O presente trabalho consiste numa análise teórica das políticas educacionais delineadas a partir dos anos de 1990, mormente nos oito anos do governo Fernando Henrique Cardoso, com o objetivo de verificar se os principais documentos legais, planos e ações, elaborados no período, enfrentam a questão do fracasso escolar no ensino fundamental, considerando ser este um dos grandes desafios da educação brasileira. A análise documental envolve o estudo (i) das distintas concepções de fracasso escolar; (ii) da legislação básica promulgada no período, examinando a) a Constituição Federal de 1988 e as emendas constitucionais referentes à educação b) a Lei de Diretrizes e Bases da Educação Nacional 9.394/96 e as leis que alteraram o texto original c) a Lei nº 9.424/96 que trata do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (FUNDEF); (iii) dos planos de educação, examinando a) O Plano Decenal de Educação para Todos - 1993-2003 b) o Plano Nacional de Educação – PNE 2001-2010 – Lei nº 10.172/2001 e (iv) dos Programas para correção do fluxo escolar, em especial o modo como se operam o sistema de ciclos e de progressão continuada, por considerá-los como importantes ações governamentais utilizadas para o enfrentamento do fracasso escolar por boa parte dos sistemas escolares. O exame da legislação e planos objetiva destacar artigos ou trechos que demonstrem preocupação, discutam, ou indiquem ações para a resolução do problema do fracasso escolar. Os dados estatísticos sobre repetência, abandono e evasão escolar subsidiam a análise da temática. O trabalho ratifica as teses de diversos autores sobre a exclusão escolar, presente nos diversos sistemas educacionais, a escola de hoje pratica uma “inclusão excludente”, mantendo os alunos em seu interior mesmo que não estes não apresentem níveis de aprendizagem satisfatórios. In present article, we present reflections on the process of closing public schools in the countryside in Brazil. Through bibliographical survey, as well as documental research, we carried out a retrospective analysis of the historical moment in which the implementation of policies of mass education directed to people living in rural areas occurs. We have also sought to raise socio-political-economic aspects of the moment in which the process of closing these schools is intensified. The results obtained suggest possible implications of this closure policy, in addition to indicating some of the challenges posed to the public policy of education in the country; for example, the Brazilian federal context and the budget limitations imposed to subnational governments with regard to the funding of school education, particularly in relation to small municipalities and/or municipalities with low tax revenues. This situation quite often occurs because these municipalities present reduced budgets, depending largely on transfers of financial resources from other spheres of the Government, either federal or state, the so-called intergovernmental budgetary transfers; namely, the Municipalities Participation Fund. Such issues demand the resumption of debates about the federative pact, in particular with regard to fiscal federalism, given that the financial capacity of each subnational government is crucial to the implementation of educational policies.

Anísio Teixeira: notes on democratization and quality of education. The work of Anísio Teixeira is the support of this study in a discussion of the democratization process in Brazilian education. We raised elements to contrast the idea of access democratization as a trigger to the process of decrease in quality of the public education offered in the country. The discussion initially presented the journey of this renowned Brazilian educator. Subsequently, we presented data on the early 20th century public education, period when he leads important positions in public education. We conclude the study by presenting the “School-park” proposed as he idealized the organization of elementary school.

This work aims to investigate the institutionalization of management processes in the legislation of the Brazilian education. For this study was considered the first decades of the twentieth century (1911-1950). The laws of Brazil in the early Republic were derived from tradition or forged by the great legislators. In turn, the tradition is inserted in the power of social organization that is preserved, in a more forceful manner, through the norms and rules. With this assumption, the study chose the Rivadávia and Carlos Maximiliano Reforms, both of the beginning of the century, and the Organic Laws of Teaching, granted by the government in this period, to understand how legislation institutionalized the role of the director in basic education in this context history. The reflections presented introduce historical elements that demonstrate actions and relationships that remain in the form of habits in the school managements. These institutionalized elements contribute to the debate about the political and pedagogical difficulties pointed out by scholars and professionals, related to the promotion of democratic management in the public school.

This article discusses the establishment of the school inspection service in the Province of Sao Paulo between the implementation of the Provincial Legislature in 1835 and the last years of the monarchy. In this work, were taken as sources - the Collection of Laws and Decrees of the Province of São Paulo (1835-1889); Speeches of the Presidents of the Province given annually at the opening of the Assembly of S„o Paulo (1835-1889), and the reports of the General Inspectors presented to the President of the Province (1851-1889). To give theoretical support to this analysis, we used the categories of Weberian bureaucratic organization.

This article aims to analyze the political and educational conceptions of Renato Jardim, intellectual who participated actively in Brazilian educational and political scenario in the early decades of XXth century. He was responsible for educational reform initiatives and had an active participation in major debates on education that occurred at that time. The methodology is the traditional analyses of bibliography. In addition to literature specialized in this theme, this work uses the author’s autobiography published in 1946 and four books of his own published between 1932 and 1936. In political area, it examines his arguments concerning the government stated by Getúlio Vargas in 1930 and the constitutionalist movement of 1932. In educational area, the work analyses his ideas regarding the introduction of psychoanalysis in pedagogical practices and his thoughts in search of a definition for the concept of New School.

