Introduction: This paper presents preliminary results of the research project "Information access: actions and strategies of the Chamber of Deputies to meet 12.527/2011 Law”. Finally some considerations about the implementation of the Law within the Chamber of Deputies are presented. Objectives: Discuss the matter of public information access after the new Brazilian information access law and his relationship between the theories information policy, information regime and informational state. Methodology: Bibliographic research about several theoretical topics related to information access were raised, for example: the concept of information, information policy, informational state, information regime, electronic government and information asymmetry. Results: The preliminaries data shows a convergence of information policies from many countries, for example, Finland, Canada and South Africa, to a same point, which indicates an increase of transparency and a bigger active disclosure of information public. Conclusion: In Brazilian case, in the relationship between State and citizen, the new information access law means a materialization paradigm change or the concretization de other information regime. The sanction of this law can be interpreted as another step to increase the transparency and the affirmation of democratic relationship between State and society.

This paper aims to present a survey of Journalism students from UNESP (Brazil) and from the University of Seville (Spain) which gathered data to assess the perception of the influence of the media on political decisions in this segment. Through empirical research - qualitative and quantitative – was observed, as a result, that digital media is still gaining ground in political campaigns and the effectiveness of actions organized through on line universe which are beginning to be proven, from the perspective of students. This study examined how public relations can work through the implementation of tools for public communication, to seek to ensure a citizen of their rights: access to culture. We chose as case study Oficina Cultural Glauco Pintio de Moraes, located in Bauru (SP), an instrument of policy implementation for the Sao Paulo area, to discuss how the actions are carried out to the community as a whole. We analyzed data pertaining to the activities offered by the workshop and suggested actions for communication and relationship with its public workshop to happen more efficiently

In this work, seek to reflect, primarily, the Brazilian cultural interfaces, starting with a conceptual definition, symbolic and anthropological Culture and Identity. From this, the main strengthen public communication: individuals, groups and societies. Then the reflections address a more communicative context in which PR professionals are emphasized as a major responsible for handling cultural society. Among living beings, the human species is distinguished by the need to produce material and intentionally its existence through labor, an important part of a process of humanization. However, in the current historical conditions, the work does not meet the vital needs of the vast majority, as they do not owned what they produce, they do not realize as humans beings in work activity, they dehumanize themselves. Since, even in such conditions, continue to work everyday, we ask ourselves how they support the condition in which they live. As the decision of the historical men are defined by the education process they experienced, we question whether the schooling that take places in capitalist public school has the purpose of developing an instruction in the working class graduating to be exploited at work throughout life, consenting to be bound of the relationships use of themselves by others, multiple determinate, while they are adapted to a life without the products work. Our hypothesis is that to make this education project, the public school needed to assimilate the scientific management, developed by Frederyck Taylor, in the pedagogical organization. We based on dialectical and historical materialism, which we established the public school environment as reproducing the class struggle, highlighting the teacher work. Internal Communications, a central theme of this project, it is essential to support a transparent and effective cooperation between organization and em ployee. In companies with Quality Management System, as certified in ISO 9001, need to adhere to the quality not only in its management policy, but as in all of its processes and the various agencies in which there is interaction, especially the internal. This paper aims to reflect on the interaction with the internal audience, paying attention to the fact that the information required and the strategic management of public relations positively interfere in the relationship between organization and employe e and the resulting benefits that these entail in quality management. The demonstration of the policies employed by the company Vien a Grafica & Editora as the basis for developing a model suggestive of internal communication in business quality. Thus, we intend to understand how effective communication arouses feelings of motivation and engagement among employees, so there is the realization of quality in all organizational sectors

Os artigos apresentados neste volume da coleção “Desafios Contemporâneos” têm como objetivo refletir sobre os problemas atuais que marcam o diálogo com o campo acadêmico e científico da Comunicação. Os 18 artigos reunidos aqui contemplam a área de Comunicação e envolvem diferentes linhas de pesquisa. A iniciativa teve como fim expor não apenas as discussões gerais sobre o campo, mas também a experiência singular e atuante dos pesquisadores da Unesp dedicados ao estudo da Comunicação. Três eixos nortearam a organização dos artigos. O primeiro, “Múltiplas formas de linguagem e produção de sentido”, reúne textos que investigam o campo da produção, da circulação e do funcionamento e das estruturas da linguagem nas diversas mídias e nas suas tipologias textuais. “Políticas e estratégias da Comunicação” trata dos processos e fluxos de comunicação no mundo atual e sua relação com a política na sociedade. Já o terceiro eixo, “Relações socioculturais e suas manifestações na esfera da indústria cultural e das mídias digitais”, analisa as dimensões dos processos, da difusão e da recepção dos produtos midiáticos em sua relação sociocultural. Entre os temas abordados estão a comparação entre as linguagens jornalística e publicitária, a censura judicial à liberdade de imprensa, o desafio teórico-metodológico na aplicação da antropologia interpretativa ao campo da comunicação, conjunturas e desafios da educação superior em comunicação no Brasil, a focalização da vida operária no cinema de Leon Hirszman pelo filme Eles não usam black-tie, entre outros.

