As eleições municipais de 2008: federações partidárias ou partidos nacionais

Apesar da variação observada na votação partidária (entre um município e outro, e mesmo entre regiões) e independentemente de variáveis específicas (como características demográficas, socioeconômicas ou a existência de mandonismo ou de políticas públicas que afetem particularmente uma região), as eleições municipais de 2008 apontam para a vigência de partidos políticos estruturados nacionalmente, os quais devem transformar suas vitórias eleitorais em negociações políticas na disputa presidencial de 2010.

Necessidades formativas de professores de redes municipais: contribuições para a formação de professores crítico-reflexivos

Os autores do livro apontam a importância de os professores serem propositores dos programas de formação contínua, a partir das necessidades que apontam. Essa perspectiva, que dá voz aos professores, tem se mostrado fértil no desenvolvimento de processos dessa natureza, pois considera fundamental o protagonismo dos sujeitos-professores na implementação de mudanças que se fazem necessárias nas práticas e nos currículos escolares. Procedendo ao levantamento de necessidades junto a uma amostra significativa de 533 professores, em dez municípios da região, com a colaboração da UNDIME - União Nacional dos Dirigentes Municipais de Educação, e desenvolvendo uma análise crítica e contextualizada dos resultados, os autores apresentam indicativos e propostas para a efetivação de políticas de formação contínua que superam eventuais desperdícios de recursos em ações pontuais, fragmentadas e externas às demandas reais das escolas e dos professores. Ao valorizar a formação crítica e reflexiva desses sujeitos, alinham-se às perspectivas que superam a racionalidade técnica instrumental das competências docentes, característica dos governos neoliberais que culpabilizam os professores diretamente pelo fracasso escolar, desvalorizam sua formação universitária de intelectual e pesquisador e não investem na melhoria da infraestrutura necessária ao trabalho docente de qualidade nem nas condições de carreira e salário dos professores.

Estratégias municipais para oferta da educação básica: análise de parcerias público-privado no município de Itirapina

Este Trabalho de Conclusão de Curso refere-se ao estudo de um caso e está inserido ao âmbito do Grupo de Estudos e Pesquisa em Política Educacional (Greppe) que, realiza estudos e pesquisas referentes ao projeto “Estratégias Municipais para a Oferta da Educação Básica: análise de parcerias público-privado no Estado de São Paulo”. O período da pesquisa é de 1997-2006, período de vigência do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (Fundef). O objetivo é estudar e analisar as estratégias utilizadas pelo município de Itirapina para a oferta da Educação Básica, especificamente na etapa da Educação Infantil, ou seja, estudar e analisar as parcerias (acordos) lá existentes, sua natureza e modalidade. Quais os fatores que levaram a Prefeitura de Itirapina a firmar convênio para oferta de vagas em instituições privadas filantrópicas (creches) e qual a normalização para estes convênios. Sabe-se que estas instituições já atendem as matrículas das creches e pré-escolas há muitos anos, antes mesmo do convênio formal que se iniciou em 2000. Estudar as implicações que as políticas públicas educacionais trouxeram para a oferta da primeira etapa da Educação Básica no período analisado, como a vinculação de recursos financeiros destinados a Educação e sua distribuição pelo Fundef é imprescindível na compreensão do quadro em que se encontra a Educação Infantil no município, principalmente a primeira etapa que atende às crianças na faixa etária de 0 a 3 anos em creches (conveniadas). A perspectiva de melhorias apontada pelo Fundo de Manutenção e Desenvolvimento da Educação Básica e Valorização dos Profissionais da Educação (Fundeb), que, distribuirá recursos financeiros para esta etapa da educação, já tão penalizada ao longo da história, traz a certeza de mudanças, porém, ainda... Indicação e avaliação de potenciais áreas para implementação de aterros sanitários municipais – Apuí/AM

