutionalization of participatory politics in the Brazilian Federal Constitution in 1998 , the research agenda on participatory institutions in Brazil was not only consolidated in the academic setting as been growing and diversifying in the past decades. The main objective of this paper is to put the most recent literature of policy process applied to studies of participatory institutions. This paper assumes that the public policy are multidisciplinary epistemological field of knowledge. Thus, it is through the explanation of some of his theories and models of the policy process analysis that we aims to show new perspectives for the research agenda on participatory institutions.

El fenómeno de la globalización está directamente relacionado a la expansión de mercados. Éstos no conocen fronteras e impactan la vida en todas las sociedades alrededor del mundo. En ese contexto, quedan fragilizados los que tienen menos poder de compra o poder tecnológico. Para sobrevivir a esta tendencia, comunidades se estructuran de modo a promover el desarrollo económico local. Son, así, conjugados esfuerzos por intermedio de planeamientos que involucran y estimulan la participación de actores locales. Una de las metodologías que se ha mostrado eficiente para un proyecto participativo es la PACA, acrónimo de Participatory Appraisal of Competitive Advantage. Este estudio busca presentar y reflexionar, por medio de una investigación bibliográfica, la posible intersección entre planeamiento participativo y las Relaciones Públicas, resaltando para tal, la metodología PACA. En resumen, la metodología PACA exige el establecimiento de un efectivo relacionamiento entre las personas y organizaciones involucradas para lograr sus objetivos. Es una técnica de planeamiento participativo que conduce al desarrollo económico local por promover la sinergia de actores de la comunidad. Como resultado de la investigación fue posible identificar que las actividades que dan soporte a la metodología PACA son intrínsecamente relacionadas a las actividades de Relaciones Públicas, a medida que es función primaria de estos profesionales el uso de destrezas educacionales y comunicacionales para promover el establecimiento de relacionamiento entre individuos con organizaciones, instituciones y entidades.

Public communication comprises the dissemination of information on the various aspects of public management, with transparency and accountability, including the use of the existing technological resources. Particularly in the field of cultural policies, the right to information must be exercised as a contribution to political participation and economic expansion. This paper presents the results of research that was investigated, through analysis of the content under thirteen categories of evaluation, of the quality of information on cultural policies in web portals of the different spheres of government in Brazil. The results show the lack of information on the processes of development and implementation of policies in that field.
