A descentralização político-administrativa no Brasil: um estudo sobre a disputa entre os municípios de Caiuá e Marabá Paulista pela Decasa Açúcar e Álcool a partir das escalas geográficas de análise

This work has as main objetive to analyze fiscal/tax collection of municipalities after the political-administrative decentralization in Brazil and its new role in this scenario, bringing up the competition for Decasa Sugar and Alcohol between the municipalities of Caiuá and Maraba Paulista in the context of expansion sugarcane cultivation in the Presidente Prudente Geographic Micro Region. The analysis has considered the geographic scales, in order to highlight the power relations on local/regional territory, determined by the Agroenergy Policy Guidelines in Brazil (2006-2011). The two municipalities have from the point of view economic dynamics, irrelevence, proven through the São Paulo Index of Social Responsibility (IPRS), maximizing the importance of the constitutional transfers, such as Participation Fund of Municipalities (FPM). Given this situation, we analyze the four taxes raised by the experts as the most impactful for municipal tax collection before the presence of sugarcane activity: the Territorial Urban Property Tax (IPTU), the Tax on Services of any Nature (ISSQN), the Tax Vehicles owned Motor (IPVA) and the Operations tax on the Circulation of Goods and on Transport Services Rendered Interstate and Intermunicipal (ICMS). A ruralidade em pequenos municípios do interior paulista: Cristais Paulista SP como estudo de caso

This study has as central theme the small district and the relationships established in the rural environment. The objective of the study is to analyze the reality from Cristais Paulista, located in the northeast of the State of São Paulo. Understanding as its relationship works, it was made a small rescue of classic studies on the relationship countryside-city, including the recent brazilian debate about the theme. In the present study we can observe the rural habits and also different urban customs in the small municipal district studied and also some particularities resulted of the social relationships among the residents of the countryside and of the city, always marked by the personality character. In the study of the small municipal district it was adopted as methodology the analysis Maria de Nazareth Baudel Wanderley (2001a), when she proposes five dimensions to analyze the municipal districts from Pernambuco. The application of the methodology in Cristais Paulista, allowed to understand the space building, the functions, the dynamics and the socio economical meanings of those small areas.

Políticas públicas municipais de apoio a atividades econômicas em assentamentos rurais: uma análise em quatro municípios paulistas

This paper reports a master research that aimed to analyze the patterns of institutional relationships between local officials and communities of agrarian reform settlements in four counties of the State of São Paulo – Apiaí, Iaras, Promissão and Mirante do Paranapanema – particularly with regard to the types of support offered by the first to the economic activities in the settlements. In terms of methodology, we conducted a qualitative, exploratory and descriptive research, outlined in the format of multiple case study. Having like data sources the local officials responsible for institutional relations with the agrarian reform settlements, technicians agents of agencys linkeds to the land question, as INCRA and ITESP, and settled in leadership positions in rural settlements, we sought to evaluate the intensity, the types and quality of the (possible or actual) support offered by municipalities to economic activities inside the settlements. We sought to evaluate the results from theoretical lens formed around the notions of local development and the significance assumed by settlements in different locations. The results showed a fairly heterogeneous and, often, disparate in particular circumstances. It was evident, from the information collected, that a positive action of the municipal government in supporting the economic activities of the settlements is essential for the release of social energy based in settlements, enabling the realization of the "amalgam of possibilities" constructed from the implementation of rural settlements.

Formação continuada no Amapá: a percepção dos educadores sobre o encontro pedagógico dos municípios

This paper presents the perceptions of participating teachers and technicians who produced and ministered courses in the Project of Continuing Education of teachers of Amapá State, called Pedagogical Encounter of Municipalities and is based on research results of the Master Degree in Education that was aimed to analyze and describe the referred project as well as studying the impact that it had on educational context of the municipalities. It was conducted a study of the Project’s trajectory including its theoretical basics, implementation and, mainly, a number of Project’s results. The methodology consisted of acquiring and analyzing official papers and interviewing 14 teachers and technicians. The statements obtained make it clear that the Pedagogical Encounter had a major impact on the educational reality of the municipalities, with more positive than negative results not only for teachers but also for instructors and coordinators. The statements can also be concluded that the continuing education actions will not achieve its objectives if they are not accompanied by public policies direct to improve living and job conditions of the teachers.

Abordagem do patrimônio histórico de bens culturais arquitetônicos nos planos diretores de pequenos municípios

This article discusses the preservation of cultural heritage, particularly the historical and architectural, in small municipalities in São Paulo State, in particular the Central Administrative Region. It pointed out that urban planning and master plans may represent an opportunity for such municipalities definitely incorporate preservation, locally. It also presents a small survey of considerations of national heritage at the municipal level and by CONDEPHAAT and IPHAN.
