This work intends to discuss about the current happenings in oil sector, and how the recent discovery of huge oil reserves on the layer known as Pre-Sal can positively transform in the socioeconomic context, the country. The impact of this huge quantity of natural resources it depends on the legislative policies adopted for the exploration and production (E & P) in the Pre-Salt layer, and the way in which laws are imposed for distribution of such resources. Therefore, it is made a shortly background of the laws from oil exploration, production and distribution, since the monopoly of Petrobras, to nowadays. To this end, an analysis is performed about the Oil Law, and about the possible legislative changes with the new Regulatory Framework. This monograph attempts to prove, based on historical data, socioeconomic facts, and international experiences, using either comparative statistical, that with the discovery in the Pre-Salt area, the best way to optimize the use of these resources, mainly the reduction of social inequality and economic contrasts, a legacy from colonization, would directly those recipes to a National Development Fund, the Social Fund, established by law for the new Regulatory Framework

Given the intense expansion of the industries in Brazil and the discovery of hydrocarbons in the pre-salt layer of the Santos and Campos Basin, there is a need to expand the distribution of oil and gas network in the country. The present work aims to present the development of susceptibility map by two distinct methods of two events (debris flows and full wave), applied to the establishment of pipelines on Ribeirão da Prata Basin. The research area covers two municipalities: São João da Boa Vista and Águas da Prata, in total 145 km2. In the paper was used the methodology proposed by Zaine (2011) for the physiographic subdivision method, which uses geological maps, geomorphological maps, digital terrain models and aerial photographs, used to extract the main elements of the physical environment, as rivers, lines, ridges, tops forms and valley forms and historical processes. Thus, the basin was divided into 11 physiographic zones, considering the following elements: thickness of soil, rock type, geomorphology, amplitude, ridges orientation, erosion occurences and mass movements. Were subsequently performed location maps of dams, that had as main purpose to localize major dams in the study area along with their area and perimeter of the reservoir, and land use map that subdivided the area in woody vegetation, permanent culture, temporary culture and urban area. Along with the preparation of the auxiliar maps was conducted a field campaign with three days and approximately 2 points per km2, which aimed to better understand the physical environment and check the main peculiarities of the study area. Criteria have been established for susceptibility maps physiographic subdivision and land use, and a survey of criteria weights used in each map for both processes under study. On the grounds of the great advances achieved over recent years, the process HF/ERW (High-Frequency/Electric Resistance Welding)welded pipe have played an active role in the oil and gas industry for deep water applications, at high and extremely low temperatures, under high pressure and in highly corrosive environments, gradually replacing manufactured pipes by other processes. However, studies have shown that defects in the welded joints are a the leading causes of pipelines failures, which has required the determination of toughness values in this region, in compliance with the strict recommendations of the codes and standards with manufacturers and construction companies, on the oil and gas sector. As part of the validation process required toughness values, this research project focuses on a microstructural analysis in HF / ERW tubes microalloyed, steel grade API 5CT P110, designed to explore oil and gas in deep waters, the subject of strategic relevance to the country because of the recent discoveries in the Santos mega fields: Tupi and Libra (pre-salt). In this scientific work will be presented and discussed the results of mechanical tensile and Charpy, a few CTOD tests curves (showing the trend of toughness values to be obtained), and the microstructures of the base material obtained by optical microscopy, with special emphasis on the formation of nonmetallic inclusions in the welded joint

The oil market is not a common market, and its complexity increases dramatically when considering the strategic and geopolitical involved, thus resulting in large uncertainties and concerns. The attempt to control prices has always been a challenge for the major world powers, since the increase in oil prices benefits the exporting countries, but harms importers, especially those regarded as less developed. Understand and try to predict some strategies adopted up the oil crises is one of the main points of the research, in order to demonstrate how economics can be used as an instrument of power and domination between nations, and how plans and strategies and rearrangements of supply and demand favor the growth of this economy, especially in the current period, with the new Brazilian oil era, beginning with the discovery of pre-salt, amid a context of growing need for the use of oil and its derivatives

