WHO has launched the “Safe Surgery Saves Lives” program with the purpose to reduce damage to surgical patients and define safety standards specifically in order to reduce such patients’ morbi-mortality by providing surgery teams and hospital managers with orientation about the standards of safe surgery and a uniform service evaluation instrument for national and international surveillance. Hence, this study aimed at applying the WHO safe-surgery checklist to the surgical specialties of a university hospital and evaluating the team’s opinion about the influence of its application on the safety of surgical process and on the team’s interpersonal communication. It was a descriptive, analytical, qualitative field study conducted in the surgery facilities of a university hospital in a public establishment in São Paulo state. The checklist was applied to eight surgical specialties, resulting in a total number of 30 surgeries. Its application was conducted by the researcher in three phases: Sign in, Time out, Sign Out. Next, one member of the surgery team was invited to voluntarily participate in the study by signing an informed consent form and answering guiding questions. Thirty members of the surgery team participated in the study. Bardin’s Content Analysis Method was used to organize and analyze the data. As regards the safety provided by the checklist, the following thematic categories emerged: “It reduces risk and possible complications”; “It standardizes conducts and reviews safety steps”; “It allows for better understanding of the process”; and “It provides safety to the team as a whole”. The category “It is not included in the institution’s routine” emerged from the subjects’ statements when they understood that, in this form, the checklist does not provide safety to surgical procedures. Objetiva discutir os aspectos determinantes da descentralização da Educação Básica brasileira no período pós-1988 (nova Constituição Federal), com um enfoque na municipalização do Ensino Fundamental a partir da instituição do Fundef (Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério). Investiga os sistemas de ensino de quatorze municípios que compõem a Diretoria Regional de São José do Rio Preto (SP). A partir desta amostra, busca identificar quais aderem à municipalização por meio da análise da evolução das matrículas nos sistemas municipais de ensino no período compreendido entre 1997 e 2007, visto que grande parte da literatura aponta o Fundef como um fator indutor do processo de municipalização do Ensino Fundamental. Os resultados indicam que uma parte desses municípios inicia um processo de municipalização das matrículas do Ensino Fundamental com a implementação do Fundef. No caso específico da Região Administrativa estudada, é no ano de 2002 que ocorre a inversão do contexto anterior, qual seja, a partir deste ano o número de matrículas nos sistemas municipais de Ensino Fundamental supera o total de alunos matriculados na rede estadual de ensino.

Taking for granted that the trajectory of the process of democratization of Brazilian school is in evidence and in a moment of no return, thinking about your model becomes necessary and urgent relevance. Presents some specific elements of historical course, facing circumstances and moments that established milestones in the construction of the school curriculum in Brazil and directed the mentality of the pedagogical. The thought is present democratizing steadily, but still, is so inconclusive in academic and theoretically fragile in the school routine. Along the way the great complexity of this issue begins to reveal, for some traits, their chances for overcoming an institutional model in a state of exhaustion.

The history and formation of the government in Brazil was, and still is, a central object of study in several fields of knowledge. Albeit with varied approaches highlight was given in the literature for two central reforms occurred between mid 1930s and mid 1990s This perception establishes a long history of Brazilian public administration, putting in their two extreme nodal points of this trajectory: the creation of DASP and the action of the MARE. Each of these institutional projects is directly linked to the conception of the role and performance of the Brazilian public administration instruments, as well as the goals to be achieved, revealing the intimate connection with the coeval political debate of each period. Based on this scenario, the objective of this study is to analyze the role of DASP as a strategic instrument in a Brazilian public "intelligentsia" in construction during the 1930s, strongly associated with a political project of modernization of Brazilian society

Analyzing the Brazilian people's formation and its ethnic variety, the racial issue is marked by racism as a tendency of thought that gathers different human races. The miscegenation originated by the crossbreeding occurred widely among Brazil and carried with it a racial prejudice based on European theses about the population's whitening. Since the arrival of the black population to the country, in the condition of slave, their image is stuck to the stigma of inferiority in relation to white people, making it difficult to have a political influence and introduce themselves into the Brazilian dominant elite. We intent to bring the discussion about local power, coronelismo and patronage, trying to demonstrate how the dominant elite's power and resources allocation schemes, put aside the lower-class from the political scene which is even worse for the black population regarding the suffered racial prejudice. Assuming the matters described above, we argue around the insertion of the black people into the political scenario, taking the City of Araraquara -SP as target to analyze the conditions that prevents them from achieving high positions inside the public sector and develop the issue between representation, social inclusion and political participation
