Resumo O presente artigo objetiva promover uma análise da implantação do PDE-Escola em duas unidades educacionais do município de Limeira-SP, que apresentaram o IDEB/2007 abaixo da média nacional e que foram direcionadas a implantar o Programa a partir de 2009. O PDE-Escola trata-se de um programa do Governo Federal que se proclama capaz de viabilizar a autonomia, a obtenção de melhores resultados educacionais e a modernização da estrutura, organização e gestão escolar a partir da adoção de modelos administrativos gerenciais. A finalidade deste estudo foi constatar se os objetivos delineados por tal Programa, no que tange à garantia da autonomia escolar, ganham concretude na prática. A metodologia utilizada nesta pesquisa qualitativa foi o estudo de casos, concretizado por meio de coleta de dados (entrevistas e questionários semiestruturados, análise documental e revisão bibliográfica). Os resultados obtidos acenaram para a imposição de uma metodologia padronizada e burocrática, pautada em mecanismos de monitoramento, cobrança e controle que dificultaram a conquista gradativa da autonomia das escolas pesquisadas. This essay is intended for an analysis of the principal's duties in São Paulo State school, considering the conceptions of Administration specialists, Education professionals and the legal directives pertinent to the State government. It was interesting the procedures of rereading and analyzing of the literature of the area; the survey and analysis of legal documents which, direct or indirectly, concern the principal's duty and the accomplishment, transcription and analysis of half elaborated interviews with administrators and teachers. At the end of this research, it was found some contradictions in the conception of School Administration like it is diffused in different contexts, which anyway reflects the conceptions of the respondents.

The hemodynamic effects of total intravenous anesthesia with propofol or propofol in combination with lidocaine were investigated in 12 dogs. In the P group (n=6), the dogs received a loading dose (LD) of 6mg kg-1 of propofol followed by a constant rate infusion (CRI) of 1.25mg kg-1 min-1. In the PL group (n=6), dogs received a LD of 6mg kg-1 of propofol and 1.5mg kg-1 of lidocaine followed by CRIs of 1.0mg kg-1 min-1 and 0.25mg kg-1 min-1 of propofol and lidocaine, respectively. The animals were instrumented for measurement of hemodynamic variables and bispectral index (BIS), recorded at 75, 90, 105 and 120 minutes during anesthesia. Cardiac index, stroke index, systolic, diastolic and mean arterial blood pressures were lower in the P group compared to the PL group (P<0.05). There were no significant differences between groups in heart rate, systemic vascular resistance index and BIS. Plasma concentrations of propofol were lower in group PL than in group P (medians of 5.7 to 6.1mg mL-1 in the P group versus 3.1 to 3.7mg mL-1 in the PL group). Measured lidocaine plasma concentrations (medians of 2.27 to 2.51mg mL-1) were in the range that result in analgesia and were below values that result in toxicity in dogs. The BIS values observed in the two groups of dogs were compatible with deep anesthesia (mean values of 43-46 and 45-49 in groups P and PL, respectively). Maintenance of deep anesthesia with lidocaine-propofol causes less cardiovascular depression than equipotent doses of propofol alone.

This work presents a framework for full-time education in Brazil, analyzing the levels of proximity and distance of the Brazilian regions in relation to achieving target paragraph 06 of the bill of the new National Education Plan, which establishes the offer of full-time education in at least fifty percent of public schools, and at least twenty-five percent of students in basic education. It aims to determine the contribution of the “Mais Educação” (More Education) Program of the federal government in fulfilling this goal.

This paper is part of an extension project titled “The implementation of the School Development Plan in public schools of São Paulo: contradictions and implications for the educational management practice”. The School Development Plan is a program supported by the Ministry of Education through the National Fund for Education Development. Since 2010, it has been directed to state and local public schools that have not reached the goals set by the Basic Education Development Index. This research has been conducted in four public schools of an inner city of São Paulo since April 2011, in which the School Development Plan is being implemented. The objective of this study is to analyze the teachers’ concepts of learning assessment and identify the instruments used for such assessment and when they are used. The research made use of a qualitative approach. The study is based on literature review and data collected through questionnaires completed by teachers. We consider the importance of teachers monitoring the whole teaching and learning process and not only the results. However, public policies stimulate final results; thus, the study points out that teachers perform a checking, not an assessment, since there is no decision making. It is crucial to join quantity and quality when performing an assessment that diagnoses and values students and their effective learning.

The paper analyzes the Articulated Action Plan of the municipality of Itabaiana, in the state of Sergipe, for the period 2008 – 2011, by identifying the actions and sub-actions under the local government’s responsibility, as well as those actions depending on the support of the Brazilian Department of Education which have been fully implemented, partially implemented and not implemented. The analysis demonstrates the potential of the Plan as a management tool to assist the council in recognizing and systematizing the reality they live in, also making evident its limits as an instrument for triggering the actions and sub-actions prescribed.

Este texto é fruto de um projeto de extensão que promove a reflexão entre professores da Universidade Estadual Paulista e diretores e supervisores da Delegacia de Ensino da Região de Marília/SP. O MEC vem defendendo a adoção do PDE nas escolas públicas que não atingiram as metas definidas pelo IDEB. Nosso objetivo é analisar as propostas do PDE, identificando suas origens, suas características e a concepção de gestão que o embasam. Do mesmo modo, confrontar com o PPP das escolas, analisando suas implicações e consequências para a gestão. A Metodologia adota as pesquisas: bibliográfica, documental (PDE e PPP) e a pesquisa ação com o grupo de estudos em que participam diretores e supervisores da rede estadual e docentes e discentes da UNESP. Como resultados, identificamos que a concepção de gestão, consubstanciada no PDE, caminha em sentido oposto ao da concepção do PPP, especialmente no que se refere à gestão democrática.
