From a theoretical foundation favorable to industrial policies, this paper intends to show the main policies followed by Ireland since the 1950s, with a special emphasis on those directed to Science, Technology and Innovation (S,T&I), FDI and high tech sectors, like software and biotechnology. We compare these policies with those used in Brazil, in a similar period, in order to have some hints for virtual transformations of current Brazilian policies. We conclude that the compromise of the State with the direction of the development and the continu-ity of industrial policies is very important to a solid building of comparative advantages in technologically dynamic sectors.

Políticas industriais: definições, fundamentações teóricas e avaliações

The purpose of this paper is to essentially provide a theoretical framework to industrial policies, especially showing the reasons for preference of a theoretical framework that is not based on equilibrium, and not based on maximization. We sought to define these policies, highlighting their positive results – at least potentially – in terms of some parameters (production, efficiency, productivity, income, welfare etc.). In this sense, we defined industrial policy, also analyzing the reasons for the usual lack of concern with a more rigorous theoretical framework for industrial policies. Following that, we briefly discussed whether or not a certain theory can lay the foundation for these policies, also examining if such theories are important (or not) in empirical terms. In the fourth section, we investigated the possible use of industrial policies, emphasizing market failures, public goods, non-competitive markets, externalities and technological development. Finally, we discussed about evaluation approaches of industrial and technological policies, focusing with more detail on the challenges related to the evaluation of economic effects of industrial and technological policies, and the methodologies of evaluation of these policies.

A política empresarial: a responsabilidade social como mecanismo de segurança

Neste ensaio, tomamos como problema as ações da política empresarial no Brasil, em específico a política de responsabilidade social das empresas, por entender que existe nessa iniciativa um status de inovação tecnológica que precisa ser interrogado, pois se inscreve no interior de uma racionalidade que objetiva o governo das populações e tem como instrumento técnico, para realizar esse fim, uma sociedade controlada por mecanismos de segurança. Para tanto, partimos da análise de três procedimentos efetivados por alguns projetos sociais desenvolvidos por empresas brasileiras - a pesquisa científica, o protagonismo juvenil e a metodologia participativa. A referência de análise são textos de diversas naturezas, veiculados por esses projetos e disponíveis ao acesso público.

Cultura da Wikipédia como Política de capacitação compartilhada em meio digital de socialização do conhecimento

Presents a developing laboratory within History of Culture, subject taught in the Library and Archive Studies at UNESP (Marilia). The project is based upon the foundations of research line Information and Technology: students from the second under graduation year participate in the improving of 27 entries in Portuguese language Wikipedia. The aim is to capacitate for scientific reading and writing in digital media, habilitate for the information identification and recuperation and for the interpretation and understanding of formal and contents aspects and its reorganization. It includes activities of search, selection, remix and republishing of texts, images, audio and videos in the convergence of diverse hypertext information sources, supported by tutors with strategic abilities in digital environments. In this sense it was adhered to the international Wikipedia Foundation University Campus Ambassadors project. It’s also aimed to induce sharing and collaboration behaviors with the purpose of creating necessary habits for the informational empowerment in Brazil. As methodology is to optimize the work of individuals already trained in wiki culture and to create in within the subject information sharing programs with a more specialized bias, giving greater credibility to the digital environment. The environment syntaxes helps in the learning of the complementary skills of reading and writing and offers itself as an open repository from which information can be reused. It is, thus, an empowerment strategy in the search of autonomy and self reliance considering intersemiotic knowledge in the edition, visualization and understanding of information in the social web. A second step of a verifying research on the environment’s credibility after the consolidation and dissemination of the entries improvement work is proposed.

