This paper focuses on the Agrarian Question and examines the emergence of human rights from a historical perspective. Great emphasis is placed on the right to life guaranteed by the State Constitutions of the Countries of the World that contained an elaborate Bill of Rights, providing strategies of territorial integration through agrarian reform, allowing landless to reside on and use land as a means to restore their dignity which they were assigned at birth, according to the Universal Declaration of Human Rights, although their rights have been usurped in the trajectories of their lives by social disruptions and exclusion. From this perspective, the agrarian reform might be understood in a way that allows settlers and people who live in rural areas to argue that the political process should be concerned with ensuring them equal rights taking into account all aspects of urban and social space.

This paper aims to present a study about the importance of Education as a public policy for the integral development of children and adolescents in street situation. As theoretical foundation, the authors used constructs from the National Policy of Special Education in the perspective of Inclusive Education, the Statute of the Child and Adolescent emphasizing the importance of family and social networks as a way to protect children and adolescents who left school and live under the precarious situation of street. In this sense, the National Policy of Special Education in the perspective of Inclusive Education has just pointed to the issues that pass by the inclusion of these children and adolescents to put them back to school. To do this, it is necessary to implement policies designed to the care of children and adolescents victimized by the living on the streets.

This work consists of making an intervention project in the urban periphery to ease the socio-spatial segregation and modify an area by the guidelines that were established in the Final Work Undergraduate II, thus a continuation of the entire study ever conducted on the Jardim Kantian Itapeva-SP. The study site is an example of socio-spatial segregation, due to lack of government interventions before the actions of real estate agents. Forcing a portion of the lower income population to occupy the same space with the existence of possible spaces to be occupied near the downtown area. The intervention connects the new with the existing, creating a unique space, which the new does not exclude the other portion of the population, but complements, thus contributing to improving the urban environment and, consequently, of people's lives

This policy is analyzed in the living space configuration from the point of view of socio-spatial segregation. To meet the flexibility of real estate developers, urban politic Campinas was subsumed by the entrepreneurship of housing production, was detached from the municipal planning and releasing ownership of urban land for the free flow of capital that circulated by the real estate market in the search for the appropriation of elevation of the ground rent . These processes are understood through intense confinement of poverty in areas that grow randomly deleted and the margin of urban rights
