A política externa estadunidense no atual quadro político sul-americano

The central thesis that we aim to survey in this paper is that the present South-American political scene has required of the American imperialism a strategical redesign, in the sense of the neutralization, weakening and, if it is possible, destruction of regional political experiences/tendencies not aligned to its foreign politics. Under the mask of the defense of democracy and beneath the argument that Latin American "market oriented politics" are at stake, due to questions that goes back from the "delin-quency" —in Mexico—, the global terrorism, the organized international crime up to the worldwide drug traffic, the global strategy of American imperialism then sets up the definition of a new doctrine of preventive war that justifies the utilization of hard power against any country, in the name of its own defense. At the heart of the question what —actually— is in the agenda is the defense (and reproduction) of the benefits of its multinationals corporations and financial capital, by means of the international sub-traction of profitable assets, such as financial, energetic, communicational and natural resources, in addition to the domination of local markets, beyond facilitating capital flee amongst others.

Uso dos recursos naturais em unidade de conservação de proteção integral: o caso do sertão do Ubatumirim, Núcleo Picinguaba do Parque Estadual da Serra do Mar

O Litoral Norte do Estado de São Paulo compõe uma região estratégica, notada pela importância de suas Áreas Protegidas (AP), sobretudo, pela presença humana em Unidades de Conservação (UC), um tema cada vez mais presente no debate sobre a proteção ambiental em territórios ocupados por grupos tradicionais que exercem uso diferenciado dos recursos naturais. Diante desse contexto, torna-se uma necessidade, viabilizar diretrizes para a gestão territorial ao possibilitar o compartilhamento das decisões acerca do uso do território, visando à conservação ambiental e proteção da cultura remanescente dos grupos sociais residentes no interior das UC. O presente trabalho busca dimensionar os aspectos de interação com o ambiente, através das formas de uso mantidas sobre os recursos naturais, como característica de reprodução sociocultural, premissa à proteção e manutenção do modo de vida das famílias residentes do Núcleo Picinguaba do Parque Estadual da Serra do Mar no município de Ubatuba-SP. No intuito de compatibilizar diretrizes para o planejamento da UC, evidenciou-se a relação da formação histórica da área, tal como, a interação exercida sobre ao ambiente e a resistência territorial, ao abordar a questão cultural e o modo de vida dos residentes tradicionais da Zona Histórico-Cultural Antropológica (ZHCAn) do Sertão do Ubatumirim. Foram sistematizadas informações para uma abordagem teórico-conceitual a respeito da cultura tradicional caiçara e do recorte geográfico do território, possibilitando a compreensão da dinâmica de produção do espaço em uma área ambientalmente protegida. Plano de carreira, cargos e salários: ferramenta favorável à valorização dos recursos humanos em saúde pública

Human recourses on Brazilian Health System (SUS) are important social points because on this form the State can guarantee the health like a right of Brazilian population, based on National Constitution Dictates. The Plan of Offices, Careers and Salaries (PCCS) is an administrative tool that should be elaborated to attendance objectives of organization. It maintain the satisfaction level of workers, with a politic of Human Recourses that allows its development and so, can get higher productivity, efficiency and objectivity of services rendered at community. The aim of this study is to contextualize the PCCS like an instrument of People Management to guide and incentive one of forms to turn no precarious the work force of Public System Dental Professionals in SUS. For them, it was realized a literature review, and official documents of Health Ministry were consulted, like governmental decrees, laws, health conference written report. It was possible to verify that, although there is legal basement on the use of PCCS-SUS by Brazilian cities like a tool to attract and maintain dental surgeon developing his profession on SUS, is often the absence of valorization of this professional, and this situation no allows his exclusive dedication at health public services. Precarious work in Dentistry is still observed on many regions of Brazil.

Incorporação de incertezas associadas à predição de modelos hidrológicos aos instrumentos de gestão em recursos hídricos

Water management has in the watershed plans an important tool to plan the territory and adjust the activities develop over it to the natural resources availability. The incorporation of uncertainty analysis associated with hydrological modelling predictions is a manner to simulate scenarios and work with chances and probabilities that certain events happens inside these plans. Using stochastic methods is possible to consider uncertainty from estimations and even model it. Stochastic methods developed considerably during the last 30 years, but its applications to real-world problems have been limited, and did not turn into routine in hydrology. This paper brings an overview from eminent hydrologists about this subject and discuss the Brazilian and Paulista situation in the scope of groundwater monitoring.
