Este artículo tiene por objeto discutir la percepción popular sobre el déficit democrático y la eficiencia de los parlamentos regionales en la integración regional, principalmente en los procesos del Mercosur y la Comunidad Andina. Por tanto, el trabajo busca revelar el impacto de la institucionalización de un parlamento regional en la percepción que la sociedad presenta sobre el proceso de integración. Analizando tres casos distintos: Parlandino, Parlasur y Parlamento Europeo, el trabajo busca comprender en qué medida la existencia de una representación política regional contribuiría a aumentar el grado de conocimiento y de interés de la población sobre el tema de la integración. Partimos del supuesto de que los parlamentarios tendrían un papel positivo en la democratización, y buscamos demostrarlo por medio de dos variables principales: las elecciones directas y su influencia en el proceso de toma de decisiones.

Preserving the organizational memory of public institutions means keeping the history of a society alive, managing communication, strengthening institutional image and thus build a good reputation. Therefore, institutions such as the Brazilian Senate and the United Kingdom Parliament are investing in virtual spaces to preserve the memory. A comparative study between those tools and the ways adopted for the memory preservation by both institutions is the main objective of the present work. The methodology consisted in the elaboration of categories that concern three priorities: democracy, internet and memory.

Assuming from the very beginning that contemporary democracies cannot work without active parliaments, this article deals with the recurrent image of the crisis of representation of the modern State, that is, with the latter's alleged difficulties to fulfill some of the strategic roles demanded by complex societies in recent times. I contend that the problems of legitimacy in today's political systems are linked with the crisis of the State triggered by the new economic and social structures of contemporary capitalism. According to my hypothesis, the transformations of capitalist society - i.e., of hypermodernity - jeopardized and bypassed representation, which is now facing serious operational issues.

This article holds that the dominant scene of the “crisis of politics” in modern societies reflects a complex process of reconfiguration of social life and way of living. Through critical dialogue with some representatives of political sociology of radicalized modernity, it suggests that current failure of politics is the failure of one way of doing and thinking about politics, direct heir of “historical capitalism”. It is not the failure of politics as such, but of a mode of politics, political system, political practice. It must be associated with a sort of fatigue of the material which composed modern politics, which has always been based on strong national and constitutional states, on mass parties and active parliaments, as well as on the efficient functioning of representative democracies.

La crisis del Senado brasileño, iniciada con las acusaciones de corrupción contra su presidente, se propagó al Poder Legislativo e incluso al Ejecutivo. El artículo sostiene que se trata del reflejo de una crisis general de los partidos políticos y de los parlamentos modernos, resultado de las presiones combinadas del decisionismo gubernamental y la espontaneidad social, que limitan la capacidad de acción del Legislativo. En el fondo, esto es una consecuencia de una situación de malestar institucional más amplia, una crisis de subjetividad política, en la que los sistemas políticos se vuelven incapaces de interactuar con la cultura y la sociedad producidas por los nuevos términos de la vida globalizada.

We know that the Earth goes through natural cycles that influence its climate and the development of their societies. In recent decades, climate changes and nature began to call world attention to the unbridled exploitation that was carried by the current economic system, causing unrest among scientific, social, political and economic world. The theory that man causes a warming in global temperatures by the release of greenhouse gases made the headlines of major newspapers in the world. From there, it was only a matter of time before environmental concerns became ownership of capital by its excessive appropriation. The fear of nuclear threat by the bombs of Hiroshima and Nagasaki left in fanfare the world, which together with the devastating impact of the exploitation of man and nature gave birth to the Environmental Revolution, a way of trying to change the development patterns of the time and behavior of the population. However, based on the historical form of capitalist domination, this was another measure that was apossada the economic system being transformed into economic value and political exchange. The origin of the conventions, meetings, conferences, parliaments set up to discuss environmental issues, eventually became forums of political and economic talks focused on environmental governance, valuing an asset that is public and everyone. Environmental and climate issue now has a value, thus turning the agenda on the agenda of the United Nations (UN) for its political and economic regulation in the form of global agreement. Given the need for understanding the climate issue, was born the Conference of the Parties (COPs), a regulatory body for climate negotiations, surrounded interests, complexities, conflicts and disagreements between the parties countries, which becomes clear when we analyze their agreements...
