Introduction: This paper presents preliminary results of the research project "Information access: actions and strategies of the Chamber of Deputies to meet 12.527/2011 Law”. Finally some considerations about the implementation of the Law within the Chamber of Deputies are presented. Objectives: Discuss the matter of public information access after the new Brazilian information access law and his relationship between the theories information policy, information regime and informational state. Methodology: Bibliographic research about several theoretical topics related to information access were raised, for example: the concept of information, information policy, informational state, information regime, electronic government and information asymmetry. Results: The preliminaries data shows a convergence of information policies from many countries, for example, Finland, Canada and South Africa, to a same point, which indicates an increase of transparency and a bigger active disclosure of information public. Conclusion: In Brazilian case, in the relationship between State and citizen, the new information access law means a materialization paradigm change or the concretization de other information regime. The sanction of this law can be interpreted as another step to increase the transparency and the affirmation of democratic relationship between State and society.

It is proposed the search of teaching methodology with socio-cognitive approach to present teaching strategies that simulate the experience of professional context that is propitious to work out the tasks of subject analysis for the indexing of documents. Taking into account the contact of the learner indexers with the actual professional context, the proposals of Fourie Portfolio (2002) and Hjørland (2002) principle of the information science social context were applied in the discipline “Indexing” at UNESP Librarianship course in Marília, SP, Brazil. The results taken from this research on teaching strategies in documentary reading show that the methodological and theoretical knowledge, in socio-cognitive perspective, provide a view of a professional context in which the learner indexer is conscious of his strategies of documentary reading and can develop his previous professional knowledge in order to accomplish the indexing tasks compatible to the user informational demand.

The German philosopher G.W.F. Hegel (1770-1831) had as one of his thesis in the doctorate the affirmation that philosophy can only be properly taken as a system. He intends with that to point out the identity between thinking and being. This is, for Hegel, the task of philosophy, i. e., to bring together all that was set apart. This position can be recognized in all his works and it is tried here to exemplify it in The Philosophy of Right and in special in the section dedicated to the abstract right. This one is the first moment of the text in question that begins with the statement of the dignity of the person confirmed in the property. The following moments make evident that the formal ones are also results. It becomes clear in this way that the all the moments create together an ongoing organization, disorganization and reorganization. This process reveals the relation as a constitutive element of thinking and being exemplified in the abstract right. Each moment overcomes the preceding one and comes out as a much more complex one. In the case of the abstract right what appears is the realization of a free subject in all that he does as the making of himself.

This paper searches to present Hegel’s understanding of pain and suffering. It was taken as source of investigation Hegel’s Encyclopedia of Philosophical Sciences in which pain and suffering are also considered. The fi rst step was to identify the references of pain and suffering in the original text, i.e., in German and then compared with the Portuguese translation here used. The analysis followed the sequence of Hegel’s text as it mentioned the terms pain and suffering. It can be said that for Hegel pain and suffering are posed by the rational man according to the historical determinations and the relations that are established. So, there is no meaning in pain and suffering themselves but only through the relations that they create and create them as well. Neither the empirical manifestation nor the interpretation can resume the all meaning that pain and suffering may have. The totality of empirical and interpretative approaches reveals the full signifi cance of pain and suffering that can be seen in the human.

The context political, social and economical determines the material conditions of the individual's cultural formation and it influences in the constitution of the critical conscience and social responsibility. The aim of this paper is to describe the didactic experiences from discussions in classroom with students in disciplines dedicated to information access in the Brazilian librarianship courses from São Paulo State University (Unesp), state of São Paulo, and Federal University of Alagoas (UFAL), state of Alagoas, precisely: Information Dissemination, supplied in 2007 and 2010, and Information Dissemination and Sources, supplied in 2008 and 2009, besides Library and Cultural Action, accomplished of 2008 to 2009. It was noticed, starting from the experience in classroom, that the Librarianship students have low knowledge of the institutions librarians and their services; they told that not to know the main library services before they study them referred disciplines.

The possibility of experimental approach of mental phenomena continues to be discussed nowadays by philosophers, psychologists and neuroscientists. According to the concept that mental phenomena are resulting from brain activity, therefore organic phenomena, the objective of this essay is to show that empirical study of mental phenomena, especially consciousness, is not only possible, but desirable, despite the limitations found in Neuroscience field.

Cannot the education reach the universality? Is the universality the annihilation of the individual? Can the individual have his identity preserved as such in the State? Those questions are answered with the attention returned and led to the education. To Hegel the education universalizes the individual insofar as it introduces him into the life of the State in which the subjectivity and individuality are known in fact, preserved and promoted. In the Elements of the Philosophy of Right, Hegel deals with the realization of freedom in the institution of State and identifies it with the realization of freedom. The aim here is to reflect upon the Hegelian comprehension of State towards education, its meaning, signification to the life of the State and its possible repercussions regarding the figures of the subject and individual also nowadays. To Hegel the education supports the State as such because it is the process of the Sate’s awareness along its formation as a living organism. A State that knows itself is a State that is known by its members who do not reach neither the State’s awareness nor themselves’ without the relation that gathers them together as the substantial universality. The education is the means that brings the individuals to the life of the State. Bringing the individual to the life in the State, the education reveals the individual to himself as well as to his true nature, that is, a being in relation to others who are not but himself. The knowledge of oneself in the education happens also through its formalization regarding the specific contents developed and accumulated throughout the history. Here comes the figure of the formal educator through whom the State aims its process of formation. This way Hegel confirms that nobody learns alone and that the universal is precisely this relation.

PURPOSE: The development and application of collective pedagogical activities to assess phonological skills in pre-readers and beginning readers and could serve as potential screening tools to help in the early identification of students at risk for dyslexia. METHODS: The FAE tasks (alternative tools for educators) were built on classical phonological tasks known as sound categorization and in the Protocol for Cognitive-Linguistic Skills. FAE tasks basically consisted of matching pictures as well as pictures to spoken words according to their phonological similarity in the onset (alliteration) or rhyme and were given to 45 students on the first grade, of both genres and 7.3 years old on average. RESULTS: The protocol proved to be effective, confirming that phonological awareness, verbal working memory and rapid naming abilities constitute the main risk factors for dyslexia, and to which the FAE tasks were more strongly correlated jointly with the phonemic discrimination. FAE tasks were also strongly correlated with literacy skills. CONCLUSIONS: Students at risk for dyslexia can be efficiently identified through scientifically developed pedagogical tools, adapted and tested for the Brazilian's educational reality. This is a promising research field with the potential to help in avoiding the currently excessive number of students mistakenly labeled as having learning disabilities and improperly referred to specialized public services, as well as to indicate the more appropriate theoretical-empirical framework to guide our educational policies.