About eighty percent of the Brazilian municipalities have their residues in environmentally unsuitable sites and socially insalubrious. In this context, in the year 2010, instituted the National Policy on Solid Residues, which aims to integrated management and management environmentally appropriate of solid residues in Brazil (JUCA, 2002).The problem of urban residues is related to its origin and production in the same way that the concept of inexhaustibility and reflexes of compromising the environment, especially the pollution of soil, air and water resources (LIMA, 1995). Seeking a better residues management in the municipality of Apuí / AM and continuing work already started, Plan Solid Residues Management of the Apuí / AM, this work came to propose a better environmental compliance in relation to solid residues compared to 12305/2010 law that established deadlines / timelines on some actions such as landfills and the consequent elimination of environmentally sound disposal of residues by 2014 and thus began a study of potential areas for the implementation of the landfill were evaluated taking into consideration technical aspects (soil, vegetation, climate, hydrography, etc), legislation and Google Earth imagery. The result of the work over the 6 areas proposed by the City Hall was the choice of AREA 4 as the most indicated for the implementation of the landfill for the city of Apuí, which has 18,325 inhabitants (IBGE, 2011); some considerations were made if a new area can be proposed by the city to implement the landfill

A descentralização político-administrativa no Brasil: um estudo sobre a disputa entre os municípios de Caiuá e Marabá Paulista pela Decasa Açúcar e Álcool a partir das escalas geográficas de análise

This work has as main objetive to analyze fiscal/tax collection of municipalities after the political-administrative decentralization in Brazil and its new role in this scenario, bringing up the competition for Decasa Sugar and Alcohol between the municipalities of Caiuá and Maraba Paulista in the context of expansion sugarcane cultivation in the Presidente Prudente Geographic Micro Region. The analysis has considered the geographic scales, in order to highlight the power relations on local/regional territory, determined by the Agroenergy Policy Guidelines in Brazil (2006-2011). The two municipalities have from the point of view economic dynamics, irrelevence, proven through the São Paulo Index of Social Responsibility (IPRS), maximizing the importance of the constitutional transfers, such as Participation Fund of Municipalities (FPM). Given this situation, we analyze the four taxes raised by the experts as the most impactful for municipal tax collection before the presence of sugarcane activity: the Territorial Urban Property Tax (IPTU), the Tax on Services of any Nature (ISSQN), the Tax Vehicles owned Motor (IPVA) and the Operations tax on the Circulation of Goods and on Transport Services Rendered Interstate and Intermunicipal (ICMS). Políticas públicas municipais de apoio a atividades econômicas em assentamentos rurais: uma análise em quatro municípios paulistas

This paper reports a master research that aimed to analyze the patterns of institutional relationships between local officials and communities of agrarian reform settlements in four counties of the State of São Paulo – Apiaí, Iaras, Promissão and Mirante do Paranapanema – particularly with regard to the types of support offered by the first to the economic activities in the settlements. In terms of methodology, we conducted a qualitative, exploratory and descriptive research, outlined in the format of multiple case study. Having like data sources the local officials responsible for institutional relations with the agrarian reform settlements, technicians agents of agencys linkeds to the land question, as INCRA and ITESP, and settled in leadership positions in rural settlements, we sought to evaluate the intensity, the types and quality of the (possible or actual) support offered by municipalities to economic activities inside the settlements. We sought to evaluate the results from theoretical lens formed around the notions of local development and the significance assumed by settlements in different locations. The results showed a fairly heterogeneous and, often, disparate in particular circumstances. It was evident, from the information collected, that a positive action of the municipal government in supporting the economic activities of the settlements is essential for the release of social energy based in settlements, enabling the realization of the "amalgam of possibilities" constructed from the implementation of rural settlements.

Políticas públicas municipais de saúde: fortalecendo a democracia em pequenos municípios brasileiros

This article presents the endeavors of health municipal teams in building services that meet citizens’ demands, in a small municipality from a less developed area of the state of São Paulo. Beyond health services practice characterization and organization, our study assesses the challenges and advances in the implementation of public, health policies in Brazil. In this way it is possible to perceive how the family health strategy needs to overcome impasses in the service work processes, as well as more dynamic local and regional relations to provide comprehensive care to citizens. Health care exemplifies how, in democracy building, municipal action is indispensable to strengthen the effectiveness of public actions.

A educação ambiental nos projetos político-pedagógicos das escolas municipais de ensino fundamental da cidade de Araraquara/SP

In this paper, we aim at describing and assessing Environmental Education in Pedagogical Policy Projects (PPP) drawn by eight elementary schools belonging to the city school network of the city of Araraquara, in the State of São Paulo, Brazil. A framework was designed to detail references to topics and activities related to the environment contained in the respective PPP. Next, the information obtained was recorded under two categories: a) content and activities, and b) theoretical background. It was found that, although seven out of the eight PPP studied pointed to work towards environment-related topics, they do not enable the theoretical and methodological grounds behind their programmed actions be identified.
