The Urban Solid Residues are the rests of human activity, popularly known by trash and considered by population like useless, undesirable and disposable. On the other hand, for the waste pickers, solid residues are the beginning of a cycle: they see in the other's people trash the only income, an economic value. Currently, in brazilian cities, one million collectors act, alone or in cooperatives, socially excluded by the work they do. The National Policy of Solid Residues (PNRS), instituted in 2010, established guidelines to the execution of integrated residues management, with should be practiced by city halls and other governmental institutions. This policy has, besides other things, goals of residues reduction and inclusion of waste pickers in the mechanism of selective collect and recycling. However, this and other public policies created for residue management are benefic only for cooperated waste pickers. That could negatively affect most of this class, since 90% are waste pickers working in a precarious way on the country's streets. This study has for objective show that most of waste pickers that work in a precarious way on the brazilian territory has a huge potential for the solid residues recycling chain and how they should be valued for the environmental services they provide, so they can be included with dignity on the society, ensuring economic and social benefits for this workers. The methodology adopted was based on the amount of residue collected by the 44 cooperated members of the Rio Claro‟s waste pickers cooperative to estimate the potential of collect and recycling did by 210 autonomous waste pickers who are active on city streets. It was observed that the cooperative collects the equivalent of 10.2% of all recyclable residues generated by city population. Áreas de preservação permanente (APP) na sub-bacia hidrográfica do córrego do Marimbondo, Jales (SP): um estudo das condições ambientais

This work aimed to carry out a study of the environmental conditions of the Permanent Preservation Areas (PPAs) in the sub-basin of Marimbondo Stream in the city of Jales (SP), through remote sensing techniques and taking as the basis Brazilian environmental legislation, the Forest Code Federal Law Nº 12,651/2012. Permanent Preservation Areas are inserted intrinsically improved conditions in the quantity and quality of water in the areas of springs and along water bodies in rural properties. Therefore, we also carried out studies on the new Forest Code compared to the old Federal Law Order no. 4771/1965 and the observation of its application in the area of sub-basin as well as carrying out the simulation. The results of this research allowed toverify the need for direct implementation of the monitoring measures with the Forest Code, and this water management tool in Brazil, which will ensure sustainable management practices of land use and land cover, with direct benefits to water production, mainly for public supply. Also there was a greater need for involvement by the public actors, the Basin Committee of the São José dos Dourados and the municipal government of Jales, in order to truly act aimed at the protection and maintenance of the water body Stream Wasp

Oferta educativa e responsabilização no PDE: o Plano de Ações Articuladas

O artigo analisa perspectivas de responsabilização presentes no Plano de Desenvolvimento da Educação apresentado à sociedade brasileira em 2007 pelo Ministério da Educação. O plano, composto por programas e ações com o objetivo declarado de promover a melhoria da qualidade da educação básica brasileira, é, entre outras medidas, operacionalizado pelo Plano de Metas Compromisso Todos pela Educação, discutido neste trabalho a partir de um de seus aspectos: o estabelecimento de convênios entre os municípios e a União, por meio da elaboração local de um Plano de Ações Articuladas. Por esse instrumento, os gestores municipais se comprometem a promover um conjunto de ações no campo educacional, responsabilizando-se pelo alcance das metas estabelecidas pelo âmbito federal. em contrapartida, passam a contar com transferências voluntárias e assessoria técnica da União. Considera-se, na análise, o contexto de reforma do Estado e das políticas de descentralização na oferta educacional.

This research was mainly focused on public policy analysis of solid waste, and the National Policy and State Solid Waste, as well as determining the performance of the Blue Green Municipality strategic project in relation to the management of municipal solid waste in Regente Feijó, São Paulo. The objective of this research was to analysis of the consequences of the deployment project of selective collection and integration of recyclable material collectors in an association of collectors, called the Association of Recyclable Material Collectors Rock, held in the city from the year 2008, with effective implementation in 2010. We analyzed the actions of the municipal government since the implementation of selective collection, to the development of the Association. The methodology used was literature concerning the issue; routine field surveys to monitor the activities in the landfill and association of collectors, collecting data from questionnaires appropriate to the research topic. We sought to examine old and new forms of urban solid waste management, the evolution of the historical process of this issue in the city and its social and environmental impacts, and the collectors the main social actors in this process. The complexity that addresses this issue was dealt with in this dynamic study, analyzing all parts involved

The present work aims to analyze how the Programa de Desenvolvimento de Rio Claro (PRODERC) as a public policy generating and jobs for industries located in the city, promoting local development, using as selection criterion to expand the number of employees in a period of three years. We are going to analyzed different factors such as increase in the number of workers in the period analyzed, the impact of PRODERC industries and the government’s relationship with the industries covered, and the location there of on the territory according to industrial size

Olhares acerca da construção cotidiana de uma escola do campo

The education of children and youth in the rural areas, with the social movements of struggle for land, returns to a place of relevance and is repositioned on the political agenda. This study aims to analyze the process of development and implementation of a pilot project of schools in the rural area of the city of Araraquara, focusing on the subjects’ perception of the region. We adopted a qualitative ethnographic approach, with the following instruments of data collection: participant observation and semi-structured interviews. It was found that the project which was built through a process of struggle of a community in an adversarial relationship with the municipal government, which itself is struggling in an exercise of cultural emancipation and the construction of citizenship. Thus it finds itself in a habit of cultural resistance and in areas that has its effects on representation and social transformation within the community. Notwithstanding, those who participated in the process of the struggle and implementation have been transformed along the way, salvaging their self-esteem, history and a sense of belonging to a community.
