Brazil’s transition from a political and legal system to a democracy was accompanied by numerous legal and institutional reforms. In a context of struggle towards a broad political participation in public policies and risen criticism towards state actions, the extent and effects of these reforms have not been sufficiently deep to impact the problems and redefine the agenda. The main goal of this academic research is to understand the resistance to change and new paradigms that define the broad agenda of public safety.

The article deals, initially, from a theoretical point of view, the concept of function in the perspective of Vygotsky (2001), and functional equivalence from the point of view of Smith (1989) and articulates them with the letter funcion in the construction of words in discursive statements. Taking as reference these concepts, it was analysed writings of a student in early literacy at a school in a countryside city in the state of São Paulo, in a situation of writing letters of personal correspondence, whose data were collected in 2009 in order to determine which letters are chosen by the student and why they are chosen to record the speech. The concept of function in Vygotsky and the functional equivalence of Smith (1989) used for the analysis of corpus, revealed that the student’s decisions are characterized by diversity sources and criteria, and rely mainly on the basis that a letter can have the constitution of the word, in the process of enunciation, regardless of their phonetic correspondence. The letter, used as a basis, would lose its status as strictly technical element to achieve the status of a unit of sense since is a constituent part of discourse.

The article aims to review the discussion on police role within institutional reform in São Paulo First Republic implementation. The main argument refers to the formation of brazilian judicial system and to the continuity of the debate on public policies reforms, administration of justice and police control over lower social classes, by means of a criminalization of the poverty. The judicial administration was reformed, but that opened space for police institutions to act without constraints. Despite theses changes, state institutions were also used by tradicional social elites in neo-patrimonial ways, allowing the maintenance of unlawful practices within the system.

A transition of Brazil from a juridico-political system of exception to a democracy was accompanied by several legal and institutional reform processes, aimed at the gradual elimination of so-called authoritarian rubble and the implementation of instruments of the democratic system, based on recognized citizenship and justice. However, to this day the extent and effects of those reforms can be questioned, especially in light of the increased public demand for justice and citizenship. The article The Difficult Path to Reform: The Police and Limits of the Post-Redemocratization Reform Process shows that the route to reform, above all in the sphere of police agencies, is a tortuous one, with an extensive agenda of problems and solutions, demanding research on the part of academics in order to form an understanding of the resistance to change and to new paradigms that define the public security agenda.

O antigo edifício do Fórum e Cadeia, de autoria do arquiteto Ramos de Azevedo, aparece no cenário do município de Botucatu como um importante elemento do imaginário social urbano e de forte valor arquitetônico e histórico. É possível perceber a presença de marcos e lugares que revelam uma leitura da arquitetura no centro histórico da cidade, inspirada no Ecletismo, e que compõem um conjunto de edifícios de interesse cultural neste espaço urbano. Este trabalho elabora uma análise detalhada da paisagem antiga e atual e quais são os registros histórico/culturais materializados no contexto urbano central de Botucatu e propõe adequar o edifício às novas funções urbanas contemporâneas, com o propósito de preservar o antigo Fórum de Botucatu e recuperar esta herança para cidade e seu valor patrimonial

