This paper attempts to show the convergence of principles between labor market politics and urban management, emphasizing it relationship with pro-market theories. Limits and possibilities of the application of this theoretical frame were investigated by examining the changes in both composition and stock of labor in three important business spaces in São Paulo: Central Area, Paulista Avenue and the new expansion front near Luiz Carlos Berrini and Águas Epraiadas avenues. Despite the claims of pro-market theoreticians, information provided by Labor Ministry showed that between 1996 and 2000, a re-arrangemenet of the workers contingent among the investigated areas occurred, instead of the expected growth. The favorable behavior registered in Berrini/ Águas Espraiadas, because of the bulky volume of investments, took place at the same time that a decrease of labor in the Downtown; meanwhile, in Paulista, a growth of the number of employees was observed, in spite of the landing less elevated of investments.

This paper focuses on the implementation of a geological and geotechnical mapping to the planning of the region stream Bertini, territorial expansion area of the municipality of Americana (SP), a medium-sized city in the countryside of Sao Paulo state, with great potential for growth industrial and residential. To this end, based on the methodology established by the Institute for Technological Research, the charters geological and geotechnical aimed at exposing the capabilities and limitations of the soil. The analysis of similar soil characteristics such as geology, geomorphology, slope, geotechnical testing and the current use and land cover was possible to recognize four geotechinical units. The units I and III are related to areas of top and concave and convex parts of the study area, shown to be sites of low occupancy restriction. However the units II and IV, respectively allocated in the floodplain of the Piracicaba River and the banks of the stream Bertini and some of its drainage, showed a more restricted area due to proximity to water bodies and drainages that offer higher slopes.

O texto é uma nova aproximação dos autores a um tema cujo núcleo é a questão da gestão meio ambiental com enfoque na sustentabilidade. A preocupação aqui apresentada refere-se à questão da participação popular e traz alguns exemplos quanto ao protagonismo do Estado em relação ao tópico. Mostra que a legislação brasileira é atualíssima em relação ao assunto e que ela estaria em condições de lidar com as “ruínas”, com as “regressões” resultantes de uma visão de progresso que marca o processo civilizatório ocidental. Sugere a necessidade de “alargar os espaços de participação da grande massa popular nas decisões”. Reconhece, nesse quadro, a importância da mudança da realidade através da mudança do próprio sujeito da transformação. E, justo por reconhecer isso, aponta a fundamentalidade da educação ambiental. Pede ajuda a exemplos tirados de Araraquara, cidade do interior paulista para mostrar os limites e as possibilidades de avançar em um paradigma de participação popular na construção de uma sociedade sustentável.

The objective of this paper is to show the development of a Geographic Information System (SIG) for the management of the Educational Centers of the city of Bauru. Currently, the Educational Centers and Assistance Institutes, public or private, in Brazilian cities have some problems, for example: they have no money to manage their institutions and they have no correct form to organize and to store the information. Because of these problems, we developed a system which will manage some informations for these institutions and local authority. This system will allow visualizing the data in the internet by the community. This pilot project has used the softwares SPRING 4.1 e SPRINGWEB 3.0.

In Brazil, rates of urban solid waste generation increase proportionally more than the annual growing of the population. The government, from its federal authority to the municipal spheres, faces increasing challenges for Urban and Environmental management regarding to solid waste in general and, in particular, municipal solid waste. Financial problems added to public health problems that worsen with the serious environmental impacts generated every year. In August 2010 Brazil the PNRS (National Policy on Solid Waste) was approved and sanctioned in which represented a true watershed in the country as a legal framework extremely ambitious and visionary. This work presents the successes and challenges that the municipality of Sorocaba/SP is facing after more than three years of PNRS sanctioned to conduct an Urban and Environmental management suited to the new legal bases towards the subject of solid waste. The results show a large gap between the content proposed by the law and the technical, financial and temporal reality to practical implementation by the municipal government. New legislation and federal incentives, consortiums among the cities, flexible deadlines and environmental education at all levels are certainly some proposals to catalyze processes that aim to solve and overcome the challenges of solid waste

Due to the large economic development associated with the growing consumerist lifestyle of our capitalist society, the problem of uncontrolled solid waste generation worsens, which one is considered to be one of the main responsible factors for environmental degradation. As a case study and in order to solve the problem of large generation of municipal solid waste, this work aims to study the “plano diretor” of Rio Claro city, São Paulo. The “plano diretor” is a municipal law that provides guidelines for the administration of the city, which include guidelines for the management of solid waste generated in the city. The guidelines required in order to write the “plano diretor” are provided by the national law “estatuto da cidade”, providing information for the planning and development of the cities, as well as the management of the urban environment. However, only the “estatuto da cidade” does not provide enough instructions for creating management plans in order to solve the many problems from the urban environment. Thus, studies have been done about urban and environmental management, to understand how municipal management plans should be structured. As a form of seeking information that can complement the “plano diretor” to the creation of policies for managing solid waste of the city, the “Política Nacional de Resíduos Sólidos”(PNRS) emerges in 2010 as a document which provides principles, objectives and guidelines to create plans for Solid Waste Management at the national, state, regional and municipal levels. Therefore, it was possible to make a joint analysis of the “plano diretor” of Rio Claro with the PNRS to identify what is already done within the municipality about the solid waste management, and identify which aspects are most significant in the municipal solid waste management that the national policy provides.
