The land question has been a widely discussed topic in Brazil, regarding land tenure. Law No. 10.267/01 was a major breakthrough for the agrarian issue. Since then on all rural properties must be georeferenced to the Brazilian Geodetic System (BGS). Therefore, satellite positioning and conventional methods are extensively used. Changes have been occurring in satellite positioning systems due to the addition of new signals in GPS (Global System Positioning), restructuring of GLONASS (Global Orbiting Navigation Satellite System), and the new systems like Galileo and Compass as well. To evaluate the effects of combining GPS and GLONASS data, several batches of processings were performed on different configurations. The data processing was performed to determine the coordinates of points of basic support and those materializing the neighborhood of the rural properties. As a result, it was found that the use of accurate ephemeris in transporting coordinates to support points has no significant influence, since transportation with broadcast ephemeris also meets the accuracy requirements for the Standard Technique for Georreferencing Rural Properties. On the other hand, when GPS and GLONASS data were used, such combination provides the best results. In the case of neighboring points, the use of GPS and GLONASS data is also recommended because such data meet the precision requirement and showed better results than those from where data were processed separately.

Agriculture, deforestation, greenhouse gas emissions and local/regional climate change have been closely intertwined in Brazil. Recent studies show that this relationship has been changing since the mid 2000s, with the burgeoning intensification and commoditization of Brazilian agriculture. On one hand, this accrues considerable environmental dividends including a pronounced reduction in deforestation (which is becoming decoupled from agricultural production), resulting in a decrease of similar to 40% in nationwide greenhouse gas emissions since 2005, and a potential cooling of the climate at the local scale. On the other hand, these changes in the land-use system further reinforce the long-established inequality in land ownership, contributing to rural-urban migration that ultimately fuels haphazard expansion of urban areas. We argue that strong enforcement of sector-oriented policies and solving long-standing land tenure problems, rather than simply waiting for market self-regulation, are key steps to buffer the detrimental effects of agricultural intensification at the forefront of a sustainable pathway for land use in Brazil.

The current concern with environmental issues by the scientific community, governmental and civil society also brings out the need to recover, preserve and conserve the environment. With this understanding, this work was prepared, which had as one of the main objectives of the historical process of land use and occupancy of the Pontal, since the nineteenth century to the present day. From this, the changes were evident in the types of land use, which rose from native forest to plant crops (permanent and temporary crops) and later as pasture. Through this process of occupation, exploitation of forests and replacement even three, Reserves being brought from the Far West Paulista, through the state government of Sao Paulo, they were almost decimated. Such areas decreed by law to be preserved and conserved, with the rampant occupations, were suffocated by the fakes and illegal occupation of land tenure contracts, leaving the region currently only a few forest fragments and protected areas of State Park Morro do Diabo, PRNP Boa Vista and Ecological Station Black Lion Tamarin. Furthermore, the article emphasizes the main legislation being developed by federal and state levels aimed at protecting natural resources and the effectiveness they had with the passage of time, demonstrating that the conservation of the environment, has several contributions in the law, however, and they are so vast that hinder its application.

O objetivo deste trabalho foi analisar o desenvolvimento da agricultura matogrossense, através de variáveis relacionadas à estrutura fundiária, uso da terra, tecnologia e capital, emprego e relações de trabalho nas 13 microrregiões dos Estados de Mato Grosso e Mato Grosso do Sul. O período analisado foi de 1970 a 1985. Os resultados mostram que o processo de intensificação no uso da terra e no uso de apitai veio acompanhado de uma diminuição na concentração da terra e na participação da mão-de-obra familiar.

The disordered occupation in several cities in Brazil, is very common, especially during the rainy season, there are numerous cases of gravitational mass movements, with deads of human and builds destruction. The main objective of this work was to identify and map areas to mass movements, through the geo, the municipality of Várzea Paulista, the state of Sao Paulo. For the purpose, were prepared thematic maps of slope, geology, pedology, geomorphology and land use and occupation, which were overlaid using ArcGIS GIS Multicriteria Analysis. Each subject received a weight of influence to the outbreak of such processes and the final result was obtained map of susceptibility to mass movements of the city of Várzea Paulista. This survey found that there are many occupied areas within the city that require monitoring of the Government, especially in the rainy months, because they are in very fragile in terms of geological and geomorphological features. Considering that the data on the physical and natural aspects are scarce in the literature for this region, the results obtained in this study as well as the gathering of information of the physical and cartographic products developed, will greatly contribute to the administration of the municipality, subsidies they provide for the proper use planning and land tenure, pointing out the weak areas of the city geotechnical point of view

The proposal and implementation of parceling real estate into smaller lots in Brazil is done according to legal and technical formalities. However, these instruments have proved inefficient in reducing the resulting environmental impacts. The ambiguities of the federal, state and municipal laws and regulations have limited the effectiveness of the actions of urban administrators. Law 10257/2001 emerged as an alternative to overcome these difficulties, proposing the adoption of neighborhood impact studies as an instrument to evaluate new proposals of urban occupation for purposes of environmental licensing. Thus, the purpose of this law is to provide the foundations for municipal public authorities to establish criteria for the assessment, mitigation and compensation of impacts resulting from new occupations. However, the very vagueness of the generic nature of this federal law and its incorrect application in the municipal sphere has posed the greatest obstacles to the good use of this instrument of urban environmental management. These deficiencies are classified herein in the categories of philosophical, technical and operational problems. The problems of a philosophical nature lead to technical difficulties, which in turn trigger operational deficiencies. The publication of the Law 10,267 of 08/28/2001 changed the paradigm of rural registration in Brazil, because this law known as the Law of Georeferencing has created the National Registration of Rural Property, that unifies in a common basis different registrations present in several government agencies, such as the National Institute for Colonization and Agrarian Reform (INCRA), the Secretariat of Federal Revenue, the Brazilian Institute of Environment and Natural Resources, and the National Indian Foundation. Also, this new registration system has a graphical component which has not existed until such date, where the boundaries of rural property are georeferenced to the Brazilian Geodetic System. This new paradigm has resulted in a standardization of the survey and its representation of rural properties according to the Technical Standard for Georeferencing of Rural Properties, published by INCRA in compliance with the new legislation. Due to the georeferencing, the creation of a public GIS of free access on the Internet was possible. Among the difficulties found it may be observed the great Brazilian territory, the need for specialized professionals, and especially the certification process that INCRA has to perform for each georeferenced property. It is hoped that this last difficulty is solved with the implementation of the Land Management System that will allow automated and online certification, making the process more transparent, agile and fast.