Acoustic communication is essential in mammals and has three main functions: acquisition of information about the environment, intraspecific communication and detection of predators and prey. Studies indicate that the introduction of sounds produced by anthropogenic activities such as military exercises, use of sonar and activities related to the extraction of oil and natural gas can cause interference in cetacean communication. Recently, the discovery of pre-salt tends to increase these activities. After a decade since the launch date of IBAMA`s licensing and before the imminent increase in exploration activities in Brazil, it is essential to conduct studies to monitor closely the impact of this type of activity on the marine ecosystem. Thus, this study aims to identify potential impacts that the process of oil and natural gas exploration and production might have on the communication of baleen whales. Data from literature on bioacoustics and ecology of these animals were linked with technical-scientific data regarding this type of activity. 310 documents related to the topic were analyzed. Among them only 81 documents are of academic origin, and the others mostly action plans and reports from government agencies. 80% of the documents do not have any species as a focus, and in the remaining 20%, 17% were focused on the Greenland Whale (Balaena mysticetus) and 22% on the gray whale (Eschrichtius robustus). The main impacts identified in this study were the increased frequency and amplitude of vocalization, reduction or cessation of more elaborate songs and masking problems

Since it was proposed, the Ibsen Pinheiro amendment has given rise to a huge debate in Brazilian society. This amendment proposes to share the revenue generated by royalties and special participations from offshore oil drilling between all municipalities and states, using for this the states and municipalities participation funds. This new distribution is a great rupture with the current model, which mandates that these resources should only be distributed to producing municipalities and states. Since the new proposal affects all offshore operations, and not only those in the new pre-salt areas, the producing municipalities and states would face an immediate loss of revenue in the scale of billions of reais. This study's objective is to analyze the validity of the criteria of redistribution of the government participations proposed by the Ibsen amendment. In this sense, we present the current Brazilian government participation model, focusing on the overfinancing of subnational spheres generated by this model, and compare it to a distribution simulation using the Ibsen amendment criteria. This comparison shows that the current beneficiaries would face a significant loss of revenue, and a distribution that favors the poorest regions of the country, consequence of the states and municipalities participation funds use. The study's last part discusses the various arguments in favor and against the amendment, especially those of constitutional character, most of which are contrary to the Ibsen amendment

The Areado Group of the Sanfranciscana Basin is a Lower Cretaceous continental sedimentary system that is correlated to the Brazilian Pre-Salt beds. The Aerado Group is composed of Abaeté, Quiricó and Três Barras formations. Paleocurrent data for the Areado Group were previously presented, although not systematically which prevented significative interpretations on the basin paleogeography. This work attempts to systematically evaluate paleocurrent data, aiming to recognize depositional environment and paleogeographic reconstruction, based on the sedimentary facies and paleocurrents measurements along vertical profiles. Fluvial paleocurrents of the Abaeté Formation indicate paleoflows towards NW whereas aeolian palecurrents of the Três Barras Formation show paleowinds towards SW. The depositional systems interpreted for the Areado Group were: braided river, alluvial fan, lacustrine, playa lake, fluvial-deltaic and aeolian. The combined analyses of facies and paleocurrents allowed a reliable paleogeographic reconstruction of the basin, with paleodip towards northwest, paleowinds towards south-southwest and source-area located at southeast. These results indicate that paleowinds were orthogonal to paleostream, but parallel to depositional strike of the basin. The interpreted depositional systems characterize a desert environment during the Abaeté sub-basin times. The association of dunes and wet interdunes followed by large scale dunes and dry interdunes suggests a decrease in humidity towards the top of the Três Barras Formation, with a dry aeolian system onlapping the basement. The observed decrease of humidity in Sanfranciscana Basin may reflect local or regional paleoclimatic changes during the opening of the South Atlantic, but this assumption is only tentative

In the past few years, the Brazilian oil and gas sector had a considered growth, gaining enough relevance at international level, and being extremely important for the Brazilian socioeconomic development. However, the sector is still limited due to technical deficiencies. This work aims to conduct a current study, comprehending the entire oil chain, since it is possible to mention the Brazilian market updates on this context. To support this study, the historical development of the Brazilian petroleum industry was presented and the main stages of the production process were exposed with an emphasis on exploration and production phases. The new technologies developed for deepwater extractions, such as the pre-salt regions, were also discussed and, in the end, the relation of this growing market with the opportunities of the Human Resources Program of n. 48 was highlighted. This program identifies the market's actual needs and it's scarce's areas with the purpose of building capacity and qualified workforces, since it is also aimed, in a national level, a self-sufficient human resources for the sector
