Neste artigo, pretendemos mostrar como a transição para a democracia na Argentina, apesar dos sinais de maior estabilidade institucional, convive com a consolidação de um econômico-social cujos sinais de crise tendem a acentuar cada vez mais o seu caráter excludente.

Nos processos de transição democrática, a expansão de práticas democráticas e de uma cultura de cidadania, aliada às mudanças institucionais formais, constituem preocupação fundamental. No Brasil, o eixo de debate e das lutas sociais concretas tem a ver com a definição formal de cidadania (limites sociais entre incluídos e excluídos) e com o alcance dos direitos dos incluídos.
Da política do possível às possibilidades da política: notas sobre a transição democrática no Brasil

Interessado em analisar o Brasil da Nova República e a natureza da transição democrática que se verifica nesse país, o presente artigo procura abordar duas ordens de problemas: a primeira, ao processo através do qual o Brasil se formou como sociedade capitalista, com particular atenção inflexões ocorridas a partir de 1964; a segunda, relativa ao processo de abertura controlada iniciado 1974 e à crise do regime tecnocrático-militar, cujos efeitos e conseqüências chegam aos dias de hoje. Na conclusão, são delineadas algumas perspectivas para o futuro imediato.

In a previous research, it was observed that are symbolic exchanges established between the persons and the environment they live in that allow them to interact with others, leading them to reorganize their internal cognitive structures, reaching more elaborated stages. In the case of a person with deafness, the possibility of exchange can be compromised and knowledge about the construction of the temporal notion seems to be essential to enable a path of explanation about the difficulties they have regarding their cognitive development. Thus, based on the theory of Jean Piaget, the study intended to understand how the temporal notion constitutes as possible subject to the process of building the real, and examine, through empirical evaluation, if the difficulty in establishing symbolic exchanges caused by deafness would compromise the development of this notion. For this purpose, bibliographical research and empirical research were made, by the comparative evaluating between the performance of deaf and hearing subjects in relation to the construction of temporal notion. Two groups of subjects aged between 10 and 12 years were composed: one with three deaf subjects and another with 3 listeners. The assessment and analysis of the data were based on an experiment created by Piaget and his staff. The results showed that the listeners present responses from operative level, compatible with the age range in which they found themselves. In contrast, the deaf subjects showed responses of transition level, which indicates a situation of cognitive delay. We conclude that the potential compromise linguistic presented by deaf people, can hinder the activity representative causing delay in construction of temporal notion and consequently the development of thought. In this sense, it seems that the Sign Language constitutes an important tool for deaf people because it allows symbolic exchanges that favor the cognitive development.

The purpose of this work is to discuss the pedagogy of Landless Worker’s Movement through the analysis of the main pedagogical elements present in the Municipal Elementary School Construindo o Caminho. The school which is ruled by the movement has different functioning and organization from those usually found in offi cial schools, highlighting educational categories as: union between teaching and work, and democratic administration shared by students, teachers, other workers and community.

A transition of Brazil from a juridico-political system of exception to a democracy was accompanied by several legal and institutional reform processes, aimed at the gradual elimination of so-called authoritarian rubble and the implementation of instruments of the democratic system, based on recognized citizenship and justice. However, to this day the extent and effects of those reforms can be questioned, especially in light of the increased public demand for justice and citizenship. The article The Difficult Path to Reform: The Police and Limits of the Post-Redemocratization Reform Process shows that the route to reform, above all in the sphere of police agencies, is a tortuous one, with an extensive agenda of problems and solutions, demanding research on the part of academics in order to form an understanding of the resistance to change and to new paradigms that define the public security agenda.

Hegel’s identification with idealism may not apprehend adequately his philosophical thinking if one takes it as a definitive and absolute determination because he is a dialectical thinker or even better speculative. In this sense the moment of materiality cannot be just put aside as a contingency but it is more the opposition through which the spirit fulfills itself. This one cannot be what it is without assuming the materiality as well as the matter cannot be effective without being overtaken in the spirit. The totality appointed by Hegel in the absolute spirit means precisely to know and to recognize one another in the other and also by the other as itself. The spirit only raises to itself insofar it assumes its opposition in matter and by being determined it determines itself but this cannot be fulfilled anywhere but in the matter. In the same way the matter cannot be effective without going beyond itself or being considered in thought, that is not as well establishing itself. If the spirit and the matter are effective insofar they are in relation with one another then the primacy of one over the other can only be understood as a result and not as a starting point. In this way the first moment must not be taken as something static but as coming to be.
