The changes occurring in Brazilian agriculture, with the inclusion of agro-industrial activities in your mode of production, must be analyzed to verify the changes in the behavior of territorial dynamics. Through changing the Rural Complex, traditional for the Agroindustrial Complex tightly integrated with trade and industry brought many consequences for the rural population, with regard to employment. Understanding this transformation capitalist the field is needed to analyze the actors involved in this process and the policies adopted for the expansion of sugar and ethanol activity in the State of So Paulo and the consequences for the spatial organization. The expansion of cane production areas were governed by the Institute of Sugar and Alcohol (IAA), the National Alcohol Program (PROLCOOL) Development Plan for the West of So Paulo - PRO-WEST and Expansion Program for the production of Canavicultura for production of fuel for the State of So Paulo (PROCANA). The occupation of these agroindustrial facilities in rural spaces contextualized by territorialization of the rural complex, in that sense, understanding these concepts is a key part development in the research. therefore, are concepts of fundamental importance to geographical science, and interpreting their function and construction in rural spaces

In recent literature, the concept of policy subsystem has occupied a central place in many theoretical models, it is considered prime unit of analysis in recent approaches to the policy process. Subject of intense theoretical discussion, when compared to related concepts such as policy communities, policy networks and policy issues, these concepts can contribute to the analysis of political participation process, characteristic of democratic governments. This present study aims to present a critical review of the literature on subsystems, policy issues, policy networks and policy communities, as well as discuss these concepts emphasizing the participatory potential of the actors who make up these spaces, seeking to contribute to the dialogue of studies in public policy and participation policy in Brazil.

The process of institutionalization of MERCOSUR in recent years has increased the weight of regional integration in the internal policies of the Member States. In the Brazilian case, the bill that regulates direct elections for the MERCOSUR Parliament (Parlasul) in 2014 is an example of this influence, because it includes aspects that are related to discussions on the reform of the Brazilian political system, generating intense debate and controversy within the Congress. This article discusses the possible impacts that its adoption will have on the conduct of political reform in Brazil, on the assumption that this project represents a spillover of political reform for Brazilian regional plan. We assume that its approval can become a test of political reform planned to perform at the regional changes still under discussion in the brazilian legislature. We remind that the decision and approval of the criteria for the Parlasul direct elections is a competence of each Member-State.
