The evolution of Brazilian federalism (result of the influence and power of oligarchic elites, the different constitutional texts made and policies designed to collect taxes) shows one of the forms of how the Brazilian government uses the territory to effect the exercise of power. In the country, this use takes place by the imposition of rules that regulate and create tension among the entities, and mechanisms of distribution and redistribution of resources among federal agencies acquire great importance because they allow a bigger or lesser autonomy in public administration. The text aims to analyze the voluntary transfers of resources from the Federal Government to the municipalities. These Covenants act as a mechanism that can be configured in promoter of new selectivity and hierarchies between places. With the aim to understand the materialization of public resources in the territory, our analysis intends to identify how the Brazilian government makes use of constitutional mechanisms to enlarge and improve the urban infrastructure in the municipal scale.

The Information Access law, sanctioned in November 18, 2011, regulates the constitutional right of access to public information by Brazilian citizens. Although this law requires the provision of information of public interest, it does not define how such information should be made available. Ideally, information should be in an open format, allowing its use in an efficient and fast way. In the official sites of the federal government the way information is currently available does not allow its reuse as they are presented in dynamic pages from the selection parameters and filters. The objective aim of this paper is to present the system called MDDIR Tool, which proposes ways to persist, represent and retrieve digital information resources generated by the Federal Government official sites. Although this system had been designed for a specific purpose, it may be applied to other fields with similar characteristics. The purpose is to facilitate the access to open data, allowing such data to be consolidated and organized , generating new knowledge and information easy to be interpreted by the general population.

Este artigo apresenta uma análise inicial do financiamento das ações do Plano de Desenvolvimento da Educação - PDE -, lançado em abril de 2007 pelo governo federal, focalizando algumas expectativas, impasses e impactos. Muitas das inquietações e dúvidas aqui expostas foram manifestadas no Seminário Itinerante O Plano de Desenvolvimento da Educação - PDE - em Debate nas Universidades Públicas Paulistas, em que especialistas de diferentes instituições tiveram a oportunidade de debater com os formuladores e responsáveis pela implementação do plano. Optou-se por organizar análise em três partes. Na primeira parte, discutem-se alguns pressupostos do financiamento da educação nacional, mostrando que o país pode e deve aplicar mais recursos para alcançar um desenvolvimento educacional e social adequado. Na segunda, analisam-se documentos do MEC que explicitam as concepções que fundamentam o PDE no que se refere ao financiamento das 40 ações propostas. Na terceira, os autores se posicionam quanto à forma de financiamento adotada e quanto aos recursos previstos ou alocados para a execução das ações. Para finalizar, uma série de questões sobre o plano são levantadas em perspectiva propositiva.

This article analyzes the creation and development of the São Paulo police force during the early years of the republican regime. In a period of political change and turbulence, institutional upheaval (uprising of the Navy and federalist revolution), and social pressure, São Paulo's police force played an important role. As the state sought to organize the public sphere, the police force became a tool in the new government's hands. A more martial set of demands mobilized a large portion of the troops on behalf of the federal government against the Custodio de Mello uprising, and sought to defend São Paulo's borders. Despite official discourse that fomented a militarized response, São Paulo's police force found itself unable to dismiss old personnel and practices and dislodge entrenched interests.

Aim. To describe the acquired immunodeficiency syndrome (AIDS) epidemic in Brazil and analyze the impact of federal government measures addressing the problem since its onset.Method. Retrospective review of AIDS epidemic data from its onset in 1980 up to the last published data in June 2001.Results. AIDS was first reported in Brazil in 1980. By 1988, all 27 Brazilian states had diagnosed cases, and until June 2000 more than half of Brazilian municipalities had recorded at least one case of the disease. The AIDS incidence reached its peak between 1996 and 1997 (14.7 per 100,000 population), and then declined between 1998 and 2000 to 9 per 100,000 population. In the last two decades, the proportion of deaths has been also significantly reduced. These were not random events, but reflected the efficiency of the program implemented by the Brazilian Health Ministry's Coordination on Sexually Transmitted Diseases and AIDS. The program includes an epidemiological surveillance modeling system, which records cases from several regular epidemiological bulletins; national network of diagnosis and monitoring of HIV-infected individuals (ill or not); highly active antiretroviral therapy available free to all patients; mother-infant protection program; educational programs on condom use; the introduction of the female condom; development of AIDS studies in different areas to provide practical solutions; constant preoccupation about drug costs accounting for the patent breaking; and national production of many drugs currently in use.Conclusion. Well-planned and implemented national program against AIDS can significantly reduce the burden of this disease to the population.

