O programa territórios de cidadania no norte pioneiro paranaense: premissas processos e perspectivas

A abordagem territorial do desenvolvimento tornou-se um referencial importante para a elaboração de políticas públicas de desenvolvimento rural. No Brasil, a Secretaria de Desenvolvimento Territorial, criada em 2003 e vinculada ao Ministério do Desenvolvimento Agrário, o adotou estrategicamente. O Programa Nacional de Desenvolvimento Sustentável dos Territórios Rurais (Pronat), lançado em 2003, prevê a execução de um conjunto de ações voltadas a municípios rurais articulados territorialmente. Em 2008, ocorreu a implantação do Programa Territórios da Cidadania, desdobramento do Pronat e política de desenvolvimento rural para dinamizar territórios economicamente deprimidos. A gestão decisória compartilhada entre Estado e sociedade é uma das premissas e objetivos do Programa. No estado do Paraná, o Projeto de Inclusão Social e Desenvolvimento Rural Sustentável converge com as políticas territoriais estabelecidas na esfera federal, tanto em termos de conteúdo como de procedimentos. A análise da constituição do Território Integração Norte Pioneiro (PR) fundamenta o argumento de que a formulação do Pronat, e do Programa Territórios da Cidadania, tem como um de seus objetivos centrais a constituição de uma esfera decisória microrregional que atue nas questões rurais, priorizando-se a descentralização das atribuições no que concerne ao desenvolvimento rural.

This research aimed to identify and analyze the impact of stressful events associated with the school administrators in teacher malaise. 29 managers participated in his capacity as directors or deputy directors of the municipal system, the interior of São Paulo, with responses to the Inventory IMPIL (Evaluación Psicológica Del Estrés por InestabilidadLaboral - FIGUEROA; SCHUFER, 2006). The results indicate the presence of stressors in all areas assessed at different rates. The highest ranking stressors were concerns with health, emotional Diseases and economic concerns. The degree of discomfort tends to increase with age, but since the entry into this function. The extensive powers of management, indicate the occurrence of different degrees of impact between the groups, demonstrating that subjectivity needs to be considered for proposing improvements in working conditions and health organizations. Social changes, the demands of educational reforms and lack of recognition of the profession were associated with teacher malaise.

As the Elementary School expanded quantitatively at the end of last century, a new social debate started on the quality of the education offered in public schools. Among many concerns and questions, there was the quality of literacy of the young people that finished the Basic Stage of Education. Federal documents drawn up over the last years, such as the National Pact for Literacy at the Right Age, defend that the obligatory literacy takes place until the end of the third grade of Elementary School. Based on this, it is intended that, at the end of the 5th school year of this education step, the students master the social practices of reading and writing that let them pursue their literacy process in the following school years. In this sense, the present study intended to observe and think over how the alphabetization (reading and writing technology acquisition) and literacy (using of written language in different social practices) processes happened at the end of the Elementary School I. In order to exploit to the full the meanings and conceptions involved in the presented theme, it was decided, methodologically, to elaborate a qualitative research, in where the adopted procedure was data survey and bibliographic research of authors that conceptualize, explain, relate and distinguish alphabetization from literacy. Next, it was performed a documental research based on laws and other Federal documents, from the State of São Paulo and from the municipality of Rio Claro-SP, observing the established discussion with the studied academic productions, as well as attributions given to the public school to perform the process of alphabetization and literacy. The visitation of these papers was also considered necessary for the understanding of expected knowledge, capabilities and skills of the student that finishes Elementary School I. This study aims to analyze the implementation of mediation in the school environment of São Paulo State Education Network through the figure of Teacher School and Community Mediator (PMEC). Mediation arises, as an alternative and effective method for conflict resolution from existing interpersonal relationships at school. The methodology used was the exploratory and empirical research literature on the subject mediation and the analysis of the resolutions of the Secretariat of São Paulo State Education establishing the School Protection System (SPE) and made possible the performance of the PMEC within that environment. Authors like Bonafé-Schmitt (2010); Caetano, Freire and Ferreira (2009); Calcaterra (2002); Freire (2010); Jares (2002); Lederach (1996); Littlejohn and Domenici (1999); Morgado and Oliveira (2009); Torremorell (2008) and Vecchi and Greco (1999) were selected in order to provide greater familiarity with the subject mediation and conflict mediation later in the school environment. The concept of mediation, mediation templates and profiles of mediators will be explained as well as PMEC function features as regards the selection methods training main assisted cases, assignments that are stipulated by the guiding documents and what actually happens in daily practice verified the reports obtained through a semi-structured interview. Finally, we present the PMEC situation regarding the review by the leaders and attended school community and the acceptance of their work within that environment
