n this paper I pose some questions that I systematized after taking part in a colloquium proposed by the National Conference on Education (CONAE 2010) to discuss the theme “Environmental Education and Curriculum Contextualization”. Regarding public environmental education policies, I try to indicate some perspectives that are both coherent with what Brazilian educators and environmentalists have been proposing and considered necessary for the consolidation of an Articulated National Education System. I present a synthesis of the environmental education proposals systematized in the CONAE Reference Document, which was designed as a guide to state and local conferences. I make an effort to carry out a preliminary analysis of both the process and the content of the public environmental education proposals systematized in the Essential Documents (Volumes I and II), Thematic Plenary Meeting Documents, and Final Document. Furthermore, I try to present a short synthesis of the prevailing tendencies of educational policies in Brazil in the last decades, pointing out the meaning and need of social activism for the construction of public policies for education, in general, and for environmental education, specifically.

In recent years, the concept of art education has been changing substantially the artistic and cultural education in the Brazilian educational system, particularly in relation to the formation of a critical awareness and practice of citizenship. In this process, the Community Public Relations and Public Communication excel in fostering alliances between government and community. Based on literature review and authors debates, such as Geertz, Santos, White, Freire, Araujo, Barbosa, Kunsch e Peruzzo. Besides the analysis of important materials, official documents and Brazilian projects involving art, culture and education, such as Research-Action Report 2013, the National Plan for Culture, the National Education Plan and the Municipal Act 6119; this paper seeks to explicit this affirmation, assuming the social transformation aiming a full citizenship, as a motivational factor. In this paper we also present a plan that includes a project in art education for the Stable Dance Company and the public elementary schools in Bauru SP

This article examines historical and legal aspects of educational policy in Brazil, presenting the main challenges for the consolidation of the new National Education Plan, currently under construction. From this, the article focuses on the description of some educational indicators, describing the educational reality in the state of Sergipe. The study focuses on indicators for early childhood education, to primary education and teacher training, showing historical deficits in basic education. In describing data on education in the state of Sergipe, contextualizing it within the framework and illustrates some national educational policies implemented in the state. As a result of the study is intended to show the importance of research into the educational policy in the state of Sergipe, in order to contribute to improving the quality of educational provision.

O presente trabalho consiste numa análise teórica das políticas educacionais delineadas a partir dos anos de 1990, mormente nos oito anos do governo Fernando Henrique Cardoso, com o objetivo de verificar se os principais documentos legais, planos e ações, elaborados no período, enfrentam a questão do fracasso escolar no ensino fundamental, considerando ser este um dos grandes desafios da educação brasileira. A análise documental envolve o estudo (i) das distintas concepções de fracasso escolar; (ii) da legislação básica promulgada no período, examinando a) a Constituição Federal de 1988 e as emendas constitucionais referentes à educação b) a Lei de Diretrizes e Bases da Educação Nacional 9.394/96 e as leis que alteraram o texto original c) a Lei nº 9.424/96 que trata do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (FUNDEF); (iii) dos planos de educação, examinando a) O Plano Decenal de Educação para Todos - 1993-2003 b) o Plano Nacional de Educação – PNE 2001-2010 – Lei nº 10.172/2001 e (iv) dos Programas para correção do fluxo escolar, em especial o modo como se operam o sistema de ciclos e de progressão continuada, por considerá-los como importantes ações governamentais utilizadas para o enfrentamento do fracasso escolar por boa parte dos sistemas escolares. O exame da legislação e planos objetiva destacar artigos ou trechos que demonstrem preocupação, discutam, ou indiquem ações para a resolução do problema do fracasso escolar. Os dados estatísticos sobre repetência, abandono e evasão escolar subsidiam a análise da temática. O trabalho ratifica as teses de diversos autores sobre a exclusão escolar, presente nos diversos sistemas educacionais, a escola de hoje pratica uma “inclusão excludente”, mantendo os alunos em seu interior mesmo que não estes não apresentem níveis de aprendizagem satisfatórios. The object of this study was to analyze the process of implementing the compulsory education to nine years, according to the Law 11.274/06, in Rio Claro. Thus it was established a brief analysis of the trajectory of Brazilian educational policy that began with the Law of Directives and Bases 4.024/61 and was followed by the Law 5.692/71, the 1988 Federal Constitution, the Law of Directives and Bases 9394 / 96, the National Educational Plan - Law 10.172/01, Law 11.114/05, 11.274/06 and the Constitutional Amendment. 59/2009, pointing to increase access to education that aims to expand and ensure free education and compulsory basic education for children aging from 04 to 17 years old. The research has been based on collecting bibliographical data, information and data for the municipality of Rio Claro, through official documents, semi-structured interviews, and research on government websites. The expansion of basic education to nine years has been securing the rights gained over time through education. Moreover, this expansion of education promotes a questioning about the quality of teaching and a concern for the financial contributions required for education.

The present study, theoretical, aims to talk about educational policies in Brazil, aiming to unveil what they say these policies, the legitimacy and visibility that give coverage of sexuality in schools. Both sexuality and gender relations have gained attention in a Brazilian educational research in the mid-90th century. These policies have been the National Curricular Parameters (PCN). They present the cross-cutting themes: ethics, health, environment, cultural diversity and sexual orientation, which should be integrated into conventional areas of the school said. Another document of this same decade of education is the National Education Plan (PNE), however this encompasses so hidden sexuality and gender relations. In fact, both the new Law of Directives and Bases (LDB), the PNE in these subjects are veiled. An interesting initiative is happening in Brazil is the project Gender and Sexual Diversity (GDE) for the training of professionals in education issues of gender, sexuality and sexual orientation and ethnic-racial relations, is entering the national perspective of implementation public policy of equality and respect for diversity. However, much remains to be done thinking about the effectiveness of public policies that are effective with respect to space and visibility for the treatment of sexuality. We must also articulate the integration of these themes in these policies, strategies to raise awareness of education professionals in order to secure that they are actually implemented.

The aim of this paper is to analyze the current brazilian high school situation that refers specifically to issues of infrastructure, training of professionals working in high school and the question of management of high school, because we believe that such questions also may have fundamental importance for both young people who drop out of high school and for young people who stay there. We will discuss these issues (infrastructure, management and training of professionals working in high school) as a reference, on the one hand, the goals and objectives proposed by the last National Education Plan (PNE - Law No. 10.172/2001), and on the other hand, the objectives and goals proposed for these same issues by the new PNE, to run until 2020, emphasizing that this is still under discussion in Congress, therefore, liable to modifications.
