A inovação tecnológica trazida pela digitalização das transmissões de rádio e TV acentua a necessidade de novos formatos de regulação e não dispensa a atuação do Estado. Diante deste contexto, deve-se considerar que a reformulação do quadro legal das comunicações no Brasil traz a possibilidade de se instituir um órgão regulador não apenas de fomento, mas de regulação e fiscalização dos serviços públicos de radiodifusão. No mundo, existem pelo menos 84 órgãos dessa natureza, em 54 países. No Reino Unido, o caso do Ofcom (Offi ce of Communications) pode trazer referências relevantes para o Brasil, que apresenta obstáculos culturais e institucionais a serem devidamente enfrentados na luta pela constituição de um serviço público de televisão nos moldes das bem-sucedidas experiências européias. Este artigo sintetiza lições trazidas pela construção do atual quadro regulatório do Reino Unido e da União Européia e analisa as barreiras à implementação deste modelo no Brasil.

Um grupo de escritores, pensadores, homens públicos – dentre eles, Antero de Quental, Eça de Queirós, Oliveira Martins, Ramalho Ortigão, Teófilo Braga, Guerra Junqueiro, Rafael Bordalo Pinheiro – produziu, por volta da década de 1870, uma agitação na cultura portuguesa. Um produto dessas novas idéias foi o periódico As Farpas, fascículo mensal contendo críticas sobre temas político-culturais portugueses e publicado de maio/1871 a outubro/1872 por Eça de Queirós e Ramalho Ortigão. Alguns desses textos se dirigem ao Brasil, mais especificamente ao imperador D.Pedro II, e apresentam alguns pontos da visão sobre o país por parte desse grupo, conhecido como a Geração de 70.

O objetivo deste artigo é estimar a cobertura populacional do Sistema de Vigilância Alimentar e Nutricional (SISVAN) nos diferentes estágios de vida e avaliar seu funcionamento no estado de São Paulo. O estudo incluiu 65 municípios divididos em 14 regiões do estado. A cobertura do SISVAN foi estimada a partir de dados de monitoramento do estado nutricional disponíveis nos relatórios públicos, e do número de usuários que frequentam os serviços públicos de saúde. O total de usuários foi obtido pela diferença entre o total de habitantes e o número de beneficiários de planos de saúde privados. A maioria das regiões apresentou uma cobertura reduzida (<10%). Cerca de 57% revelaram cobertura entre 5 e 10%. Constatou-se uma preponderância de registros do estado nutricional de crianças para todas as regiões do Estado. Chama a atenção a reduzida cobertura entre os idosos, que é inexistente ou próxima de zero na maioria das regiões. Apesar dos esforços empreendidos pelo governo visando à ampliação e à qualificação do SISVAN, o monitoramento nutricional no estado de São Paulo ainda é insuficiente. Esta condição compromete sua utilização na elaboração de políticas efetivas na área de alimentação e nutrição.

PURPOSE: To analyze the time between the first symptom and treatment in patients treated for breast cancer in public hospitals in the Federal District. METHODS: This was a cross-sectional analysis. We interviewed 250 women diagnosed with breast cancer treated in six hospitals of the State Department of Health of the Federal District from November 2009 to January 2011. The time intervals studied were the time between the detection of the symptoms and treatment subdivided into intervals until and after the first medical appointment. The variables were: age, menopausal status, color, educational level, average monthly household income, origin, reason for the initial consultation, staging, tumor size, laterality, metastasis to axillary lymph nodes, neoadjuvant chemotherapy, and type of surgery. The Mann-Whtney test was used to assess the association of these variables with the time intervals until treatment. RESULTS: The mean age was 52 years, with a predominance of white women (57.6%), from the Federal District (62.4%), with a family income of up to 2 minimum wages (78%), and up to four years of schooling (52.4%). The staging of the disease ranged from II to IV in 78.8% of the women. The time between the first symptom and treatment was 229 days (median). After detection of the first symptom, 52.9% of the women attended a consultation within 30 days and 88.8% took more than 90 days to start treatment. Women with elementary school education had a greater delay to the start of treatment (p=0.049). CONCLUSIONS: There was a significant delay to start treatment of women with breast cancer in public hospitals of the Federal District, suggesting that efforts should be made to reduce the time needed to schedule medical appointments and to diagnose and treat these patients.