O artigo analisa perspectivas de responsabilização presentes no Plano de Desenvolvimento da Educação apresentado à sociedade brasileira em 2007 pelo Ministério da Educação. O plano, composto por programas e ações com o objetivo declarado de promover a melhoria da qualidade da educação básica brasileira, é, entre outras medidas, operacionalizado pelo Plano de Metas Compromisso Todos pela Educação, discutido neste trabalho a partir de um de seus aspectos: o estabelecimento de convênios entre os municípios e a União, por meio da elaboração local de um Plano de Ações Articuladas. Por esse instrumento, os gestores municipais se comprometem a promover um conjunto de ações no campo educacional, responsabilizando-se pelo alcance das metas estabelecidas pelo âmbito federal. em contrapartida, passam a contar com transferências voluntárias e assessoria técnica da União. Considera-se, na análise, o contexto de reforma do Estado e das políticas de descentralização na oferta educacional.

The article analyses the process of reform in four areas of social policies that affect directly the interests of sub-national governments: basic education, social housing programs, basic sanitation and health. As the study reveals, despite the varying degree of success achieved in the various policy initiatives and contrary to the expectations of the prevailing interpretations of the nature of Brazilian federalism, the federal government faced no insurmountable hurdles in implementing their reform agenda. The study aims at demonstrating that (i) in the absence of any constitutional mandatory requirement, the political autonomy of local governments - typical of federative States - actually enhances the veto power of local governments over policy initiatives proposed by the federal Executive branch. However, (ii) power resources available to the federal Executive branch - such as agenda definition and vetoing powers - in addition to control over resources that are essential to the political survival of the representatives increase the chances of success-of the federal government. Furthermore, (1999), (iii) the constitutional authority of Brazilian states is far more limited than that of the North-American states; (iv) the category federalism, however, is not sufficient to define the potential stability of specific policies, which depends upon how inter-governmental relations are structured in each particular policy. Specifically, (v) constitutional rules, legacies from previous policies and the political cycle frame the decision arenas in various ways, thus conditioning both the strategies and chances of success of the federative players.

Biomass has gained prominence in the last few years as one of the most important renewable energy sources. In Brazil, a sugarcane ethanol program called ProAlcohol was designed to supply the liquid gasoline substitution and has been running for the last 30 yr. The federal government's establishment of ProAlcohol in 1975 created the grounds for the development of a sugarcane industry that currently is one of the most efficient systems for the conversion of photosynthate into different forms of energy. Improvement of industrial processes along with strong sugarcane breeding programs brought technologies that currently support a cropland of 7 million hectares of sugarcane with an average yield of 75 tons/ha. From the beginning of ProAlcohol to the present time, ethanol yield has grown from 2,500 to around 7,000 l/ha. New technologies for energy production from crushed sugarcane stalk are currently supplying 15% of the electricity needs of the country. Projections show that sugarcane could supply over 30% of Brazil's energy needs by 2020. In this review, we briefly describe some historic facts of the ethanol industry, the role of sugarcane breeding, and the prospects of sugarcane biotechnology.

The São Paulo State has 36 million people, 25 million living in three metropolitan areas. Only the São Paulo Metropolitan Region (SPMR) includes the state capital (São Paulo City) plus 38 cities, where ≈ 18 million people live, affected by frequent episodes of ozone, NOx, and fine particulate matter. In 2003, it was estimated that 15.1% of the SPMR vehicles used ethanol and 70.2% used the local gasoline. Natural gas vehicles have witnessed a booming participation in the last years, mainly through conversion of gasoline cars, and the present fleet is almost one million vehicles. To face the problems generated by light vehicles emissions the Federal Government set a program called PROCONVE - Program of Air Pollution Control from Vehicles - in 1986 and since then until now a significant reduction was reached, but the growth of the fleet hides most of the emission cuts. A discussion covers the evolution of the air pollution management in São Paulo; and innovative tools for air pollution management - both for mobile and stationary sources.
