This paper identifies relevant criteria for evaluation of participatory budgeting and participatory institutions that are currently adopted by governments of both Brazil and elsewhere, highlighting the importance of a comprehensive assessment that integrates all these criteria. Finally, it is recommended to pay special attention to assessing the desirability of these institutions, which are not always positively for theories on democracy

As percepções sobre a democracia no Brasil: os valores políticos dos deputados estaduais paulistas, paranaenses e catarinenses

This paper analyzes the opinions of legislators members of parliamentaries elites of Legislative Assemblies of the States of São Paulo, Paraná and Santa Catarina on democracy. The opinions of legislators paulistas were collected using a questionnaire selfadministered and structured, while the opinions of legislators paranaenses and catarinenses were collected with the surveys “As elites administrativas, parlamentares e partidárias do Paraná, 1995-2006” and “Elites políticas e a democracia: os valores políticos dos parlamentares catarinenses da 16º Legislatura, 2007”. The results were: i) democracy is stable, ii) it is superior to any other type of regime, iii) is supported by some social policies and the use of voting and iv) democracy has support of various ideological currents.

The behavior of brazilian senators: analyzing the exchange of votes inside the fixed committees during the 52nd legislature

Using the method of Social Networks Analysis, we’ll try to see if politicians swap votes between them seeking support for their projects, to this end, we’ll first map the behavior, activities and contacts of the Senators of the Brazilian Federative Republic within all the fixed committees which had some vote during the 52nd Legislature, then we can see the most popular and central Senators to each committee. After this analysis we wish to answer the following question: did logrolling exist in the Brazilian Senate? Previously the empirical analysis and response to the problems posed, we’ll present the necessary theoretical introduction understood by reviewing the literature on relevant subjects, whether they are purely theoretical with respect to the exchange of support, or analytical about the Brazilian political system.

A instalação do serviço de inspeção escolar na Província de São Paulo (1835-1887)

This article discusses the establishment of the school inspection service in the Province of Sao Paulo between the implementation of the Provincial Legislature in 1835 and the last years of the monarchy. In this work, were taken as sources - the Collection of Laws and Decrees of the Province of São Paulo (1835-1889); Speeches of the Presidents of the Province given annually at the opening of the Assembly of S„o Paulo (1835-1889), and the reports of the General Inspectors presented to the President of the Province (1851-1889). To give theoretical support to this analysis, we used the categories of Weberian bureaucratic organization.

Acute effects of flexible pole exercise on heart rate dynamics

Introduction: Exercise with flexible poles provides fast eccentric and concentric muscle contractions. Although the literature reports significant muscle chain activity during this exercise, it is not clear if a single bout of exercise induces cardiac changes. In this study we assessed the acute effects of flexible pole exercise on cardiac autonomic regulation.Methods: The study was performed on 22 women between 18 and 26 years old. We assessed heart rate variability (HRV) in the time (SDNN, RMSSD and pNN50) and frequency (HF, LF and LF/HF ratio) domains and geometric indices of HRV (RRTri, TINN, SD1, SD2 and SD1/SD2 ratio). The subjects remained at rest for 10 min and then performed the exercises with the flexible poles. Immediately after the exercise protocol, the volunteers remained seated at rest for 60 min and HRV was analyzed.Results: We observed no significant changes in time domain (SDNN: p=0.72; RMSSD: p=0.94 and pNN50: p=0.92) or frequency domain indices (LF [nu]: p=0.98; LF [ms(2)]: p=0.72; HF [nu]: p=0.98; HF [ms(2)]: p=0.82 and LF/HF ratio: p=0.7) or in geometric indices (RRTri: p=0.54; TINN: p=0.77; SD1 p=0.94; SD2: p=0.67 and SD/SD2: p=0.42) before and after a single bout of flexible pole exercise.Conclusion: A single bout of flexible pole exercise did not induce significant changes in cardiac autonomic regulation in healthy women. Earlier this year, took office in Congress deputies and senators regarding the Legislature from 2015 to 2019. Most elected officials has been identified as more conservative character, which should change the work schedule in the Legislative Houses. In this context, this experimental project consists of a journalistic reporting that aims to analyze how this new composition can affect issues involving the agenda of the LGBT community, in particular, the bills criminalizing the practice of homophobia. The work aims to reach politically minded readers between 21 and 60 years, in order to educate them about the importance of this issue. Therefore, we performed the calculation of violence perpetrated against this population, studied the new profile of the Congress, analyzed how Judiciary acts front of legislative inertia and made interviews. The report compiles important data about the issue and provides, as a result, information reinforced by experts to potentially broaden the understanding of readers about the fact