A educação infantil na produção científica: conveniamento, financiamento e qualidade

O acesso à educação infantil é um direito da criança, a sua oferta é obrigação do poder público municipal embora a matrícula seja uma opção da família. Devido a crescente demanda nesta etapa da educação, surgiram estratégias para ampliar o atendimento. Em sendo assim, atualmente tem-se expandido, na rede pública, a oferta de vagas para educação infantil principalmente por meio de convênios e parcerias público-privadas, de certa maneira, incentivados pelo Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB), que admite a distribuição dos recursos públicos às instituições conveniadas. Este estudo está vinculado ao Grupo de Estudos e Pesquisas em Política Educacional, GREPPE (grupo interinstitucional) – Seção Rio Claro, mais precisamente ao Projeto de Pesquisa intitulado Avaliando a produção científica sobre financiamento e convênios na educação infantil, coordenado pela Profª Drª Regiane Helena Bertagna. O presente trabalho teve como objetivo mapear e analisar a temática relacionada ao conveniamento e financiamento da educação infantil a partir de periódicos científicos nacionais de educação, avaliados pela CAPES como ―A1 – ano de referência 2008 - durante os anos de 2000 a 2010. Por meio de pesquisa de natureza qualitativa, de levantamento e análise bibliográfica, foram verificados e analisados os assuntos mais abordados em relação à temática nos estudos científicos, a saber: teoria econômica em educação; globalização e educação; Estado e educação; organismos internacionais e a infância; política de fundos para educação; atendimento na educação infantil. Ser professor no século XXI: notas para uma discussão política

Among living beings, the human species is distinguished by the need to produce material and intentionally its existence through labor, an important part of a process of humanization. However, in the current historical conditions, the work does not meet the vital needs of the vast majority, as they do not owned what they produce, they do not realize as humans beings in work activity, they dehumanize themselves. Since, even in such conditions, continue to work everyday, we ask ourselves how they support the condition in which they live. As the decision of the historical men are defined by the education process they experienced, we question whether the schooling that take places in capitalist public school has the purpose of developing an instruction in the working class graduating to be exploited at work throughout life, consenting to be bound of the relationships use of themselves by others, multiple determinate, while they are adapted to a life without the products work. Our hypothesis is that to make this education project, the public school needed to assimilate the scientific management, developed by Frederyck Taylor, in the pedagogical organization. We based on dialectical and historical materialism, which we established the public school environment as reproducing the class struggle, highlighting the teacher work. Cariogenicidade do leite materno: mito ou evidência científica

Introduction: Breast-feeding has stood out as health care measure and is part of the Government’s National Health Policy, involving dental professionals. However, it has been suggested that breast milk could be a risk factor for the development of early childhood caries. Objective: The purpose of this report was to search for scientific evidence that would support or refute the statement that breastfeeding is associated with the development of early childhood caries. Method: Medline and SciELO databases were consulted to retrieve studies, ranging from laboratory investigations to epidemiological surveys, which relate breastfeeding to dental caries. The key words ‘breast-feeding’ and ‘dental caries’ were used on the reference search. There was no scientific evidence that could demonstrate a clear relationship between breast milk and cariogenicity. This is attributed to fact that dental caries is a multifactorial disease that is susceptible to multiple confusing factors, among which the early introduction of sucrose to the infant’s diet and late introduction of oral hygiene habits. The dentist should encourage exclusive breast-feeding because, in addition to the undeniable benefits to the child’s physical and psychological health, it contributes to a harmonic facial growth and prevents the development of atypical deglutition and malocclusions, in combination with early introduction of oral hygiene habits and noncariogenic diet. Conclusion: There is no scientific evidence to demonstrate an association between breast-feeding and early childhood caries.

Alfabetização científica em nível médio e a preparação dos cidadãos para o processo de tomada de decisões

The concept of scientific literacy nowadays is permeated by principles eventually inconsistent. Development of cognitive skills, preparation for continuing studies in higher education, preparation for working life and the strengthening of citizenship are some of the competing goals of science education. In respect of Science, Technology, Society and Environment (STSE) Education, the politics of science should be properly taken into account by science education. This paper examines the concept of scientific literacy in the context of STSE Education and points to why and how physics education in high school curriculum should address topics of energy consumption and production in order to provide the background necessary to assess public policies of science, technology and innovation, in particular the Decennial Plan for Expansion of Energy 2020, subjected to public consultation by the Brazilian Ministry of Mines and Energy in 2011.
