A pesquisa tem como objetivo analisar os resultados da implementação de duas políticas públicas: O Projeto de Desenvolvimento Rural Sustentável – PDRS (Microbacias II) e o Programa Territórios da Cidadania - PTC, sendo que a primeira é de âmbito estadual e visa o desenvolvimento rural e a segunda da esfera federal e tem como objetivo promover o desenvolvimento territorial. Optamos por efetuar a apreciação empírica de ambas as políticas no Escritório de Desenvolvimento Rural (EDR) de Presidente Venceslau, o qual é composto por onze municípios, quais sejam: Caiuá, Euclides da Cunha Paulista, Marabá Paulista, Mirante do Paranapanema, Piquerobi, Presidente Epitácio, Presidente Venceslau, Ribeirão dos Índios, Rosana, Santo Anastácio e Teodoro Sampaio. O Microbacias II (com execução prevista entre 2010 a 2015) é continuação do Programa Estadual de Microbacias Hidrográficas – PEMH (Microbacias I), o qual sua execução foi de 2000 a 2008. Ambos obtiveram financiamento parcial do Banco Mundial (BIRD) e se inserem numa nova lógica de desenvolvimento rural, diferente da que ocorreu entre as décadas de 1960 a 1980. Nessa nova perspectiva, passou a haver maior preocupação com a degradação ambiental e com a pobreza dos agricultores familiares. O Microbacias I teve maior preocupação com a degradação ambiental, enquanto que o Microbacias II está voltado para favorecer a inserção dos produtores rurais no mercado. O Programa Territórios da Cidadania foi criado em 2008 e tem como meta principal combater a pobreza nos territórios rurais selecionados. Houve significativos benefícios de ambos os programas no EDR

The current problematic of the construction and demolition (C&D) waste faced for the Brazilian cities, is one of the main degradation factors of the environment, over all about the promise of the urban ambient quality. This scenery must mainly to the unsustainable management adopted by the great majority of the Brazilian cities. Therefore, this work aims at to offer subsidies for medium cities, having as study object the city of Rio Claro-SP, (Brazil), in the elaboration of plans and integrated programs of sustainable management of the construction and demolition waste, in accordance with CONAMA Resolution nº 307/2002, that’s set up a sustainable management system of C&D waste. In this direction, the diagnosis of the management was elaborated for the city of Rio Claro, (generation, collects, transport and disposal) and the public administration of the construction and demolition waste, as well as of the study of the related aspects with C&D waste recycling plant. Later, was suggested a plan of improvements for the public manager of C&D waste: areas of temporary disposal to facility the appropriating destination, appropriated areas of final disposal, incentives to the recycling of C&D waste, new legislations, education and orientation programs and adequacy the agents of C&D waste management (generating, transporting, addressee and public manager), directing for an environmental, economic and social sustainability.

The destination of urban solid waste has became a very relevant theme because of the fast growth of cities. Bauru, a strategically located municipality, needs solutions for that problem. This research aims to show solid waste management in Bauru through a survey of the selective or regular garbage collection programs, treatment and final disposal of the waste. To do so, a questionnaire with 85 questions was used about solid waste management in the municipality and visits were made to the solid waste collection and disposal sites. Bauru has a bad selective collection program and very significant clandestine disposal of Hazardous waste. Furthermore, it doesnot treat hospital waste and has a deficient final disposal landfill.

A contaminant plume due to leachate infiltration was found in the solid waste landfill from Bauru, SP. The soil hydraulic conductivity (K) is an important parameter to understand the moving of this plume. This paper intends to show representative K values for the soils that occur in the vicinity of this landfill determined by field and laboratory tests. There are four soil types in the area: colluvium, alluvium, sandstone residual soil and the sandstone. Laboratory tests were performed using constant and variable head in rigid and flexible wall permeameters. Slug tests and hydraulic conductivity tests with the Guelph permeameter were also carried out in situ in the area. Representative K values of 3.7x10-7 m/s for the saturated zone and 2.4x10-8 m/s for the unsaturated zone were determined for the residual soil. A K value of 5.3x10-5 m/s was obtained for the colluvium soil. A great variation of K with depth was observed for the alluvium and the assumed average values for the saturated zone were 7.9x10-7 m/s and 1.1x10-4 m/s for the unsaturated surficial layer. An average K value of 3.3x10-8 m/s was determined in laboratory for the sandstone and it was assumed representative for this material.
