It was investigated how the conceptions of PT for the educational area defended in national meetings of the party have configured as policies in the City Hall of São Paulo during 1989-1992. It was made an analysis of official documents and measures adopted by the Municipal Education Secretariat. Then, it could be concluded that the priorities of implementation of the PT proposal entitled popular public school were based on four categories: Democratization of Management; New Quality of Teaching; Movement of Adult and Youth Literacy (MOVA) and Democratization Access.

The Urban Solid Residues are the rests of human activity, popularly known by trash and considered by population like useless, undesirable and disposable. On the other hand, for the waste pickers, solid residues are the beginning of a cycle: they see in the other's people trash the only income, an economic value. Currently, in brazilian cities, one million collectors act, alone or in cooperatives, socially excluded by the work they do. The National Policy of Solid Residues (PNRS), instituted in 2010, established guidelines to the execution of integrated residues management, with should be practiced by city halls and other governmental institutions. This policy has, besides other things, goals of residues reduction and inclusion of waste pickers in the mechanism of selective collect and recycling. However, this and other public policies created for residue management are benefic only for cooperated waste pickers. That could negatively affect most of this class, since 90% are waste pickers working in a precarious way on the country's streets. This study has for objective show that most of waste pickers that work in a precarious way on the brazilian territory has a huge potential for the solid residues recycling chain and how they should be valued for the environmental services they provide, so they can be included with dignity on the society, ensuring economic and social benefits for this workers. The methodology adopted was based on the amount of residue collected by the 44 cooperated members of the Rio Claro‟s waste pickers cooperative to estimate the potential of collect and recycling did by 210 autonomous waste pickers who are active on city streets. It was observed that the cooperative collects the equivalent of 10.2% of all recyclable residues generated by city population. However, with the potential that these autonomous waste pickers have, which together could contribute 465 tonnes of solid residues per month, or 5,570 tons a year...

Este texto apresenta um relato da experiência de implantação de ações de saúde do trabalhador nos serviços de atenção básica no município de Amparo, no estado de São Paulo, ocorrida durante a gestão do período 2001 a 2008, visando contribuir na premente necessidade do SUS de implantação das ações de saúde do trabalhador. A análise realizada pelas autoras, protagonistas na gestão do processo, ressalta alguns dos elementos-chave para a efetiva implantação de ações de saúde do trabalhador na rede de atenção básica. Dentre eles, a Estratégia Saúde da Família (ESF), ao lado de outros elementos - como o modelo de matriciamento com ação pedagógica contínua e participação nos colegiados de gestão, a educação permanente e o protagonismo dos trabalhadores da saúde -, mostrou-se um facilitador do processo. Como elementos estruturantes da construção efetivada, apontam-se o modelo de gestão colegiada adotado pela secretaria e a forma de implantação do Centro de Referência de Saúde do Trabalhador no município. Todo esse arranjo promoveu uma interlocução permanente entre as equipes de saúde, da atenção básica e da referência especializada que foi indispensável para a experiência ocorrida.

Para análise da questão da gestão política do processo de inclusão escolar, este artigo aborda o movimento da rede municipal de São Paulo em direção à uma escola inclusiva através da oferta de respostas educativas aos alunos com necessidades educacionais especiais. Assim, descreve o Programa Inclui, em andamento na rede municipal de ensino, que busca organizar, através de projetos, a construção e consolidação de um sistema inclusivo, na perspectiva de estar articulado com as práticas e ações político-pedagógicas que ocorrem desde a educação infantil ao ensino médio e se concentra nas ações necessárias para o atendimento às necessidades educacionais especiais para que se garanta a desejável relação entre educação comum e especial no enfrentamento das dificuldades do processo de ensino e aprendizagem daqueles que precisam de recursos, técnicas, metodologias diferenciadas para que sua trajetória escolar esteja garantida, no cotidiano, assim como está garantida no aspecto legal.

Differential scanning calorimetry (DSC) in association with chemical analysis was applied to assess the maturity reached by the organic fraction of Municipal Solid Wastes (MSW) subjected to composting processes with manual and fixed aeration and sampled at different composting times. Thermograms showed that the difference in the treatments, i.e., the manual aeration and the fixed aeration, had no relevant effect on the stabilization and maturation of OM in the substrates. Common thermal effects observed were: a low temperature endotherm assigned to dehydration and/or loss of peripheral polysaccharides chains; a medium temperature exotherm assigned to loss of peptidic structures, and a high temperature exotherm assigned to oxydation and polycondensation of aromatic nuclei of the molecule. Results obtained suggest that in the experimental conditions used, a shorter time of composting (about 30 d) appears adequate, in order to limit the extended mineralization of OM, whereas a prolonged composting time (up to 132 d) would produce a compost of poor quality with high ash content and low OM content.

