This article argues that the precarisation of employment that has taken place in Brazil since the 1990s has been fundamentally different in kind from earlier forms of precariousness, which took place outside the formal economy. The new forms of precariousness are taking place within the sphere of the economy controlled by transnational corporations. Although they have only reached critical mass during the 2000s, the ground was prepared by ‘post neoliberal’ restructuring, including labour law reforms, that took place in Brazil during the 1990s and introduced new forms of flexible working. The article argues that the new condition of labour now emerging in Brazil, which is a structural feature of labour under global capitalism, is characterised by psychosocial dynamics that cause: first, class desubjectivation; second, a ‘seizure’ of the waged worker's subjectivity; and third, the reduction of living labour to the status of a workforce treated as goods. Comprehending these changes necessitates a related change in the theoretical and methodological framework in which the precariousness of work is studied, one that incorporates within its scope the issues of workers' health and the quality of working life.

Detente policy between the great world powers developed as a function of the basic interests of United States and Soviet Union. Tuberculosis (TB), an infectious disease readily transmitted between animals and humans, is an great threat to public and animal health a like and has been declared an international emergency. According to the WHO, animal TB is a source of much concern, especially in the poorer countries where there is little awareness of the problem. Thus, improvements in veterinary health are essential, with regard to infection by Mycobacterium bovis, particularly in areas where the public is at risk. The prevalence of infected animals in Brazil is about 1%, whereas, in the dairy cattle region of São Carlos, the average proportion of positive tests was found to be 3. 1% from 1987 to 1996. The current research was carried out to investigate the prevalence, in the region, of dairy cattle reacting positively to the tuberculin test, from 1997 to the first half of 2001. The results were obtained by searching through the data collected by the Federal Inspection Authority, and they indicated an average prevalence of 1.3% over the period, similar to the official national average. It was concluded that bovine TB continues to be present in the region, posing a potential threat of infection to the human population.

The present study focuses the impunity for human rights violations in Latin America. In this tradition of impunity, there is one exception, the emblematic case Fujimori, in which the conviction was for murder and serious injury, crimes against humanity according to the International Criminal Law. This sentence is an example in the context of this traditional trend of impunity. The research also analyzes the use of international law as a barrier state against injustice, both in substantive, imposing binding or mandatory standards with a universal character, but also in procedural terms, by providing supranational mechanisms to protect victims.
