Brazil, one of the world's largest developing countries, has recently introduced a new solid waste management regulatory policy. This new regulatory policy will have implications for a wide variety of stakeholders and sets the stage for opportunities and lessons to be learned. Urban centers have a huge demand for electricity and the growing problem of the solid waste management generated by their population, a relevant social and administrative problem. The correct disposal of the municipal solid waste (MSW) generated in cities is one of the most complex engineering problems that involves logistics, safety, environmental and energetic aspects for its adequate management. Due to a national policy of solid wastes recently promulgated, Brazilian cities are evaluating the technical and economic feasibility of incinerating the non-recyclable waste. São José dos Campos, a São Paulo State industrialized city, is considering the composting of organic waste for biogas production and mass incineration of non-recyclable waste. This paper presents a waste-to-energy system based on the integration of gas turbines to a MSW incinerator for producing thermal and electric energy as an alternative solution for the solid waste disposal in São José dos Campos, SP. A technical and economic feasibility study for the hybrid combined cycle plant is presented and revealed to be attractive when carbon credit and waste tax are included in the project income. © 2013 Elsevier Ltd.

Efficient implementation of recycling networks requires appropriate logistical structures for managing the reverse flow of materials from users to producers. The steel sheet distributor studied had established a protocol for scrap recovery with the steel plant and its customers. The company invested in producing containers, hiring a specialized labor force and in purchasing trucks for container transportation to implement the logistics network for recycling. That network interconnected the company with two kinds of customers: the ones returning scrap and the ones who preferred to continue business-as-usual. The logistical network was analyzed using emergy synthesis, and the data obtained were used to evaluate and compare the system's environmental costs and benefits from the perspective of the distributor and the steel plant operator. The use of emergy ternary diagrams provided a way to assess recycle strategies to compare the relative economic and environmental benefits of the logistical network implemented. The minimum quantity of scrap that the distributor must recover to improve environmental benefits was determined allowing decision on whether it is worth keeping the system running. The new assessment method proposed also may help policy-makers to create strategies to reward or incentive users of reverse logistics, and help to establish regulations, by decreasing taxes or stimulating innovation, for effectively implement the National Policy on Solid Waste. Mangrove swamps are found in estuaries along the coastal plains of tropical regions and have be subjected to heavy occupation and use pressure due to their privileged locations and abundance of biological resources. The present work evaluated the ecological characteristics and solid wastes accumulated in eight areas along the Santos - Sao Vicente Estuary Complex. The superficially deposited residues at each sampling site were collected and subsequently washed, drained, counted, weighed and separated into classes according to their composition and predominant use. The predominant litter type in terms of density was plastic (62.81%) and, by weight, wood (55.53%). The greatest deposition of residues was associated with areas that were less inclined and that had low plant density levels, indicating that the presence of obstacles was not critical for retaining floating residues in mangrove areas. The presence of the most frequently encountered types of solid waste residues could be explained by local activities. (C) 2010 Elsevier Ltd. All rights reserved.

In Brazil, rates of urban solid waste generation increase proportionally more than the annual growing of the population. The government, from its federal authority to the municipal spheres, faces increasing challenges for Urban and Environmental management regarding to solid waste in general and, in particular, municipal solid waste. Financial problems added to public health problems that worsen with the serious environmental impacts generated every year. In August 2010 Brazil the PNRS (National Policy on Solid Waste) was approved and sanctioned in which represented a true watershed in the country as a legal framework extremely ambitious and visionary. This work presents the successes and challenges that the municipality of Sorocaba/SP is facing after more than three years of PNRS sanctioned to conduct an Urban and Environmental management suited to the new legal bases towards the subject of solid waste. The results show a large gap between the content proposed by the law and the technical, financial and temporal reality to practical implementation by the municipal government. New legislation and federal incentives, consortiums among the cities, flexible deadlines and environmental education at all levels are certainly some proposals to catalyze processes that aim to solve and overcome the challenges of solid waste

The Urban Solid Residues are the rests of human activity, popularly known by trash and considered by population like useless, undesirable and disposable. On the other hand, for the waste pickers, solid residues are the beginning of a cycle: they see in the other's people trash the only income, an economic value. Currently, in brazilian cities, one million collectors act, alone or in cooperatives, socially excluded by the work they do. The National Policy of Solid Residues (PNRS), instituted in 2010, established guidelines to the execution of integrated residues management, with should be practiced by city halls and other governmental institutions. This policy has, besides other things, goals of residues reduction and inclusion of waste pickers in the mechanism of selective collect and recycling. However, this and other public policies created for residue management are benefic only for cooperated waste pickers. That could negatively affect most of this class, since 90% are waste pickers working in a precarious way on the country's streets. This study has for objective show that most of waste pickers that work in a precarious way on the brazilian territory has a huge potential for the solid residues recycling chain and how they should be valued for the environmental services they provide, so they can be included with dignity on the society, ensuring economic and social benefits for this workers. The methodology adopted was based on the amount of residue collected by the 44 cooperated members of the Rio Claro‟s waste pickers cooperative to estimate the potential of collect and recycling did by 210 autonomous waste pickers who are active on city streets. It was observed that the cooperative collects the equivalent of 10.2% of all recyclable residues generated by city population. However, with the potential that these autonomous waste pickers have, which together could contribute 465 tonnes of solid residues per month, or 5,570 tons a year...
