La lucha por la tierra en el Brasil se confunde con la própria historia del país, erigida sobre una cuestión agraria turbulenta en la cual ha predominado la hegemonía de los grandes proprietarios de tierra, tanto en la forma de latifundistas, cuanto, más recientemente, de los empresarios del agribusiness, caracterizando una versión más moderna de la dominación de la lógica del capital en detrimento de las demás formas de organización de la vida. A partir de la segunda mitad del siglo XX, ocurre un aguzamiento de los conflictos por la tierra con la emergencia de los principales movimientos sociales en Brasil, como el MST. Esos movimientos surgen en un contexto de transformación de la formación socioespacial brasileña, marcada por la creciente urbanización del país, lo que repercute em las sus formas de organización, pasando a comparecer una preocupación con la población urbana en las discusiones y acciones en pro de la Reforma Agraria. Yuxtaponiendo-se a eso proceso, también ha emergido fortemiente en las últimas décadas la problemática de la hambre en el mundo, tanto a través de los dados alarmantes de los organismos supranacionales (FAO), como del debate impulsado por los movimientos sociales acerca de la Soberanía Alimentaria (Via Campesina). Todos esos elementos merecen atención em esto trabajo, que busca aprehender cómo se efectiva la participación de barrios de la periferia pobre de la ciudad de Presidente Prudente/SP en el proceso de lucha por la tierra en el Pontal del Paranapanema, haciendo eso por lo medio de una lectura geográfica de esa realidad que prime por la superación analítica de la disociación entre ciudad y campo, como se fueran espacios inertes entre sí. Además, es nuestro objetivo destacar las motivaciones que llevan los sujetos protagonistas de eso proceso a dejaren la ciudad y adhieriren a la lucha por la tierra, permitiendo identificar elementos que extrapolan la esfera económico-material

This paper provides an overview of the key findings of a survey that sought to examine the relationship between local government agencies and agrarian reform communities in the State of São Paulo, particularly with regard to the types of support that have been provided by these agencies to the economic activities of settlements. The research was part of the project "The agencies and services involved in the implementation of public policies for equity and growth", which was supported by the Instituto de Colonização e Reforma Agraria (INCRA/SP), whose activities were carried out throughout 2011. In methodological terms, the research was divided into two stages. In the first stage, it sought to identify the main economic activities, vocations and potential of the influencing areas of the Quilombola communities and settlements in their respective regions and micro-regions. Therefore, a survey was conducted based on secondary data. In the second stage, a qualitative, exploratory, empirical, and multiple case study research was conducted. Local public officials, in charge of the institutional relations with the agrarian reform settlements (and quilombolas communities, in this case, one of the municipalities investigated) were the primary source of data for this analysis that sought to evaluate the strength, types and quality of support (plausible or effective) provided by the municipalities to the economic activities of settlements. The results indicated a set of reasonably heterogeneous components, and frequently, distinct, of particular circumstances. Based on the results some proposals for action plans were indicated, which probably would constitute a standard reference for the formulation and implementation of public policies and actions to improve the economic activities of the settlements.

This paper focuses on the Agrarian Question and examines the emergence of human rights from a historical perspective. Great emphasis is placed on the right to life guaranteed by the State Constitutions of the Countries of the World that contained an elaborate Bill of Rights, providing strategies of territorial integration through agrarian reform, allowing landless to reside on and use land as a means to restore their dignity which they were assigned at birth, according to the Universal Declaration of Human Rights, although their rights have been usurped in the trajectories of their lives by social disruptions and exclusion. From this perspective, the agrarian reform might be understood in a way that allows settlers and people who live in rural areas to argue that the political process should be concerned with ensuring them equal rights taking into account all aspects of urban and social space.

In addition to the comments summarized herein, regarding the difficulties in understanding scientific phenomena by the human mind (epistemological obstacles), this paper presents and proposes a methodological framework for transdisciplinarity and reflectivity as an interactive method through critical reflection to be used as an antidote against prejudice and a lack of transparency of researcher that are often seen as impeding proper understanding of the true, specifically in the human processes that occur with people living in rural areas. Then, three examples of research are presented, which – in different time periods – a polyocular view was applied to conduct investigations outlined by guidelines in the framework related to the proposal summarized within this work.

