In Brazil, rates of urban solid waste generation increase proportionally more than the annual growing of the population. The government, from its federal authority to the municipal spheres, faces increasing challenges for Urban and Environmental management regarding to solid waste in general and, in particular, municipal solid waste. Financial problems added to public health problems that worsen with the serious environmental impacts generated every year. In August 2010 Brazil the PNRS (National Policy on Solid Waste) was approved and sanctioned in which represented a true watershed in the country as a legal framework extremely ambitious and visionary. This work presents the successes and challenges that the municipality of Sorocaba/SP is facing after more than three years of PNRS sanctioned to conduct an Urban and Environmental management suited to the new legal bases towards the subject of solid waste. The results show a large gap between the content proposed by the law and the technical, financial and temporal reality to practical implementation by the municipal government. New legislation and federal incentives, consortiums among the cities, flexible deadlines and environmental education at all levels are certainly some proposals to catalyze processes that aim to solve and overcome the challenges of solid waste

One of the greatest problems nowadays is the correct management of solid waste produce in every human activity. On 2010, the “Política Nacional de Resíduos Sólidos” was approved, this law brings directives and instruments to deal with the solid waste issue. The objective of this work is to make a Strategic Assessment on a Solid Waste Management Plan applied to a medium size city. Based on general data about the situation of the solid wastes in Brazil, a first scenario was described. After that, likely scenarios were proposed, taking segregation, treatment and final disposal on account. Finally, those scenarios were compared, mainly in the final volume disposed and costs involved

A biodiversidade pode ser considerada como uma base da existência por proporcionar recursos e regular os processos naturais responsáveis pela manutenção da vida. Nas últimas décadas, a biodiversidade vem sendo perdida rapidamente, apresentando taxas de decréscimo nunca antes vistas, o que reduz a capacidade de aporte de recursos naturais para as gerações futuras. Em relação às estratégias de conservação da biodiversidade, os orgãos ambientais brasileiros têm empreendido diversos esforços na sistematização de dados e informações sobre biomas, ecossistemas e espécies ameaçadas com a finalidade do estabelecimento de indicadores e diretrizes para a conservação da diversidade biológica direcionados à tomada de decisões por parte de gestores públicos e privados, como aquelas que são deflagradas no âmbito dos processos de licenciamento ambiental. Dentre os instrumentos de gestão ambiental, o licencimaneto ambiental é aquele responsável pela autorização da implantação de empreendimentos potencialmente causadores de significativo impacto ambiental, como é o caso de usinas hidrelétricas. Para isso, o licenciamento ambiental deve estar baseado em estudos ambientais realizados a partir dos procedimentos metodológicos de avaliação de impacto ambiental, os quais devem preconizar os aspectos que caracterizam a vulnerabilidade ambiental da localidade geográfica onde está planejado o empreendimento. Neste sentido, o presente trabalho objetivou analisar de que forma os dados, informações, indicadores e diretrizes sobre a diversidade biológica brasileira, produzidos e estabelecidos pelo governo federal estão sendo utilizados no processo de licenciamento ambiental da usina hidrelétrica de Tijuco Alto do rio Ribeira de Iguape.

In recent years the development based on a pattern of production and consumption in large-scale, established relations with degrading the environment, jeopardizing the availability of natural resources. From then on, it became necessary to integrate the environmental dimension to the other planning issues, appearing then the Environmental Planning. The objective of the Environmental Planning generally defined by society, aims help in making decisions; subsidized by a diagnosis at the same time identify and define objectives more environmentally suitable to assist in developing public policy. Thus, the development of prospective scenarios together by experts and stakeholders assists in public policy development and decision-making. In 2007, seeking to structure environmental management in the State, the Department of the Environment of São Paulo has created 21 Strategic Environmental Projects, including the project Cenários Ambientais 2020 with the goal of developing public policy proposals for medium and long term from prospective environmental scenarios. This paper reviews the methodologies used in constructing the scenarios in this project; sought to evaluate the construction process according to what is proposed by Alcamo and Henrichs (2008); and investigated the context that encouraged the development of the project

Due to the large economic development associated with the growing consumerist lifestyle of our capitalist society, the problem of uncontrolled solid waste generation worsens, which one is considered to be one of the main responsible factors for environmental degradation. As a case study and in order to solve the problem of large generation of municipal solid waste, this work aims to study the “plano diretor” of Rio Claro city, São Paulo. The “plano diretor” is a municipal law that provides guidelines for the administration of the city, which include guidelines for the management of solid waste generated in the city. The guidelines required in order to write the “plano diretor” are provided by the national law “estatuto da cidade”, providing information for the planning and development of the cities, as well as the management of the urban environment. However, only the “estatuto da cidade” does not provide enough instructions for creating management plans in order to solve the many problems from the urban environment. Thus, studies have been done about urban and environmental management, to understand how municipal management plans should be structured. As a form of seeking information that can complement the “plano diretor” to the creation of policies for managing solid waste of the city, the “Política Nacional de Resíduos Sólidos”(PNRS) emerges in 2010 as a document which provides principles, objectives and guidelines to create plans for Solid Waste Management at the national, state, regional and municipal levels. Therefore, it was possible to make a joint analysis of the “plano diretor” of Rio Claro with the PNRS to identify what is already done within the municipality about the solid waste management, and identify which aspects are most significant in the municipal solid waste management that the national policy provides. Entrepreneurs responsible for the housing project “Vale do Sol III”, (claim of deployment), proposed a technique, in order to resolve conflicts of interest arising in respect Vale do Sol I residents (already implemented). Conflicts taken place in accordance with environmental problems that originated (past) in poor drainage of rainwater from Água Fria stream. This work, based on study case method with deductive approach, analyzed the environmental aspects of the area in order to contribute to the process of sustainable management of medium-sized cities (present), as well as analyzing the prospects for adequate outcome environmental demand (future) . In terms of technical and methodological procedures, was used geoprocessing softwares for the purpose of supporting analysis. It was concluded that, technique proposed at Vale do Sol III enterprise, don’t have necessary, sufficient and satisfactory solution in order to, at least, mitigate the problems of area sustainability. In terms of future prospects, it was concluded that, good sustainable environmental management, with preventive measures, from the point of view of mitigating the environmental and urban conflicts, and corrective measures.

