A descentralização político-administrativa no Brasil: um estudo sobre a disputa entre os municípios de Caiuá e Marabá Paulista pela Decasa Açúcar e Álcool a partir das escalas geográficas de análise

This work has as main objetive to analyze fiscal/tax collection of municipalities after the political-administrative decentralization in Brazil and its new role in this scenario, bringing up the competition for Decasa Sugar and Alcohol between the municipalities of Caiuá and Maraba Paulista in the context of expansion sugarcane cultivation in the Presidente Prudente Geographic Micro Region. The analysis has considered the geographic scales, in order to highlight the power relations on local/regional territory, determined by the Agroenergy Policy Guidelines in Brazil (2006-2011). The two municipalities have from the point of view economic dynamics, irrelevence, proven through the São Paulo Index of Social Responsibility (IPRS), maximizing the importance of the constitutional transfers, such as Participation Fund of Municipalities (FPM). Given this situation, we analyze the four taxes raised by the experts as the most impactful for municipal tax collection before the presence of sugarcane activity: the Territorial Urban Property Tax (IPTU), the Tax on Services of any Nature (ISSQN), the Tax Vehicles owned Motor (IPVA) and the Operations tax on the Circulation of Goods and on Transport Services Rendered Interstate and Intermunicipal (ICMS). Modernidade e pós-modernidade: em busca do sentido da vida atual

This paper refl ects on a set of themes that are part of the contemporary agenda. The article contrasts modernity and post-modernity to discuss the “new sociology” which is dedicated to interpret the world and the way of life derived from the digital revolution and an intense capitalist globalization. Accepting some of the metaphors and concepts developed by this sociology, the paper argues that the world suggests much more than the image of a “radicalized modernity”, in which the dynamics of the past collide and combine with dynamics that are coming into existence, forming a plural, uneven, and surprisingly fast system.

Algumas considerações sobre a poesia de Eucanaã Ferraz

The contemporary Brazilian poetic production is marked by a strong diversity in the forms of expression and the thematic contents that it makes circulate; it is found either turned to the critical reading of the Brazilian poetry‟s most traditional repertoire, or more concerned about the research of new expressive models afforded by language. Such constitutive diversity, which operates on the intermediate gradients between these two tendencies, finds itself underlined by the little orthodox practice of the production divulgation and circulation, that appropriated the internet and the poetic performances to compensate the low paper-based edition. What we have is a type of poetic dialectology which identifies the poetry readers group. Verifying the most regular procedures in the construction of the dialectology, through the work of Eucanaã Ferraz and João Cabral, is the objective of this paper.

A educação rural no México como referência para o Brasil

In the 1940’s and 1950’s the Brazilian government implemented various policies towards the development of rural education adopting innovative orientations experienced in other iberoamerican countries. This article covers a study on the circulation and appropriation of education models seeking to apprehend the implications of the comparative operations by questioning the national processes in their interrelationship with much more ample phenomena of internationalization and globalization. The article uses as source of analysis the document entitled “Rural Education in Mexico” elaborated by Manoel Bergstrom Lourenço Filho, in 1951, and later published in a Brazilian Magazine of Pedagogical Studies, in 1952. The article discusses the narrative construction of this report and the comparing operations which Lourenço Filho has undertook presenting the Mexican education as a model.

Círculo de Bakhtin: uma análise dialógica de discurso

This article proposes a reflection on a place for epistemological studies about the Bakhtin Circle, as well as it also reflects on the perspectives of Brazilian approaches to that. It also sheds light to the issues concerning the production, the circulation and the reception of works of the Russian Circle in order to understand why, in Brazil, we can speak of Dialogic Discourse Analysis (DDA), affiliating the so-called dialogical philosophy of language to an analytical theory, grounded in the relation between linguistics and cross-linguistics. In order to do that, this paper focuses on the notions of dialogue, ideological sign, subject and exotopia. The hypothesis put forward is that, unlike other Analyzes of Discourses, the theoretical-analytical method of the Circle is dialogical. This is the peculiarity of its proposal.

História ambiental: um olhar prospectivo

Examination of methodological approaches and work possibilities for historians in the research and teaching of history of environment, its themes and potential objects of studies. The attention to books and articles helps on this balance and on the identification of future routes for the Environmental History in Brazil. This historiographical practice has been keeping, among us, a salutary opening for the dialogue with the foreign historiography, with an increasing valorization of the research in Latin America and with social science and natural subjects. The incipient Foreign Exchange Program suggests the tasks and the success found by this approach will be result of the interaction between researchers, projects in group, circulation of publications and institution strengthening of the historical knowledge in the beginning of the century.