O objetivo deste estudo é analisar a evolução da pobreza e da desigualdade na distribuição de renda no Brasil no período de 1990 a 2006. Para isso apresenta um resumo histórico dos debates sobre as causas das desigualdades de rendimentos do país, os fatores responsáveis pelas diferenças salariais e um panorama dos investimentos públicos realizados para transferir renda à população mais pobre. Ao final expõe a situação da pobreza e da distribuição de renda no país através de dados obtidos pelas PNADs e pelo IBGE, considerando a influência das políticas sociais do Governo Federal

Este presente trabalho pretende compreender o papel dos bancos públicos brasileiros durante os anos 2000 a 2012 e sua relação com o desenvolvimento socioeconômico nacional. Adota-se a importância de estratégias nacionais de desenvolvimento, visando à atuação do Estado na economia para garantir o progresso econômico e social de toda a nação igualitariamente. Torna-se necessário separar o estudo em dois períodos, pré e pós crise econômica de 2008, a fim de observar a existência ou não da ação anticíclica dos bancos públicos no mercado de crédito brasileiro

This paper presents a study on the labeling Procel Build, an action plan for energy efficiency in buildings which aims to build the foundations necessary to rationalize energy consumption in buildings in Brazil (PROCEL, 2009a, p. 5), ie Procel builds aims to ensure the construction of the building that has a low energy expenditure, but still provide a comfortable environment. In this research, it is also shown how the labels are obtained, which may be general or partial. The reader will find further explanation of the three aspects of a building, and they Envelopment, Lighting system and Air Conditioning System Finally, we present the advantages and challenges of system builds procel, showing the need for greater investment and disclosure of elements that contribute to the implementation of sustainable buildings in Brazil

This work aims to study and see the importance of building the image and reputation of the artist through a publishing of public relations, public recital, new technologies, media, cultural production and curatorial work. To this, we analyzed the history of the profession of public relations in Brazil. As well as their concepts, practices and definitions. Focus on work of publicist and cultural production sectors. The choice of theme is done by the need to understand the relationships. That intertwines in the art market and what media that best reaches in their audiences. Considering the artist-consumer relationship, and the relationship brand-artist and artist-public. And so, the importance of this advice means less explored public relations, for the creation of the brand concept for the artist before his public. Considered in this work as a gallery, art dealer, curator, media and consumers. In this context an analysis is done on diverse views on the market of the arts through specific interview. This interviews was made with professionals working in the cultural sector. And help to understand the communication segments that exist and the current conditions of the market in the context of competitiveness. As was considered the academic education of the public relations professional, it geared to the cultural context, the interviews with professional future. And then was considered that public relations presents itself as a proposal for better communication in the arts. They are concern to create concepts of brand identity-thinking artist and the best means for the artist to be present in this area

The demographic census is the largest and most important socioeconomic research of the country since it portrays the situation closer to the reality of the population. Their result allows public policy making aimed at improving the quality of life, socioeconomic development and provides information for decision making on public and private sector. Due to the large amount of data collected, the processing of such information requires increasingly use information technology to facilitate processing. Therefore, the increasingly common use of the Geographic Information System (GIS) in various fields of knowledge contributes to the job achievement given its ability to collect, store, retrieve and view data. Following this trend, the Brazilian Institute of Geography and Statics (IBGE) also used this tool in the development of cartographic inputs, wich plays a key role for the data collection range nationwide

The growing population, purchasing power and changing the profile of Brazilian consumers are the facts to justify the increase in waste production in the country. According to the National Research Sanitation made by IBGE in 2000, Brazil produced 241,614 tons of waste per day, equivalent to approximately 90 million tons per year. This growth leads researchers to consider a better way to dump this material in order to mitigate the damage to population health and the environment. For this, one of the possible actions is the search for alternative disposal technological development, a possible solution being the construction of landfills. But many cities, especially those from regions of poor or agricultural base, do not always have sufficient resources and open spaces for the construction of a landfill as required by law. Fits like a context in which it operates as an alternative technology for inter-municipal consortia landfill and public-private partnerships in order to contribute to the sustainable development of cities. The law that regulates public consortia is the Federal Law 11.107 of April 2005, as the law that regulates and makes possible the Public-Private Partnership is the Federal Law 11.079 of 2004. Consortia are entities that bring together several municipalities, with or without the State and the Union to carry out joint actions that if were borne singly, not would achieve the same results or would lose a greater volume of resources, and would demand more time. The public-private partnership consist of one or more municipalities and a private company, selected by public tender, which becomes responsible for implementation, maintenance and operation of the landfill.