Fundamentals of Theoretical Ecology and the principles governing ecosystems are discussed in relation to the anthropological concept of culture. These principles have been formed along with the development of Ecology and the advancement of other sciences not necessarily biologically based, such as Mathematics and Physics. A deeper understanding of Ecology in interdisciplinary projects is important because it is both a holistic Science, encompassing several disciplines of the field of knowledge, as a Science, whose principles can be applied to any other science. Its origin and evolution differ from modern sciences that emerged from Renaissance, because, taking place at the turn of the nineteenth to the twentieth century, developing itself along with the theories of systemic thinking at the beginning of this century, Ecology inspired this new thinking, culminating with the emergence of General Systems Theory in search of a "transdisciplinar" unification proposed by today's New Science. By applying the System Theory to the analysis of the behaviors of the individual and of the group, it is possible to approach the Agrarian Reform in a more comprehensive way.

This article discusses the Brazilian land problem related to property rights of rural land. After emphasizing the importance of land policies in order to define and distribute rural land properties rights, we show how in Brazil the institutions of rural land registering and cadastering as separated processes debilitates the property rights, making them vulnerable to the effective occupying actions. In order to illustrate it, in this article we analyze Data based in a Case Study of conflict and property rights distributions in an important farming and mining region of southern Para state, in Brazil.

Nesta tese de livre-docência apresento uma reflexão crítica da trajetória de quatorze anos sobre nove temas da questão agrária. Neste tempo, no coletivo de pensamento do Núcleo de Estudos, Pesquisas e Projetos de Reforma Agrária - NERA, produzimos um estilo de pensamento que chamamos de debate paradigmático, o sétimo tema desta tese, para fazer uma leitura do desenvolvimento territorial e suas conflitualidades, que são o quinto tema analiso. O primeiro tema é a própria questão agrária, explicando como velhos e novos elementos modificam a conjuntura sem abalar a estrutura. Um exemplo dessa tese são o latifúndio e o agronegócio analisados como o segundo tema. Outro exemplo estudado no quarto tema, são os conceitos de agricultura camponesa e agricultura familiar, que representam os mesmos sujeitos, mas que são vistos como diferentes pelo paradigmas da questão agrária e do capitalismo agrário. Para um aprofundamento do desenvolvimento territorial, proponho uma tipologia de territórios na perspectiva de superar o pensamento simples de entender o território como espaço de governança. Os movimentos socioespaciais e socioterritoriais são o sexto tema, onde procuro exemplificar com referencias do campo e da cidade. A estrangeirização da terra é o tema mais recente que tenho estudado, de modo que apresento minhas primeiras leituras a respeito deste novo elemento da questão agrária. E por fim, a luta pela terra e pela reforma agrária que são gerados e produtores da questão agrária. Minhas leituras foram construídas com a colaboração de uma equipe de pesquisadores do NERA e de outros grupos de pesquisa no Brasil e no exterior. The publication of the Law 10,267 of 08/28/2001 changed the paradigm of rural registration in Brazil, because this law known as the Law of Georeferencing has created the National Registration of Rural Property, that unifies in a common basis different registrations present in several government agencies, such as the National Institute for Colonization and Agrarian Reform (INCRA), the Secretariat of Federal Revenue, the Brazilian Institute of Environment and Natural Resources, and the National Indian Foundation. Also, this new registration system has a graphical component which has not existed until such date, where the boundaries of rural property are georeferenced to the Brazilian Geodetic System. This new paradigm has resulted in a standardization of the survey and its representation of rural properties according to the Technical Standard for Georeferencing of Rural Properties, published by INCRA in compliance with the new legislation. Due to the georeferencing, the creation of a public GIS of free access on the Internet was possible. Among the difficulties found it may be observed the great Brazilian territory, the need for specialized professionals, and especially the certification process that INCRA has to perform for each georeferenced property. It is hoped that this last difficulty is solved with the implementation of the Land Management System that will allow automated and online certification, making the process more transparent, agile and fast.
