Mapping oil spill environmental sensitivity in cardoso island state park and surroundings areas, São Paulo, Brazil

This study presents an environmental oil spill sensitivity map of Cardoso Island State Park, located in São Paulo state, Brazil, including some of its surrounding areas. This map was designed following the procedures determined by the Brazilian Federal Environment Organ (Ministry of the Environment), which separates coastal habitats in different littoral sensitivity indexes (LSI) to oil spills. We have also analysed some seasonal variations in morphologic and textural parameters at the local marine beaches that could affect their sensitivity, having found that they are more sensitive during summer due to a wider foreshore zone during these periods. Local most sensitive habitats are estuarine mangroves (LSI 10) and estuarine mud banks (LSI 9). Marine beaches were ranked LSI 3, and littoral rocky shores were subdivided in exposed flat rocky shores (LSI 1), boulder rocky shores (LSI 6) and sheltered rocky shores (LSI 8). Due to the elevated sensitivity of an estuarine system in the area, we considered necessary the installation of an Environmental Emergency Centre and the design of an emergency plan for the region in case of an accident resulting in oil spills within its vicinities. Brazilian foreign policy in the Cardoso era: The search for autonomy through integration

The Fernando Henrique Cardoso administration attempted to replace a reactive foreign policy agenda dominated by a logic of autonomy through distance with a proactive international agenda guided by a logic of autonomy through integration. In adopting this agenda, the administration maintained that Brazil would be able to confront its problems and secure more control over its future if it actively contributed to elaborating the norms and guidelines of the administration of the global order. Because of structural weaknesses, however, this policy of integration, adherence, and participation was not adequately accompanied by positions entailing practical responsibilities - responsibilities that would have prepared both government and civil society for a higher profile in the post - cold-war era. In the end, the gains achieved during Cardoso's tenure failed to alter Brazil's international standing in any significant way. © 2007 Latin American Perspectives.

Existe utilização efetiva dos recursos vegetais conhecidos em comunidades caiçaras da Ilha do Cardoso, estado de São Paulo, Brasil?

This study aims to investigate if plant resources are effective used by caiçaras' communities of the Cardoso Island. We also want to verify if the biogeografic origin of plants, their uses and socioeconomic factors influence the locals' knowledge. We carried out 51 semi-structured interviews with people who have been living there for at least 5 years, who were older than 18. We concluded that the interviewees' knowledge is still diverse and that most of the plants known are used by them (82%). Native plants are largely known, while the exotic ones are the most used (95%). Knowledge and use vary according to the use of plants, although they were very similar, considering the interviewees' age and gender. We also realized that housewives use a large quantity of medicinal plants, which are mainly the exotic ones. Fishermen know and use native plants, usually for handicraft purposes. The environmental guides and people, whose job is tourism related, have a similar knowledge, especially about medicinal plants, which are less used when compared with the other professional activities.
