Resumo:
Este artigo analisa a representação parlamentar no Mercosul e as implicações da institucionalização do Parlasul, expondo como este foi pensado e os desdobramentos de sua institucionalização, tendo presente uma preocupação em identificar mudanças ocorridas a partir de sua atuação, e de sua relação com os órgãos decisórios do Mercosul e os Congressos Nacionais.
Resumo:
After 20 years of reestablished democracy in Brazil, what do the state legislators think about the regime? The goal of the article is to show the views of state legislators of the Legislative Assemblies of the States of São Paulo and Paraná on democracy. For the views we use a structured and self-administered questionnaire. The results show that for the state legislators: i) democracy is stable, ii) it is superior to any other kind of regime, iii) it's support comes from some public policy and the use of voting and iv) parties and elections are important for democracy.

The expansion of citizen participation in the public sphere depends directly of access information on the performance of elected representatives, especially with regard to their voting decisions during their terms. The Information Science can assist in this process, proposing and evaluating models of access to such information that may be obtained from data to be provided by the official websites from legislative, in levels federal, state and municipal. It is proposed in this paper to analyze the process of collecting and using of data about votes of senators in order to promote the use of this model in other spheres. From analyzed data a affinity matrix was developed to identifying the relationship between each of the parliamentary with others, based on the similarities of the decisions taken in all the open votes. It was also analyzed the development of initial visualizations and the extension of the scope of the search through the application of data obtained in all the affinities between parliamentarians and to obtain an average affinity between parties, enabling new dimensions of analysis to the data collected. The preparation of the full matrix of relations of affinity among parliamentarians can provide a new horizon of possibilities for developing new forms of visualization and analysis, increasing the visibility of parliamentary actions with society.

O Diário cumpre a função de registrar a fala dos deputados da primeira Assembléia Constituinte do Brasil do ano 1823. Nas sessões parlamentares, procuram construir os acontecimentos e, a partir destes, um lugar específico para uma parcela dos indivíduos do Brasil, tais como os negros e os índios. Dessa forma o Diário é analisado como uma arma discursiva que ora produz práticas de não-cidadania, ora produz alteridades. Às vezes traz expresso nas suas entrelinhas denúncias de que estes indivíduos silenciados tentam negar o lugar a eles dedicados. Quando isso acontece, dá-se uma ruptura na tentativa da fabricação do acontecimento.

This paper analyzes the opinions of legislators members of parliamentaries elites of Legislative Assemblies of the States of São Paulo, Paraná and Santa Catarina on democracy. The opinions of legislators paulistas were collected using a questionnaire selfadministered and structured, while the opinions of legislators paranaenses and catarinenses were collected with the surveys “As elites administrativas, parlamentares e partidárias do Paraná, 1995-2006” and “Elites políticas e a democracia: os valores políticos dos parlamentares catarinenses da 16º Legislatura, 2007”. The results were: i) democracy is stable, ii) it is superior to any other type of regime, iii) is supported by some social policies and the use of voting and iv) democracy has support of various ideological currents.

This article aims to analyze the significant social and political aspects of the transition from the Parliamentary Constitutional Monarchy to Federal and Presidential Republic, according to the literary work of the writer from Rio de Janeiro Joaquim Maria Machado de Assis (1839-1908). Some of these aspects appeared in Machadian chronicles entitled Balas de Estalo, published in the daily newspaper Gazeta News between 1883 and 1887. These chronicles were signed by Lelio, one of the nicknames of Machado de Assis.
