Thinking about improving public education in Brazil means thinking not just what we wish to develop competencies and skills in individuals, but understands clearly identify the type of citizens who are training and what kind of society we want for the future. So if there are social and cultural changes they should have their comtraponto within the classroom considering education steeped in culture and therefore in the forms of modern communication. The challenge for school education is to show the students inside the classroom, as will be outside.

There are three distinct and complementary objectives in this article in order to clarify the higher education outline in Brazil, specifically evening courses (classes are held on weekdays, generally from 7:00 pm to 10:30 pm) and thesecurrent sector policies. The first objective is to present a short historical overview on the establishment of evening courses in Brazil, including those in the higher education level, occurred on the middle of last century. The second objective is to demonstrate the growth of evening higher education in Brazil, considering that in 1998, of the 2.1 million college enrollments, 55.3% were enrolled in evening courses; in 2010, twelve years later, of the 5.4 million students enrolled, there were 63.5% enrolled in evening courses. This expansion is due to the growing need of many students who must work while attending college, to defray costs of the study as well as personal and family costs. The reality of the working student is hostile considering external factors, such as transport problems, public security and lack of legislation for flexible working hours. The third objective is to discuss current public policies to expand eveningopenings in public institutions which represent nowadays only 16.1% of the 3.4 million enrollments for evening classes, including federal (6.8%), state (7.0%) and municipal (2.3%) institutions. In the third objective it is included the discussion of programs for scholarships and tuition loans. The methodology applied was to rescue historical information on the establishment and the expansion of evening courses in Brazil, analyzing the current general Brazilian policies and the specific ones from the State of São Paulo. The research results pointed to the importance of federal programs for scholarships and tuition loans for students from private institutions such as the 1,382,484 scholarships since 2004 (PROUNI Program) and the 847,000 tuition loans since 1999 (FIES Program). Important steps have been made by the Brazilian government. Considering that there are 3,987,424 enrollments in private institutions, the effectiveness of the programs for scholarships and tuition loans is still insufficient to meet the universal benefits for the student’s needs. Evening courses became the real instrument of social inclusion for many Brazilian youths and must be expanded quantitatively and qualitatively, with aggressive public policies, including also, scholarships and tuition loans.

O presente artigo aborda a compreensão dos adolescentes sobre a noção de mobilidade social, a partir de uma investigação realizada com estudantes de uma escola pública do interior paulista, refletindo sobre a forma como se dá a aprendizagem desta noção. Para a investigação descrita, foram realizadas entrevistas com 20 adolescentes, utilizando perguntas de caráter exploratório, embasadas no método clínico piagetiano, a partir das quais a noção de mobilidade social em adolescentes foi classificada em três níveis sociais propostos por Delval. Mediante os resultados obtidos, pode-se concluir que a noção do conceito em questão é de difícil aquisição pelos adolescentes. Devido a isso, destaca-se a importância do tema para cursos de licenciatura, especialmente o de Ciências Sociais.

Human development is associated directly or indirectly with the energy use, and because of this the energetic sources were dealt with in the recent past, as fully available to human necessities. The reality shows that the energy availability, considering the nonrenewable sources, is limited, and beyond that, the exploration, the processing and the use of energy impose considerable impacts on the environment. There is not a system which operates with no losses and without imposing changes to the environment. Therefore, the energy conservation incorporates the concepts and the actions applied to the research of sustainable balance between nature and the energy availability and use. Such actions can be presented both in the short term, in which the energy system is close to a collapse, or in the medium/long term, in which those responsible for the energy policies are concerned with the structure of the socioeconomic development. Such a situation requires more responsibility in the treatment of energy questions, mainly through education, which represents long-term investments. This paper discusses barriers that are present in the projects applied to energy conservation, by making clear that education is one of the best ways to transform the human behavior in for the rational use of energy. A política de indexação deve ser constituída de estratégias que permitam o alcance dos objetivos de recuperação do sistema de informação. O indexador tem a função primordial de compreender o documento ao realizar uma análise conceitual que represente adequadamente seu conteúdo. Utilizando a leitura como evento social/protocolo verbal em grupo, nosso objetivo é contribuir com a literatura sobre política de indexação e apresentar propostas de ensino de política de indexação direcionadas a alunos de graduação e pós-graduação, além de uma experiência de educação à distância com vistas à formação do bibliotecário em serviço. Os resultados obtidos demonstraram que a metodologia pode ser utilizada por sistemas de informação para que se tenha acesso ao conhecimento do indexador. Conclui que o indexador deve ser o alvo de investimento dos sistemas de informação e sugere aos sistemas de informação que a experiência do indexador também seja utilizada como parâmetro para política de indexação.

This article reviews the main anti-poverty policies implemented in Brazil from the early 1990s to the early 2000s. These include focused and universal policies - such as education and health care - as well as the rural development, a 'middle ground' policy. Though the inter-municipal consortium, a new institutional arrangement gathering municipalities together, has emerged as a promising policy implementation tool, anti-poverty policies have faced implementation difficulties. Lack of coordination between different programs, even within the same policy area, has impaired their effectiveness. As a consequence, compensatory programs, based on monetary transfers to poor families, which face fewer implementation problems, have become the dominant type of anti-poverty policies in Brazil. Despite these shortcomings, a small Brazilian state, Santa Catarina, was able to reduce by 46 percent the number of individuals living in poverty in just ten years. This is a sign that fighting poverty can, after all, be a feasible endeavor. © 2004 IIAS, SAGE Publications (London, Thousand Oaks, CA and New Delhi).
