Este artigo tem o objetivo de analisar as conseqüências da implementação do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e Valorização do Magistério (FUNDEF) na oferta da educação básica nos municípios de Limeira e Santa Gertrudes (SP) no tocante à dinâmica de responsabilidade entre Estado e Municípios e à composição dos gastos em educação, durante os anos de 1996 a 2002. Para tanto, realizou-se levantamento e análise bibliográfica relacionada ao tema e pesquisa documental junto aos órgãos de administração municipal para coleta e análise de dados empíricos. Este trabalho é resultante de um projeto estadual intitulado Acompanhamento da Implantação do Fundef no estado de São Paulo, a ele vincula-se uma pesquisa nacional sobre a Implantação do Fundef em onze estados brasileiros.

Avalia-se aqui como evoluíram as relações entre governo e Forças Armadas, e o comportamento destas no interior da burocracia de Estado com base na análise dos orçamentos federais desde o governo autoritário até o atual (1964-2001). Os dados indicam um declínio lento e constante dos gastos com a defesa, entremeados por repiques elevatórios no início de novos governos. De maneira geral, sugerem que os governos civis definem o padrão orçamentário sem interferência militar, embora os recursos sejam usados sem um acompanhamento adequado das atividades castrenses. Indica-se ainda que a autonomia castrense, isto é, a sua capacidade de definir seu campo de atuação, as normas que a norteiam e as missões a desempenhar, pode ser revigorada. Essa autonomia endêmica não é fruto de escolhas militares, mas da omissão do poder civil.

In view of the need to develop a device for security and lateral protection, due to the Resolution 323/09 of CONTRAN, which requires the use of such equipment for most trucks and tow trucks, the objective of this work is to develop a project for an aluminum lateral protection device, according to the ABNT NBR 14.148 regulation, that, among many specifications, stipulates that the equipment must support a load of 5 kN and suffer a maximum deflection of 30mm, but does not say what material it should be made of. The reason for choosing aluminum is because of its low density, so as not to significantly increase the curb weight of the truck, which, consequently, reduces CO2 emissions and maintenance expenses. Additionally, this material presents a good resistance/weight ratio, high resistance to corrosion, excellent surface finish and it's fully recyclable; reason why it has been gaining the attention of many industry segments. For the realization of the project, profiles were chosen to make the assembly of the set, and then a finite elements analysis was performed in the HyperWorks software, to verify if the designed device would support the loads stipulated by the regulation. One details to note is that these simulation programs could show inaccuracies, because of the size and shape of the elements that compose the mesh, and for many other reasons, so it is necessary that, even with the results coming back satisfactory, actual physical tests are conducted to validate the proper functioning of the equipment, which was not done for this study

With the passage of time, the variety of companies from each branch has gradually grown throughout the country. As a consequence, the logistics to attend to such demand has grown in the same proportion. One factor to highlight about this rapid growth is the increase of freight vehicles roaming the roads, often carrying loads over the limit established by law. At first it may seem that this would not bring any problem, however, note that an excessive number of overloads ends up deteriorating the asphalt, causing ondulations, potholes and other imperfections on the roads, which can cause accidents. In addition, the money spent for the maintenance of the roads is high. Thinking about it, it was established by law a regulation that restricts the weight limit for these vehicles, through axle weighing, subject to a fine. With this control the road floor is preserved for longer, requiring less maintenance expenses. The weighing stations use load cells to display the inferred weight, these cells use strain gages in its construction. The following work presents a methodology to dimension a binocular load cell, its main elements and its dimensioning. The minimization and mitigation of environmental impacts caused by the activities of organizations is increasingly becoming a key concern due to factors such as market demand, including suppliers and consumer markets, quality standards and even marketing strategies. The implementation of an EMS - Environmental Management System - allows the organization to achieve the level of environmental performance for its determined and promotes continuous improvement over time. This system consists of a schedule of activities, so as to eliminate or minimize impacts to the environment through preventive actions. It also provides a structured approach to set and achieve goals and objectives, and to establish procedures, work instructions and control, ensuring that the implementation of the policy can become reality. The objective of this work consists in planning a system using environmental management based on the ISO 14001 - standard internationally more widespread and accepted in the requirements to establish and operate an EMS - the Central Library, UNESP, Rio Claro / SP to stimulate the quest for continuous improvement and sustainability in the educational institution. For making the diagnosis of this planning was used the PDCA methodology, suggested by the standard, as well as all requirements for compliance. The results show that the benefits that the organization will receive involve reducing expenses and cost of energy and water, and improve the organization's reputation before the whole university and other educational institutions, reaching about three thousand people on university