This article reviews the main anti-poverty policies implemented in Brazil from the early 1990s to the early 2000s. These include focused and universal policies - such as education and health care - as well as the rural development, a 'middle ground' policy. Though the inter-municipal consortium, a new institutional arrangement gathering municipalities together, has emerged as a promising policy implementation tool, anti-poverty policies have faced implementation difficulties. Lack of coordination between different programs, even within the same policy area, has impaired their effectiveness. As a consequence, compensatory programs, based on monetary transfers to poor families, which face fewer implementation problems, have become the dominant type of anti-poverty policies in Brazil. Despite these shortcomings, a small Brazilian state, Santa Catarina, was able to reduce by 46 percent the number of individuals living in poverty in just ten years. This is a sign that fighting poverty can, after all, be a feasible endeavor. © 2004 IIAS, SAGE Publications (London, Thousand Oaks, CA and New Delhi).

The objective of this article is to analyse how green supply chain management (GSCM) practices are being adopted by some high-tech companies located in Brazil. The research was conducted using the case study approach, focusing on eight companies that are representative of this sector. The main results are: (a) the most adopted GSCM practices in the studied high-tech companies located in Brazil are internal environmental management, investment recovery and reverse logistics and (b) Brazilian environmental legislation and international policies are very important in driving the adoption of GSCM practices. The internationalisation of companies was also found to be a variable that interferes with the adoption of GSCM practices. This is one of the first studies that examine the relationship between GSCM and the internationalisation of companies located in Brazil. © 2013 Springer-Verlag London.

Green teams are frequently considered in the state-of-the-art literature as an essential factor for companies aiming to implement and improve environmental management approaches and practices. However, most of the available literature on green teams is conceptual and theoretical by nature. Therefore, the main purpose of this article is to evaluate the main characteristics of green teams in Brazilian companies and to analyse the relationships between green teams and the maturity level of environmental management in those companies. Based on a conceptual background on corporate environmental management and green teams, a research was done in two complementary phases: a survey of 94 companies with ISO 14001 certification; and a multiple case study of four industrial companies. Survey results suggest that 82% of the studied companies have cross-functional green teams, i.e. involving various companies' departments; and 65% have functional green teams, i.e. individual department teams. The results of the case study suggest that the use of green teams is an instrument to the greening of companies with ISO 14001 in Brazil. The company with the most proactive and advanced environmental management is the same company which uses green teams more intensely. Green teams are especially necessary for implementing more technical environmental management practices, e.g. Life Cycle Assessment. Since this is one of the first studies analysing green teams, the results presented can be useful for companies and public policies aiming to implementation of environmental initiatives. © 2012 Elsevier Ltd. A study was made of the composition of wastes collected from the pipes of the stormwater drainage system of Sorocaba, SP, Brazil (600 thousand inhabitants). A total of 10 samples weighing at least 100 kg each were sorted into 19 items to determine the fraction that can be considered natural (earth/sand, stones, organic matter, and water, the latter determined after oven-drying the samples) and the anthropogenic fraction (the remaining 15 items, especially construction and demolition wastes and packaging). Soil/sand was found to be the main item collected (52.5 % dry weight), followed by the water soaked into the waste (24.3 %), which meant that all the other wastes were saturated in mud, whose contents varied from 6.4 % (glass) to 87.2 % (metalized plastics packaging). In general, 83 % of the collected wastes can be classified as natural, but the remaining 17 % represent 2,000 kg of the most varied types of wastes discarded improperly every day on the streets of the city. This is an alarming amount of wastes that may clog parts of the drainage systems, causing troubles for all the population (like flooding) and must be strongly considered in municipal solid wastes management and in environmental education programs. © 2013 Springer Science+Business Media Dordrecht.

The purpose of this study was to evaluate the physical and mechanical properties of particleboard made with pruning wastes from Ipê (Tabebuia serratifolia) and Chapéu-de-Sol (Terminalia catappa) trees. Particleboards were prepared with both wood species, using all the material produced by grinding the pruning wastes. The particleboards had dimensions of 45×45 cm, a thickness of approximately 11.5 mm and an average density of 664 kg/m3. A urea-formaldehyde adhesive was used in the proportion of 12% of the dry particle mass. The particleboards were pressed at a temperature of 130 C for 10 mins. The physical and mechanical properties analyzed were density, moisture content, thickness swelling, percentage of lignin and cellulose, modulus of resilience, modulus of elasticity and tensile strength parallel to the grain, accordingly to the standards NBR 14810 and CS 236-66 (1968). The particleboards were considered to be of medium density. The particle size significantly affected the static bending strength and tensile strength parallel to the grain. Ipê presented better results, demonstrating a potential for the production and use of particleboard made from this species. © The Author(s) 2013.

In managing water resources, indexes are used to simplify and quantify available information as well as report the characteristics of a region under study. These indexes may be extremely demanding concerning information required, or very simple, and the water poverty index and Falkenmark index are examples of both extreme situations, respectively. Searching for an index that considers regional and local complexities and information available in developing countries, a new index was developed to evaluate the population accessibility to water resources. This new index combines the Human Development Index and Falkenmark Index and geographic information systems. The results are presented in figures which show the situation at national level, highlighting that the Northeast and Southeast regions are the most vulnerable in Brazil.