Amongst thematic networks, strategic laboratories and master and doctorate scholarships awarded by the National Program of Nanotechnology, an actor of great relevance can be distinguished due to its relative absence: the lay people, once more relegated to a secondary agent in Brazilian democracy, although citizens’ views have been increasingly recognized all over the world as an indispensable factor to the science and technology public policies which are intended to be democratic. Whereas Europe and United States have incorporated public values and feelings in the policy planning, Brazil is still waiting for opportunities of public participation in the definition of research guidelines. This paper examines contemporaneous demands of science communication to the strengthening of citizenship, aiming to offer contributions to a debate directed to question the present arrangement — of antidemocratic indifference towards the public — adopted in the formulation of public policies in Brazil.

The ancient struggle for a National Conference on Communication in Brazil, truly representative and with clear opportunities to define new rules to the sector of communication, has been waged for years and was conducted in late 2009. It is proposed to identify the background of the historic struggle for CNC can be perceived in the defense of press freedom and freedom of expression in seventeenth and eighteenth centuries, most recently in the movements of democratization policy in the 80s and 90s. The research was done by analyzing the direct and indirect official document concerning the establishment of guidelines and the convening of the Conference, and manifestation of civil society and business.

This article aims to map the development of the market of digital TV in Brazil, under the aspect of the relation among culture, technology and politics. We start with a history of analog TV, since its inception, showing matrices of Brazilian TV. Then we try to show current conditions of the TV market in the country, its ambiguous relation with the internet and the possible ways for survival of open digital TV: respect for cultural diversity, the observation of the habits acquired from other media, the consistent use of digital language and the modifi cation of public policies in favor of the collective and not protectionism of large private communication companies.

The Folha Universal, newspaper produced by the Igreja Universal do Reino de Deus (Iurd, abbreviation in Portuguese for Universal Church of the Kingdom of God), reaches an average weekly circulation from 2.5 to 3.5 million copies. Studies indicate that the Folha Universal is not merely an institutional newspaper. It is systematically dedicated to be a source of political information to their readers, in order to publicize candidates and politicians who defend the Iurd’s proposals for the Brazilian public life. This paper describes results of an empirical study on the frames built by the Folha Universal about the social demands, economic and political governance considered as priorities to the public management by the Iurd around five themes of analysis: public safety; children and adolescents care; public health; environment; politics and economy. The results indicate that, as characteristics of the Folha Universal in the four months prior to the 2010 Brazilian elections, aspects that differ from those indicated by previous studies on the newspaper. Previously detected in the pages of Folha Universal as a mean for finding solutions to social problems, the theology of prosperity was in our sample replaced by the formulation of public policies.

An expansion of the professional field of Public Relations can be seen nowadays, influenced by factors such as the increasing use of information and communications technologies for the dissemination of information on public management and the potential creation of dialogue between government and citizens. Despite this trend, there is still a need for specific knowledge about normative aspects of public communication generated by governments on the internet and its role in the fulfillment of the right to information. This article offers a contribution to fulfill the gap of guidelines and standards for professional performance. It describes the results of empirical research which identified the potential contribution of government web portals of the main cities of São Paulo, in the southeastern Brazil, to the strengthening of citizenship, considered in its dimension of exercising the right to information about public policies, particularly those which have an impact on education. The depth and breadth of information were investigated according with twelve categories of evaluation: history; diagnoses; goals; goals; resources and current actions; planned resources and actions; efficiency; effectiveness; impact; cost-effectiveness; user satisfaction; and equity. The data found on the analyzed portals correspond to the average of 11% of which was considered, under the theoretical-methodological context of the research, as information necessary to comprise the full characterization of a public policy in relation to the categories of assessment. Opportunities to improve government web portals were detected, for which we suggest communication management strategies.
