Pela experiência de inserção militante em dois conselhos municipais, apresentamos informações sistematizadas e essenciais sobre a composição desses espaços de controle social. Quais são alguns dos problemas essenciais no funcionamento concreto dos conselhos? Pela perspectiva social crítica, procuramos apreender as contradições que atravessam esses dispositivos de controle social. Oferecemos pistas orientadoras para os profissionais da Psicologia que buscam atuar na linha do compromisso social e que se engajam na participação nesses importantes mecanismos sociais de discussão e deliberação no âmbito das políticas públicas.

Este artigo, que envolve a combinação de procedimentos quantitativos e qualitativos, traz resultados de pesquisa que analisou o impacto do Fundef na estruturação da rede municipal de ensino de Pirapozinho-SP, e mostra como estes resultados trazem subsídios para um funcionamento mais adequado da atual política de financiamento da educação. Constatou-se que, mesmo sem aumentar os recursos financeiros do ensino fundamental, o Fundef racionalizou e tornou mais eficiente a sua aplicação, diminuindo desvios e desperdícios, e que a instituição dos Conselhos de Acompanhamento e Controle Social possibilitou maior participação popular na fiscalização do executivo aumentando a transparência dos gastos com educação, que a constituição do Fundef abriu a possibilidade de implantação do Fundeb atualmente em vigor e que a melhoria no funcionamento deste está relacionada ao aumento da participação da sociedade nas decisões da política educacional e ao investimento na qualificação desta participação.

The government of a megalopolis, such as São Paulo, shows singular challenges that do not exist in less complex urban contexts. Being a city of a country with a recent industrialized economy, with an income (functional and geographical) highly concentrated, that has resumed the democracy for only one quarter of a century, this megacity lives with its own political and organizational assignments, due to the contradictory character of the political behavior of its habitants/ voters and of the traditionalist nature of populism and patronage in the relationship between the rulers and the ruled and between the Executive and Legislative powers at the local level. In such context, the difficulties to prosecute the assignments of the metropolitan organization, the decentralization and the institutionalization of citizen participatory channels in the governance and administrative activities are huge. The centrifuge forces (of the decentralization of the local government, through subprefectures), the centripetal forces ( of the metropolitan organization process) and the diffuse forces (of the claiming popular participation) act simultaneously over the deciding processes, in São Paulo, receiving, still, state and national political influences, since the city is a very significant historically producer of political and electoral capital. The analysis of the recent experience of the creation of the subprefectures and the representative counsels (fixed in the Municipality Organic Law of 1990) and the attempt to implement the participatory budgeting, in two occasions (1989-1992 and 2001-2004), reveal some of the social and political reasons that make difficult the establishment of a solidly democratic governance and of a more efficient public administration in the metropolitan area of São Paulo.

Practices of violence such as physical and verbal aggression, provocations, humiliations and exclusion that occur mainly among young people in schools are named as bullying and the aim of this qualitative-descriptive study was to investigate how this phenomenon is represented by magazines directed to teenage girls. The analysis was conducted in fifteen articles of four Brazilian magazines: Capricho, Todateen, Atrevida and Yes Teen through thematic categories: 1) Definitions and explanations about bullying; 2) Magazines’ proposals to the confrontation against bullying (2.1 Campaigns and orientations against bullying; 2.2 Advices about how to act in the presence of bullying; 2.3 Examples of “overcoming” to people who suffered bullying and 2.4 Advices given to people who practice bullying). It was identified the presence of hierarchies, stereotypes and the incentive to competition. There is the predominance of normative and excluding patterns, advices that individualize the issue and lack of critical reflection.

This exploratory and qualitative study sought to investigate how health service users? participation on the Councils of Health centers occurs in the municipality of Botucatu in São Paulo. Data was collected in September and October 2008 via interviews guided by a semi-structured script, administered to 9 service users who are members of the Council at four primary health care centers. After content analysis, three thematic categories emerged: Knowing the service user/councillor, The Health Centers? Council and Participation on the Council. The results show the unpreparedness and lack of knowledge of the councillors representing health service users on the subject of the role of the Councils and on public health policies, evidencing the need for actors from the health services to invest in guidance, consciousness-raising and preparation of citizens with critical ability to influence, guide, demand and question the health services? actions.
