Inflação e crescimento econômico: uma análise da política de Vargas ao final do Estado Novo

This article is about the measures that were taken against the inflation in the final period of Estado Novo. Characterized by an inflationary pressure increasing in the end of World War II and the regime crisis. We stand for the idea that the measures concerning the end of the inflation were subordinate to the economic development. The struggle against inflation was mainly based on the control of the prices and measures to extend the supply. The anti-inflationary policy of Vargas’ mandate was directly conditioned by political disputes around the transition and the direction of the economy.

Cultura, diferença e (des)igualdade

What for some is cultural difference, can be expression of social inequality for others. The disputes and confusions over this question do not occur accidentally and have, obviously, serious political consequences. Based on two examples – Candomblé and the racial relations in Brazil –, this essay proposes to deepen the theoretical reflection on three concepts – culture, difference and (in)equality – which is, according to the author, fundamental if we want to comprehend some of the crucial current problems of our world and thus take position in it hopefully more competently.

Atlas interativo do Pontal do Paranapanema: uma contribuição à educação ambiental

A área do Pontal do Paranapanema está localizada no Extremo Oeste do Estado de São Paulo, na região sudeste do Brasil, em uma posição estratégica considerando tanto sua proximidade com os Estados de Mato Grosso do Sul e Paraná quanto o advento do Mercosul - o mercado comum do Cone Sul. No Estado de São Paulo há três áreas muito carentes, uma das quais é o Pontal do Paranapanema, onde têm havido muitos conflitos sociais relativos à posse e propriedade da terra, envolvendo disputas entre o Estado e os latifundiários. Nos últimos anos os trabalhadores rurais têm realizado ocupações nesta região e reivindicado terras - eles criaram um grupo denominado MST (Movimento dos Trabalhadores Rurais Sem Terra), que tem ganhado popularidade e apoio de vários segmentos da comunidade, estando diariamente na mídia (jornais, TV etc). A comunidade acadêmica tem estado consciente e preocupada com esta situação e, portanto, tem desenvolvido estudos e pesquisas sobre o assunto, tanto individualmente quanto através de grupos de pesquisa. Uma das mais importantes Universidades Brasileiras é a Universidade Estadual Paulista (unesp), que tem um de seus campus localizado no município de Presidente Prudente (o qual está localizado no Pontal do Paranapanema). Desde a década de 1960 diversos pesquisadores têm desenvolvido pesquisas técnico-científicas almejando produzir um Atlas do Pontal do Paranapanema em formato convencional. O principal objetivo seria o de reunir, através de mapas topográficos e temáticos, todas as informações geográficas sobre o Pontal do Paranapanema, a fim de servir de base para projetos e planejamentos governamentais (municipais ou estaduais), bem como para o setor privado. In the Northeastern Semiarid of Brazil, dynamic among creators of goats and sheep native and exotic bring a range of meanings. In addition to actual trade disputes, conflicts are waged in the realm of ideas, revealing different values and interests around the racial origin of these animals. Between these two segments lies most of the small farmers and the traditional Semiarid sheep and goat raising, based on the use of animals breed, arising from the dynamics of spontaneous crossings, own extensive creations characterized by reduced control over the herds, state which shows a marked contrast to the first two segments. Given that their influence on a traditional creations can result in improved production of small farmers, linked to different social sector research and extension have turned their efforts to construct possible arrangements that are satisfactory to the reversal of historical problems of the region, especially the use of animal miscegenation as a strategy for change. It focuses on the work of these actors, the forms of interaction between them, fulfill the role that ideas, values and attitudes in the face of the possibilities for sheep and goat raising that region.

Conselheiros do Orçamento Participativo nas franjas da sociedade política

This article suggests the need for change in focus of studies on new instances of participation in public policy management, which emerged in the Brazilian re-democratization. Moving away from the literature that addresses the role of civil society in these instances, the author reviews studies on Participatory Budgeting (PB) indicating how such experiences are marked by the dynamics of political society. The argument is reinforced by the presentation of a survey of PB counselors in Osasco-SP, by which we perceive, in general, a role filled by political processes of representative democracy. Most councilors compose the fringes of the political society, lie on the rise in, seeking better position in the local political field, internal disputes within the parties and the municipal government. This points the limits of the democratizing potential of the PB, since the expansion of participation in budget decisions would be just within the political society.