Responsible entrepreneurs responsible for housing project "Vale do Sol III" (claim of deployment) had proposed technique in order to solve conflicts of interest, arising with respect to residents of Vale do Sol I (already implemented). Conflicts gave up due to environmental and urban problems, originated in a notification of responsible concessionaire for the administration of Marechal Rondon highway (entry and exit of people on the road, in the city of Botucatu, Sao Paulo state). This work, based on study case method, within a deductive approach, analyzed urban and environmental aspects of the area in order to contribute to sustainable management of medium-sized cities. There was, moreover, use of GIS software for purpose of supporting this technical analysis. Investigations were carried out within environmental and urban viewpoints about Água Fria watershed, as well as technical and legal basis arising devices both municipal and federal regulations. It was concluded that proposed project of Vale do Sol III, about containment of stormwater and alternative technical and locational traffic, not presented as necessary solution, sufficient and satisfactory in the sense of, at least, mitigate sustainability problems of surrounding area (Água Fria watershed, into which could insert even Vale do Sol I condominium, subject to notification).

Recently in Brazil cities have been suffering strong influence concerning concepts of sustainable development and urban-environmental management in order to implement public policies. These approaches combined, subsidize fair democratic construction, along with citizen participation and transparency regarding the use of resources. This study was meant to address the evaluation of performance and environmental quality through the use of sustainability indicators as a tool for planning and management of municipal urban-environmental, its advantages, disadvantages and contributions to the effectiveness in the implementation of policies aimed at local sustainable development. The main objective of the study was to do a comparative analysis of the indicators used in Piracicaba, to the national indicator system and other municipal programs, and also, its application in urban and environmental planning. To achieve this goal, initially a topic selection was made based on a bibliographic analysis in order to discuss the use of management tools and municipal evaluation systems from the perspective of sustainability, showing the management tools such as laws, agreements, documents and mainly, sustainability indicators. It was then, prepared the case study carried out in Piracicaba, São Paulo municipality. With the obtained results, it was possible to provide a model which shows strengths and weaknesses of public actions and policies for the environment, such as project suggestions that could be applied aiming greater sustainability and continuous improvement of municipal environmental performance

Dentre os muitos temas ambientais que podem ser problematizados pela Educação Ambiental encontra-se a proteção aos ecossistemas. Definiu-se como tema, num projeto de Educação Ambiental, o Cerrado, bioma amplamente degradado por ações antrópicas e que faz parte do ambiente natural de Botucatu, interior de São Paulo. Com o objetivo de despertar um olhar crítico-ambiental, visando a integração do ambiente natural e urbano, o projeto, realizado com alunos da 8ª série do Ensino Fundamental, teve como eixo a construção de uma Trilha Ecológica no Cerrado. Todo o processo de planejamento, realização e avaliação da trilha foi participativo: os participantes estudaram as características do Cerrado; identificaram, na área, as espécies remanescentes; discutiram as condições de conservação da área, e tomaram decisões sobre a construção da trilha como recurso educativo. Problematizaram, coletivamente, a interação comunidade-ambiente, articulando consciência ambiental e ação educativa, concluindo sobre o potencial desencadeador deste recurso para reflexões sobre temas socioambientais. O grupo teve a oportunidade de vivenciar um trabalho educativo com crianças da educação infantil, concretizando a trilha como recurso didático-pedagógico na aproximação visitantes-educandos-ambiente.

Instrumento de política pública ligado ao licenciamento ambiental prévio de projetos de empreendimentos potencialmente degradadores do ambiente, a Avaliação de Impacto Ambiental (AIA), atualmente, apresenta algumas inconsistências. Dentre elas, autores registram a disparidade no que se refere à indicação e à efetiva implantação das medidas de controle ambiental estabelecidas nos EIA/RIMAs. Diante disso, o presente trabalho analisa a implantação das medidas mitigadoras estabelecidas para empreendimentos minerais licenciados pela Fundação Estadual do Meio Ambiente (FEAM) do Estado de Minas Gerais, para a região do Quadrilátero Ferrífero. No estudo, constata-se que intervenções ambientais são hoje partes integrantes dos projetos minerais; porém, como na mineração a operação impõe certo dinamismo ao empreendimento, verifica-se que parte das medidas mitigadoras apontadas no EIA acaba não sendo executada, como o previsto e o aprovado na fase da Licença Prévia (LP), enquanto outras apenas ficam listadas como propostas de mitigação de impactos, deixando de ser efetivamente executadas.