This work presents a discussion on Brazilian regionalist novel and its relationship to representation of reality along of Brazilian history of literature. Under this point of view, this article analyzes how the novel Galileia, by Ronaldo Correia de Brito, retakes, refuses or brings up to date, in contemporary prose, some aspects that established this kind of production inside literary diachrony in Brazil.

After two decades advertising and defending the synthetic method, João Köpke became active disseminator of analytical method for teaching reading. In five te xts published between 1896 and 1917, produced in different circumstance s for different publics readers, Köpke seeks the support of American and European authors, for their principles as well as for the education experience, to his analytical method. as by theirs principles as by theirs educational experiences. Among those authors: J. Jacotot, A. Bain, A. Meiklejohn, J. Froebel, C. Parker, G. Stanley Hall and J. Chubb. In this article, attention is given to repeated American references with special emphasis on the psychology of Stanley Hall and the method of teaching reading of Meiklejohn, highlighted and placed on convergence by Köpke in his final writings.

The education is a fundamental part of a human life, extrapolating formal aspects and can be experienced in different existence activities. When the education is analyzed under a cultural context, it's noticed the influence of the education on docent and students formation, being the reproduction of this context. Thus, three aims were stablished: a) revise Marx literature about alienation; b) analyze and compare the understanding of alienation in Bauman's and Castoriadis' theory; c) suggest, from the theoretical readings, a search path in education area. For this purpose, a simple theoretical research was performed, showing the recurrent categories found in a literature review. Besides, the current context is discussed from a sociological and pedagogical point of view, focusing on raise important questioning for the educational area. The results pointed out that in a society characterized by liquid pragmatism, the students turn out to reflect their current society. It is expected - inside the limit of this study - to contributing to the formation of an education more aware of its culture that surrounds them

O presente Trabalho de Conclusão de Curso é o desdobramento de uma pesquisa em nível de iniciação científica, financiada pela FAPESP, que teve como objeto de estudo o jornal Correio de Bauru. Dentre os aspectos analisados, privilegiamos a postura jornalística do periódico e a aproximação com sociedade, a presença da temática urbana, as diferenças e semelhanças com os grandes jornais dos anos 1920 e, ainda, o processo de modernização da imprensa do período. Nesse percurso, adotamos a metodologia de leitura das edições disponíveis em acervo a fim de identificar seu posicionamento editorial e político, a relação com a cidade e a sociedade, o ocupado dentre outras publicações existentes no município na época, além de sua contribuição para a História da Imprensa Brasileira e do interior paulista

Álvaro Lins (1912-1970), was an important literary critic of brazilian modernism that marked the twentieth century by the great influence of his writings. In 1963, he published Os Mortos de Sobrecasaca: obras, autores e problemas de literatura brasileira. Ensaios e estudos 1940-1960, that brings in the subtitle his concerns in building a balance on the modernist legacy to literature and culture in Brazil. This work makes possible a schematic view of the evolutionary process of literary production, because it indicates an exam about the twenty years of ripening of modernist proposals from a reflection that is organized as a history of Brazilian literature based on leading writers of the national literary canon.

This essay analyses the História da literatura brasileira (1916), of José Veríssimo, that from a rupture with the romantic criticism or with the interpretation of the Scientifics method of taking as a basis a theoretical eclecticism that makes him distrust the enclosed methods and the restrict classifications. From ethnological valorization to Nationalist sentiment or from Scintificism to the support of the esthetics in the building of a Brazilian literary canon, José Veríssimo’s critical works are featured by an organicity that generates his refined criteria

Este artigo pretende realizar uma reflexão sobre o papel da extensão universitária na Universidade e relatar um projeto de extensão desenvolvido junto a educadoras infantis, com o objetivo de formação continuada. Para tanto, defendemos que a extensão universitária deve buscar o resgate da dimensão social e de universalidade buscando maneiras de educar e formar profissionais que intervenham na sociedade de forma autônoma e reflexiva, por meio de um currículo dinâmico e flexível. Nas considerações finais, a reflexão é sobre a importância da formação continuada de educadores para que se garanta a luta na busca pela melhoria da Educação brasileira e o exercício da função social da Universidade.

In order to contribute to the understanding of the history of the teaching of reading and writing and the history of political movement of textbooks in Sao Paulo, Brazil, we present the results of the analysis of the documents produced by the Review Commission Textbook, established in 1918 by the General Board of Education of São Paulo State. This commission aimed to review which books among the already approved by previous committees, should continue as recommended for use in elementary schools in São Paulo. For this, the commission has prepared various reports, which are representative of the actions of the state government to control the circulation and use of textbooks in elementary schools in the early twentieth century.
