The end of the authoritarian regime in Brazil resulted in new forms of democratization of politics and its institutions, with the strenghtening of the civil society. The Participatory Budgeting is an important experience of that new way, characterized by the assumption of the new responsibilities by the local governments. The comparative approach of those experiences, conducted from different party coalitions - in Piracicaba (1989-1992) and in Santa Bárbara d'Oeste (1997-2000) -, allows a test of their powers and limits from a procedural conception of democracy and the complementary role of the participation. In contrast to a view that gives priority to representation, the analysis discusses the range of the new civil society actions from the perspective of the democratization process in the scope of the Local Government. © 2007 CEDEC.

O processo de decisão e a oferta de políticas públicas, nos municípios brasileiros, a partir das transferências de responsabilidades decisórias para unidades subnacionais, estabelecidas pela Constituição de 1988, não tem merecido por parcela da literatura especializada um maior aprofundamento. Grande parte dos estudos sobre esses processos concentram-se na análise da participação popular e não no processo institucional de tomada de decisão. Este artigo pretende analisar a percepção dos atores eleitos pelo sistema representativo (Prefeitos e Presidentes de Câmara) sobre a democratização ou não dos processos institucionais de decisão de políticas públicas, a partir da vocalização das demandas da sociedade.

This work analizes the documentation produced by the Municipal Council of Black people in Brazil, both as archival documents and as a rescue innitiative of blacks’ memory. For this purpose, we used the interdisciplinary basis of archival science, the concept of social memory and the history of black movements in Brazil. Legal aspects of Black People Council foundation were raised to provide an understanding of the relations it established with the local government and the municipal city hall. The study of Black movements was fundamental to understand the constitution of this archive, which ensures, in some way, the identity and social participation of black people, beyond the reminiscence of past events from the black people’ group experience. Thus we perceive how the black movement becomes official and legal through the documentation associated to local government; and, in the same way, we observe how their official memory is constituted.

The merozoite surface protein-2 (MSP-2) of Plasmodium falciparum comprises repeats flanked by dimorphic domains defining the allelic families FC27 and IC1. Here, we examined sequence diversity at the msp-2 locus in Brazil and its impact on MSP-2 antibody recognition by local patients. Only 25 unique partial sequences of msp-2 were found in 61 isolates examined. The finding of identical msp-2 sequences in unrelated parasites, collected 6-13 years apart, suggests that no major directional selection is exerted by variant-specific immunity in this malaria-endemic area. To examine antibody cross-reactivity, recombinant polypeptides derived from locally prevalent and foreign MSP-2 variants were used in ELISA. Foreign IC1-type variants, such as 3D7 (currently tested for human vaccination), were less frequently recognized than FC27-type and local IC1-type variants. Antibodies discriminated between local and foreign IC1-type variants, but cross-recognized structurally different local IC1-type variants. The use of evolutionary models of MSP-2 is suggested to design vaccines that minimize differences between local parasites and vaccine antigens. (C) 2004 Elsevier B.V. All rights reserved.

O município de Itapecerica da Serra, Região Metropolitana de São Paulo (RMSP), possui uma população de 162 mil habitantes e cerca de 150 km² de área. As características geológicas e geomorfológicas do seu território e o fato de localizar-se quase inteiramente em área de proteção aos mananciais que abastecem a RMSP implicam restrições ao uso do solo e à expansão da ocupação nos moldes em que vem ocorrendo. O diagnóstico das áreas de risco geológico do município foi uma das atividades implementadas para a execução do Plano Municipal de Redução de Riscos (PMRR) do município. O PMRR tem por objetivo apresentar os resultados da identificação e da análise das situações de risco geológico-geotécnico, criando propostas de intervenções estruturais para a sua eliminação e/ou redução, estimativas de custo e estratégias para a gestão de risco no município. O mapeamento do risco geológico foi realizado em 35 áreas, onde foram identificados 66 setores de risco englobando, 419 moradias, sendo 175 moradias em setores cujo grau de risco foi classificado como alto ou muito alto. As propostas de intervenção estrutural buscaram a aderência entre o processo geodinâmico atuante e a tipologia de intervenção sugerida para estabilização e controle. A definição de critérios para a hierarquização das intervenções propostas contribuiu para a inserção das propostas do PMRR no planejamento plurianual do município de Itapecerica da Serra.

To assess the response of common sulfide minerals to oxidizing conditions, a methodology to immobilize mechanically solid particles on carbon surfaces (voltammetry of microparticles, VMP) was employed, to define the influence of the pyrrhotite content in pyrite-pyrrhotite mixtures. The influence of the galvanic interactions and local pH on the oxidation reaction of pyrite was also investigated. With this purpose, artificial two-mineral electrodes were constructed, ranging in weight from 20 to 80% pyrrhotite. The resulting cyclic voltammograms were analyzed and relative quantities of oxidation products were evaluated. The goal of this work was to define the boundary conditions, in terms of pyrrhotite content in the mixture, that determine the SO42-/S ratio obtained and to describe some parameters which influence this ratio: local pH and galvanic interactions. Background: Therapy strategies for myelodysplastic syndromes (MDS) and juvenile myelomonocytic leukemia (JMML) vary considerably. Objective: To review the treatment of Brazilian children who were diagnosed with MDS or JMML in the past decade and reported to the Brazilian Cooperative Group on Pediatric Myelodysplastic syndromes (BCG-MDS-PED). Results: of 173 children reported to the BCG-MDS-PED from January 1997 to January 2003 with a suspected diagnosis of MDS or JMML, 91 had the diagnosis confirmed after central review of the bone marrow aspirate and biopsy. Information on previous treatments was available for 78 MDS/JMML patients. Treatment varied from different schedules of low-dose (14%) and standard-dose chemotherapy (50%), granulocyte-colony-stimulating factor (G-CSF 7%), interferon (5%), steroids (2%) and erythropoietin (2%) to allogeneic stem-cell transplantation (SCT) (14%). No survival advantage could be demonstrated based on Hasle's classification or based on treatment. Conclusion: This report reflects the current practice in treating Brazilian children with MDS/JMML without specific Cooperative Group guidelines. Treatment modalities were very heterogeneous. The strategies for implementing a national protocol should consider international guidelines and focus on local experience and available resources. (C) 2004 Elsevier Ltd. All rights reserved.
