The emergence of the digital order renewed the Victorian civilizing ideal and strengthened a world order of techno-economic dependence. The new grand narrative is the urgency of digital transformation of societies; a dream pursued without reflection by the populations of the periphery that ended into in a collision between McLuhan's two informational orders: cold and hot societies. Latin America as part of the periphery did not participate in the development of the informatic technologies and its historical legacy made the appropriation of these technologies more difficult. This paper examines the historical circumstances of this process: the development of a discourse around the digital networks, the consequences of this social construction in the region, the fragile efforts of Brazil to create technology, and the entrance of IT networks in the region. The results showed that the status of this kind of research in the region is weak so we alert about its consequences. We concluded that to create an informational order that may serve as a space of self-affirmation, freedom and heterogeneity, it is necessary to have a deep knowledge of the social and historical context that created its basic technologies, but Latin America is indifferent in such regard. Information Science has a central role in the region within this process but it has not developed it yet.

Televisão e mídias digitais na América Latina: um cenário em construção

The text is the initial result of a project called Global iTV, Interactive and systems Hybrid TV: a new advanced scheme for future services and applications in a global environment, contemplated by Call MCTI / CNPq 13/2012 – EUBrazil Cooperation Program in the field of Information and Communication Technologies (ICT) which has as its central theme the development of a standard that enables interoperability between the various digital TV systems operating jointly, exchanging and using information. Thus, using bibliographical and documentary research, the article goes on to demonstrate how this perspective panorama is drawing from the advent of digital television and the use of technology in Latin America, seeking to identify similarities, differences, problems and solutions arising from the use and consumption of digitizing television signal in the region. The results demonstrate the importance of media convergence, but point out that there are still large sections of the population on the margin of the Digital Society and the benefits provided by digital networks and that poverty and poor education are important contributions to this scenario.

Chronological Monte Carlo-based assessment of distribution system reliability

Regulatory authorities in many countries, in order to maintain an acceptable balance between appropriate customer service qualities and costs, are introducing a performance-based regulation. These regulations impose penalties, and in some cases rewards, which introduce a component of financial risk to an electric power utility due to the uncertainty associated with preserving a specific level of system reliability. In Brazil, for instance, one of the reliability indices receiving special attention by the utilities is the Maximum Continuous Interruption Duration per customer (MCID). This paper describes a chronological Monte Carlo simulation approach to evaluate probability distributions of reliability indices, including the MCID, and the corresponding penalties. In order to get the desired efficiency, modern computational techniques are used for modeling (UML -Unified Modeling Language) as well as for programming (Object- Oriented Programming). Case studies on a simple distribution network and on real Brazilian distribution systems are presented and discussed. © Copyright KTH 2006.

Methodology analysis of a computational tool used in electronic circuit design

This paper considers the importance of using a top-down methodology and suitable CAD tools in the development of electronic circuits. The paper presents an evaluation of the methodology used in a computational tool created to support the synthesis of digital to analog converter models by translating between different tools used in a wide variety of applications. This tool is named MS 2SV and works directly with the following two commercial tools: MATLAB/Simulink and SystemVision. Model translation of an electronic circuit is achieved by translating a mixed-signal block diagram developed in Simulink into a lower level of abstraction in VHDL-AMS and the simulation project support structure in SystemVision. The method validation was performed by analyzing the power spectral of the signal obtained by the discrete Fourier transform of a digital to analog converter simulation model. © 2011 IEEE.

New approach of induction machine drive using an adaptive digital PID controller with gain planning based on artificial neural networks

The present work introduces a new strategy of induction machines speed adjustment using an adaptive PID (Proportional Integral Derivative) digital controller with gain planning based on the artificial neural networks. This digital controller uses an auxiliary variable to determine the ideal induction machine operating conditions and to establish the closed loop gain of the system. The auxiliary variable value can be estimated from the information stored in a general-purpose artificial neural network based on CMAC (Cerebellar Model Articulation Controller).

Integrated planning of electric power distribution networks

In this work, a heuristic model for integrated planning of primary distribution network and secondary distribution circuits is proposed. A Tabu Search (TS) algorithm is employed to solve the planning of primary distribution networks. Evolutionary Algorithms (EA) are used to solve the planning model of secondary networks. The planning integration of both networks is carried out by means a constructive heuristic taking into account a set of integration alternatives between these networks. These integration alternatives are treated in a hierarchical way. The planning of primary networks and secondary distribution circuits is carried out based on assessment of the effects of the alternative solutions in the expansion costs of both networks simultaneously. In order to evaluate this methodology, tests were performed for a real-life distribution system taking into account the primary and secondary networks.

Archives information publishing new design in post-custodial regime: The National Archives Experience Digital Vaults

The uses of Information and Communication Technologies (ICT) and Web environments for creation, treatment and availability of information have supported the emergence of new social-cultural patterns represented by convergences in textual, image and audio languages. This paper describes and analyzes the National Archives Experience Digital Vaults as a digital publishing web environment and as a cultural heritage. It is a complex system - synthesizer of information design options at information setting, provides new aesthetic aspects, but specially enlarges the cognition of the subjects who interact with the environment. It also enlarges the institutional spaces that guard the collective memory beyond its role of keeping the physical patrimony collected there. Digital Vaults lies as a mix of guide and interactive catalogue to be dealt in a ludic way. The publishing design of the information held on the Archives is meant to facilitate access to knowledge. The documents are organized in a dynamic and not chronological way. They are not divided in fonds or distinct categories, but in controlled interaction of documents previously indexed and linked by the software. The software creates information design and view of documental content that can be considered a new paradigm in Information Science and are part of post-custodial regime, independent from physical spaces and institutions. Information professionals must be prepared to understand and work with the paradigmatic changes described and represented by the new hybrid digital environments; hence the importance of this paper. Cyberspace interactivity between user and the content provided by the environment design provide cooperation, collaboration and sharing knowledge actions, all features of networks, transforming culture globally. © 2011 - IOS Press and the authors. Estrutura de conteúdos educativos para TV Digital: um modelo de referência

This paper proposes a model of educative content structuring for interactive digital television programs. Its intent was to provide references for collaborative production processes and content organization in learning networks associated with university and educative television broadcasting services. The model defines terms, actors, events, environments, as well as content categories, classes and attributes, indicating criteria for their synchronic or asynchronic association in a dynamic television schedule. The model is presented in both descriptive and visual formats, with the use of conceptual maps. The results indicate that interactive use of digital television in education requires systematic content models covering communitarian participation in both media production and distribution processes, in order to enhance learning instruments beyond vertical, hierarchical and centralized communication sustained by traditional broadcast channels.