Health care waste (HCW) is the type of waste that results from activities performed in health care services during care provision to humans or animals. Presently, according to RDC 306/04, issued in 2004 by Anvisa, and Resolution no. 358/05, by CONAMA, waste groups have the following classification: Group A (biological waste), Group B (chemical waste), Group C (waste containing radionucleotides), Group D (common waste) and Group E (piercing and cutting waste). In Brazil, 149 tons of wastes are collected every day, and HCW corresponds to approximately 1% to 3 % of that total. An efficient way to adequately manage HCW is through the Health Care Waste Management Plan (HCWMP), and it is possible to reduce the risk posed by certain materials in addition to ensuring disposal in an ecologically correct and economical fashion. According to the Pan-American Health Organization (PAHO), the management process enables health care establishments to adequately manage waste. Hence, there is greater control and reduction in the health risks caused by infectious or special waste, in addition to facilitated recycling, treatment, storage, transport and final disposal of solid hospital waste in an environmentally safe fashion. To evaluate the management of HCW of Groups A and D from the Intensive Care Unit of the University Emergency Hospital - FMB - UNESP in the city of Botucatu according to the guidelines presently in force. The waste flow was followed up, and during four random days in the month of September 2011, waste was quantified by estimating daily and monthly values, according to its classification. : In 2011, the University hospital has produced an average of 57,676.8 kg/month of biological and common waste. By adding Groups A and D, during the four days, approximately 209.8 Kg of waste (202.2 Kg of Group A and 7.6 Kg of Group D) were produced in the establishment under study, which... Este trabalho apresenta um equipamento móvel, destinado ao uso de pessoas com deficiência e seus cuidadores, denominado Unidade Móvel de Orientação de AVD. Esta Unidade consiste em levar orientações às famílias, relacionadas às práticas diárias das pessoas com deficiência, abordando as modalidades de higiene pessoal, vestuário, alimentação e locomoção. Por intermédio da correta prática nas atividades básicas diárias, particular de cada um, espera-se promover a maior autonomia das pessoas com deficiência, a fim de torná-las mais independentes e melhorar sua autoestima. Com a autonomia adquirida conjuntamente à autoestima, o indivíduo se torna apto a enfrentar maiores barreiras que anteriormente não conseguia. São apresentados as configurações técnicas da Unidade que permitem seu adequado uso, bem como sua locomoção, já que é destinada a atender diferentes áreas

Due to the complexity and instability of clinical conditions of ICU patients, the drug therapy applied in this type of environment requires a combination of several prescribed drugs, which is a favorable condition for drug interaction, toxic synergism and possible iatrogenia. In the possible universe of ICU occurrences, this study aimed at identifying and evaluating the incidence of adverse events in drug therapy at the Intensive Care Therapy Service (SETI) in wards I and II. It is a cross-sectional, descriptive, prospective and quantitative study conducted from August to September, 2011 in the Intensive Care Service of the Botucatu School of Medicine University Hospital - UNESP. The population consisted of fifteen clinical nurses, including those in the Improvement and Volunteer Internship Programs, who contributed to the investigation after signing an informed consent form and according to approval by the Research Ethics Committee number 10711/CE - FMB. The data were entered on a form and analyzed. Results showed that, on average, 8.9% of events/day occurred, and the highest frequency was observed on August 04, 2011. 63% and 22% were respectively observed in the morning and afternoon shifts, and 15% in the night shift. 48% of these were due to administration time errors, followed by drug prescription and dispensation errors, with percentages of 22% and 18%, respectively. Antibiotics showed the highest frequency of adverse events - 18%, which was followed by 13% for anticoagulant, 11% for antiemetic and 10% for antiulcerative drugs. As regards the occurrence of adverse events related to hospitalization time, the highest frequency occurred in patients who were hospitalized for 10 days. The increasing degradation of the environment and the depletion of natural resources, caused by indiscriminate production practices, by current and unlimited human needs and also misconceptions that natural resources are inexhaustible, make current and future environment situation, a constant concern of national and world leaders. With the purpose to confront these issues and to qualify the cities on the environmental situation in the state of São Paulo, the Department of the Environment created, in 2007, the Program “Município VerdeAzul. This paper aims to the study this program of Unit Water Resources Management Pontal Paranapanema through specific analysis of data representing the efficiency of the program directives and a comparative study between two cities unit with discrepant scores and a survey of the possible causes of obtaining low scores for municipalities participating in the project. A Pediatric Intensive care Unit (PICU) is an environment where care is provided to seriously ill children. Hospitalization is regarded as an unpleasant experience that requires adaptation and routine change. To assess the opinion of relatives of children hospitalized at a PICU concerning tie breakage and/or separation between children and their families. It is a descriptive, cross-sectional, quantitative study. A structured interview was conducted with the families of hospitalized children from July to September, 2010. The data were statistically analyzed. RESULTS: Twenty relatives were interviewed, 80% of whom believed that children’s behavior changes when they are present in the unit, and 85% considered the visitation time established to be sufficient. All the respondents reported to be satisfied about the care provided. The feelings prevailing in 50% of the relatives were fear and hope. Change in the family’s union after hospitalization occurred in 85% of the families. The most fearful aspect concerning the ICU is the equipment (25%), and the most worrisome, as regards personal life, is the separation from other children (65%). Health care professionals must pay more attention to relatives by including them in their health care plan so that the health care team and the family, who are essential in children’s recovery, can interact in a congenial fashion.
