Tal estudo buscou compreender como vem sendo realizado o cuidado ao idoso em Unidade de Saúde da Família segundo a visão dos profissionais de saúde.MÉTODOS:Estudo qualitativo, com a análise fenomenológica social de Alfred Schutz.RESULTADOS:Foram entrevistados sete profissionais de nível superior por meio de questão norteadora. A análise possibilitou evidenciar: cuidados pautados em programas de saúde, com prejuízo da integralidade do cuidado e da clínica ampliada, e visão das necessidades e perspectivas do cuidado integral.CONCLUSÃO:O estudo revela a necessidade de avançarmos no cuidado ao idoso. Os profissionais reconhecem o envelhecimento da população e apontam a necessidade de capacitação para o cuidado. A educação dos trabalhadores se dá como ponto de partida para a mudança. Também é preciso que os gestores e o Estado organizem uma rede de cuidado que inclua a pessoa idosa, com ofertas de serviços de acordo com a demanda apresentada.

The publication of the Law 10,267 of 08/28/2001 changed the paradigm of rural registration in Brazil, because this law known as the Law of Georeferencing has created the National Registration of Rural Property, that unifies in a common basis different registrations present in several government agencies, such as the National Institute for Colonization and Agrarian Reform (INCRA), the Secretariat of Federal Revenue, the Brazilian Institute of Environment and Natural Resources, and the National Indian Foundation. Also, this new registration system has a graphical component which has not existed until such date, where the boundaries of rural property are georeferenced to the Brazilian Geodetic System. This new paradigm has resulted in a standardization of the survey and its representation of rural properties according to the Technical Standard for Georeferencing of Rural Properties, published by INCRA in compliance with the new legislation. Due to the georeferencing, the creation of a public GIS of free access on the Internet was possible. Among the difficulties found it may be observed the great Brazilian territory, the need for specialized professionals, and especially the certification process that INCRA has to perform for each georeferenced property. It is hoped that this last difficulty is solved with the implementation of the Land Management System that will allow automated and online certification, making the process more transparent, agile and fast.

A transition of Brazil from a juridico-political system of exception to a democracy was accompanied by several legal and institutional reform processes, aimed at the gradual elimination of so-called authoritarian rubble and the implementation of instruments of the democratic system, based on recognized citizenship and justice. However, to this day the extent and effects of those reforms can be questioned, especially in light of the increased public demand for justice and citizenship. The article The Difficult Path to Reform: The Police and Limits of the Post-Redemocratization Reform Process shows that the route to reform, above all in the sphere of police agencies, is a tortuous one, with an extensive agenda of problems and solutions, demanding research on the part of academics in order to form an understanding of the resistance to change and to new paradigms that define the public security agenda.

The struggle for land is not a recent theme in Brazilian history. Since colonization, people have fought and resisted against oppression and injustice in the countryside, as can be evidenced by the highwaymen, peasant leagues and the war of Canudos. More recently, the struggle for land and agrarian reform can be evidenced by the struggles of the MST, CONTAG, CPT and other movements. For these movements, denominated as socioterritorial movements, land/territory is an essential condition for their existence and for the maintenance of their territoriality. The present paper examines the geography of socioterritorial moviments: the construction of the concept of socioterritorial movements and their forms of action and scales of actuation in the period 2000 to 2012, focusing on the movements that have been most active. These movements are studied through as analysis of data of the Land Struggle Data Base (Banco de Dados da Luta pela Terra –DATALUTA), print and digital media reports and a bibliographic survey of the literature. The action of socioterritorial movements can be studied through the forms of land occupations and demonstrations in the countryside which are the principal means of the struggle against large landholders, agribusiness and the State. These actions question the model of development which privileges agribusiness and, as such, are viewed by some as a hindrance to the development of the country. Over the years, the number of socioterritorial moviments, and their actions have oscillated due to a series of factors, such as repression (criminalization of members and violence against them), policies adopted by Brazilian governments and the contradictions inherent in very process of the spacialization of the struggle for land. This paper provides an overview of the key findings of a survey that sought to examine the relationship between local government agencies and agrarian reform communities in the State of São Paulo, particularly with regard to the types of support that have been provided by these agencies to the economic activities of settlements. The research was part of the project "The agencies and services involved in the implementation of public policies for equity and growth", which was supported by the Instituto de Colonização e Reforma Agraria (INCRA/SP), whose activities were carried out throughout 2011. In methodological terms, the research was divided into two stages. In the first stage, it sought to identify the main economic activities, vocations and potential of the influencing areas of the Quilombola communities and settlements in their respective regions and micro-regions. Therefore, a survey was conducted based on secondary data. In the second stage, a qualitative, exploratory, empirical, and multiple case study research was conducted. Local public officials, in charge of the institutional relations with the agrarian reform settlements (and quilombolas communities, in this case, one of the municipalities investigated) were the primary source of data for this analysis that sought to evaluate the strength, types and quality of support (plausible or effective) provided by the municipalities to the economic activities of settlements. The results indicated a set of reasonably heterogeneous components, and frequently, distinct, of particular circumstances. Based on the results some proposals for action plans were indicated, which probably would constitute a standard reference for the formulation and implementation of public policies and actions to improve the economic activities of the settlements.

