This article is the result of a research study concluded in 2003, which aimed at investigating how the conception of Law is expressed in the actions of the so-called social pastoral commissions of the Catholic Church in Londrina, Brazil. By observing that the conception of charity and that of social rights walk side-bi-side within the Catholic Church, a question emerged: how is the conception of social right expressed in the actions of social pastoral commissions? Charity is preached as a Christian duty, as an action expressed in the experience of solidarity towards others who are in a situation that prevents them from having minimal living conditions. At least at discourse level, the actions developed are not limited to provide basic goods, clothes or medicine. We realized that those who act in social pastoral commissions, driven by values such as love to fellow human beings and solidarity, have not lost sight of the idea of social right - on the contrary, they have been reinforcing it. © 2006 Programa de Pós-Graduação em Sociologia - UFRGS.

In order to understand what is the situation of entities that serve children and adolescents today, as well as the institutional plot that comprises these institutions, we aimed to formulate a set of paradigmatic possibilities that would allow us to understand the configuration of the dialectical field of various pulses, in which these entities are located. We detected the subjects we associate with counterparts paradigms of Charity, of Human Promotion, of Philanthropy, of assistentialist government patronage, of Social Work as a State Policy, and finally, another set of events that we propose to designate as the paradigm of Citizen Subjects we associate with the ethical perspective of People Education. These paradigmatic possibilities range from the simply various and contrasting ones, including the similar and competing ones, to the dialectically contradictory ones. Its spectrum oscillates between tutelage and citizenship. The characterization of these didactic paradigms can provide us a compass that is required in a highly complex social field, allowing us to understand the variety of ethical effects promoted by these paradigms in the social field.

A obra tem origem nas indagações surgidas a partir da experiência profissional da autora e do acompanhamento, desde sua formação acadêmica, da implantação e gestão da Lei Orgânica da Assistência Social (Loas) em 1993, reestruturada na Política Nacional de Assistência Social (PNAS) em 2004 e recentemente organizada como Sistema Único de Assistência Social (Suas). Ela analisa o processo de assessoria na gestão política de assistência social no âmbito municipal com objetivo de contribuir para o debate sobre a gestão descentralizada e participativa e promover entre os profissionais da área conhecimentos e inquietações acerca do Suas, concebido a partir da Constituição Federal de 1988. O livro defende a ideia de que a assistência social, como política pública universal, redistributiva e de qualidade, é fator fundamental da proteção social brasileira. E que sua reestruturação, que resultou no rompimento com o ultrapassado modelo socioassistencial sustentado no clientelismo, busca avançar rumo à garantia de direitos sociais por meio da inserção da assistência social tanto na prática quanto nos espaços de decisão políticos. Nesse contexto, propõe uma reflexão sobre a ação profissional do Serviço Social no âmbito da política. As reflexões e conclusões da autora baseiam-se de análise de dados obtidos em pesquisa qualitativa realizada com profissionais que atuam em assessoria do Serviço Social na região administrativa de Franca, a Nordeste do estado de São Paulo, formada por 23 municípios de vários portes. This study presents different modalities of ethics - guardianship, interlocution, social action, care and finally the ethics of listening to the subject's unconscious desire - as analyzers of the care practices conducted by psychologists in the field of Social Assistance. In an institutional approach, cases found in the literature are presented, in a questioning way, which can be considered examples of the practices performed by psychologists and other workers who operate in a wide variety of healthcare establishments. It was concluded that psychologists may encounter, in the field of Freudian/Lacanian psychoanalysis, consistent theoretical-technical and ethical-political instrumentals to guide institutional performance in an effective and informed way so as to include the individual as a citizen and also as the subject of the unconscious.

This study investigated Social Care as an institution that creates mechanisms for the production of subjectivity in the care of children and adolescents. For this, we used some analytical coordinates, both conjectural and structural, models of care for mapping care in confrontation in the field of Social Care. It was concluded that there was two contradictory paradigms, in the dialectical sense, organizing social care, one being the philanthropic mode and the other the socioeducative mode. The first, which is hegemonic in the field, corresponds to a care entity still organized from philanthropic care and is guided by a minority age logic, articulated by a discourse of criminalizing the lower classes. It is informally based on the legal concept of irregular situations, which would develop preventive, repressive, correctional and moralizing care practices. The construction of a socioeducative mode implies socioeducative care that aims for an effective increase in the rights of children and adolescents, based on their status as subjects and citizens, through democratic, dialogic, participatory, multi-disciplinary and fundamentally emancipatory institutional practices.