Aiming to evaluate the methodologies of surveys related with the specifications of Geo-referencing Rural Parcels in Brazil, established by INCRA (National Institute of Colonization and Agrarian Reform), in attendance to the Law 10.267/01, and considering aspects of precision and accuracy, a test area was set up in the Assentamento Florestan Fernandes, in the county of Presidente Bernardes, SP. This area was subdivided in three sub-areas in order to simulate the existence of three contiguous rural parcels. The first stage of work consisted in the implantation and determination of the control points coordinates in their respective areas. These control points were determined by the process of direct transport, using dual frequency (L1/L2) GPS receivers and through the process of traverse with baselines of up to 20 km, using single frequency receivers (L1). The coordinates of the points of the perimeter of the three sub-areas were determined using single frequency GPS receivers, from two survey methods, both using static relative positioning. The first one, so called traverse, each point that delimits the property was occupied successively, starting from the control point and closing at another. In other, denominated double irradiation, each point of the property was irradiated from two control points. These procedures were accomplished with the intention to define and to implement a mistake control strategy, to realize redundancy measurements and to use an adjustment method correctly, to obtain trustworthily values in the patterns demanded in each kind of survey. With the data collected and processed some analyses could be accomplished from the discrepancies between the coordinates obtained by different methodologies. The results show that this test area may be used to validate other methodologies and equipments. The results were satisfactory and attended the specifications of Geo-referencing Rural Parcel.

This article examines the interplay between legitimacy and context as key determinants of public sector reform outcomes. Despite the importance of variables Such as legitimacy of public institutions, levels of civic morality and socio-economic realities, reform strategies often fail to take such contextual factors into account. The article examines, first, relevant literature both conceptual and empirical, including data from the World Values Survey project. It is argued that developing countries have distinctive characteristics which require particular reform strategies. The data analysed shows that in Latin American countries, there is no clear Correlation between confidence in public institutions and civic morality. Other empirical studies show that unemployment has a negative impact on the level of civic morality, while inequality engenders corruption. This suggests that poorer and socio-economically stratified countries face greater reform challenges owing to the lack of legitimacy of public institutions. The article concludes that reforms should focus on areas of governance that impact on poverty. This will in turn help produce more stable outcomes. Copyright (C) 2008 John Wiley & Sons, Ltd.

Agrarian reform has long been an acute issue in Brazil, where the distribution of cultivable land is extremely unequal. The Land Statute adopted by the military in 1964 constituted a genuine reform programme, which, however, was never implemented as the government chose to modernize agriculture and expand cultivated areas. Brazil is one of the largest agricultural producers in the world. However, its agrarian composition is based on two markedly different production models, particularly in relation to sustainability: a peasant family agriculture, which plays an important role in food production for domestic consumption and advocates agro-ecological practises; and agribusiness, the politically and economically hegemonic model that produces commodities for export based on monoculture and intensive use of pesticides. Therefore, in order to create the means to develop peasant lands, social movements and peasants have engaged themselves politically and defended an education model grounded in sustainable practises of production and social organisation. Taking this into account, the main purpose of this paper is to analyse and assess the Brazilian experience of integration between education and sustainability, in the National Education Program in Agrarian Reform (PRONERA). To accomplish this aim, a survey with a semi-structured questionnaire was carried out among teachers, students, monitors, and coordinators of the course offered by PRONERA. The surveys showed that the courses are promoting the concepts of sustainability among peasants. However, many adjustments need to be taken into consideration during the planning process for the next courses offered by PRONERA.
