This work entitled "Planning and Tourism Territorial Management in the Metropolitan Region of Natal-RN" analyzes the tourism and its relationship to (re) production of socio-territorial inequalities in the metropolitan region of Natal (RMNatal) to from the planning and territorial management of the activity. For both, the methodological procedures were undertaken from research held about of literature on tourism, planning and territorial management, surveying and public policy analysis of tourism in national and local as well as the construction of levels of integration and differentiation of metropolitan municipalities in relation to tourism. Besides the shortage of studies on this subject, this research has shown that public policies focused on this sector has come under a great fragility in regard to tourism planning in Brazil and in Rio Grande do Norte, causing the planning activity is a strong array of fragmentation and socio-territorial inequalities in RMNatal

The Conservation Units, specially the National and State parks are among the major destinations for adventure tourism and ecotourism, so that the National System of Unit Conservation (Sistema Nacional de Unidades de Conservação) SNUC (Law 9.985/2000) covers the practice of touristic activities, specially the ecotourism in these territorial unities. Despite these are areas for environmental conservation, practice of environmental education, scientific research and contemplation of the nature in its primary or in a similar condition, the practice of touristic activity does not often meet these aims. The main aim of this research was to evaluate the touristic activities and the actions of territorial management in the State Park of Pedra da Boca (PEPB), situated in the city of Araruna/PB. According to the results, the PEPB has in its territorial area a porphyritic granite rock set, whose geological and geomorphologic settings are unique and have scenic value. It is also home of flora and fauna endemic species and representative of the savanna biome. The data and information achieved show that the Park has a remarkable potential for tourism, especially ecotourism, however, there is a need for development of territorial management actions, in order to subsidize the use of spatial tourism site

According to article 182 of the Brazilian Federal Constitution, cities should perform social function, what brings the concept that the city should be a place for one to live well. For that to happen, it should be well administered by its public managers. However, so that there is a sound administration, one that really performs that social function, there must be, first, an efficient planning. We understand that such a thing occurs when the master plan is the main planning instrument of a city and serves as basis for its administration. We notice, however, that in most of the cities the master plan is formulated as a law that regulates urban planning but that both the population and the government most of the times are not aware of its importance concerning the relevant issues related to municipal administration, such as its relationship with the economy, taxation, the social issue, land use regulation, and, in summary, with all the aspects that constitute and that a municipal government should manage in the best possible way. One also knows that, in general, the attempt of city planning has always been connected to the duration of a mandate and that way public managers many times implement restricted measures aiming to just attain a political-electoral objective and publicizing their administration. That implies actions and works that in some cases have negative impacts or ones that cannot be removed from the cities. This study intends to show that the master plan should be the planning instrument guiding the municipal administration but that, however, what we note is a lack of connection between that instrument and the government guidelines of the municipal managers. In order to study what happens to the cities that have a planning which is not taken into account in its administration, we will use the city of Fortaleza, capital of the State of Ceará as a case study. Historically, in Fortaleza the public managers have seldom decided to administer the city in according to the master plans developed for it. We should emphasize that planning begins in the city quite late and until the current days it is being substituted by temporary measures. Through the analysis of the planning process and of the urban management of the city of Fortaleza, especially the master plans predicted since 1933, we explain that if such plans had been implemented, they could have been important tools for its administration to attain a social function, becoming therefore a place for one to live well

Urban stormwater can be considered as potential water resources as well as problems for the proper functioning of the manifold activities of the city, resulting from inappropriate use and occupation of the soil, usually due to poor planning of the occupation of the development areas, with little care for the environmental aspects of the drainage of surface runoff. As a basic premise, we must seek mechanisms to preserve the natural flow in all stages of development of an urban area, preserving the soil infiltration capacity in the scale of the urban area, comprising the mechanisms of natural drainage, and noting preserving natural areas of dynamic water courses, both in the main channel and in the secondary. They are challenges for a sustainable urban development in a harmonious coexistence of modern developmental, which are consistent with the authoritative economic environmental and social quality. Integrated studies involving the quantity and quality of rainwater are absolutely necessary to achieve understanding and obtaining appropriate technologies, involving both aspects of the drainage problems and aspects of use of water when subjected to an adequate management of surface runoff , for example, the accumulation of these reservoirs in detention with the possibility of use for other purposes. The purpose of this study aims to develop a computer model, adjusted to prevailing conditions of an experimental urban watershed in order to enable the implementation of management practices for water resources, hydrological simulations of quantity and, in a preliminary way, the quality of stormwater that flow to a pond located at the downstream end of the basin. To this end, we used in parallel with the distributed model SWMM data raised the basin with the highest possible resolution to allow the simulation of diffuse loads, heterogeneous characteristics of the basin both in terms of hydrological and hydraulic parameters on the use and occupation soil. The parallel work should improve the degree of understanding of the phenomena simulated in the basin as well as the activity of the calibration models, and this is supported by monitoring data acquired during the duration of the project MAPLU (Urban Stormwater Management) belonging to the network PROSAB (Research Program in Basic Sanitation) in the years 2006 to 2008

The Caatinga and Atlantic Forest exhibit great species richness, which can attend requirements for various uses. Considering the current level of degradation of vegetation in Rio Grande do Norte, and the increasing use of exotic species, it is urgent to perform actions for the conservation of these biomes. From this perspective, using native plant species in the urban forestry becomes an instrument for the conservation and enhancement of local biodiversity. In this context, the general objective of this study is to gather and provide information about the ornamental native tree species in the state in order to promote and disseminate their use in urban areas. Specific aims of this work are: (1) evaluate and verify the demand and maintenance costs of native and exotic urban forestry, comparatively, with data obtained in the state (Cap. 1); (2) Provide a ornamental native tree species list in the state, including species already widespread use and suggesting new elements with ornamental potential (Cap. 2); and (3) produce a guide of native tree species as a means of disseminating the results obtained in a way accessible to the society. Analysis of maintenance of urban trees was performed at the UFRN's Central Campus, and the ornamental native tree species survey was carried out through literature survey combined with expeditions to forest fragments in the state. As a result, it was obvious that the maintenance of native vegetation resulted in lower costs and least demand for services highlighting the visible advantage in using a afforestation with regionalized floristic composition. The survey of ornamental native tree species led to the selection of 95 species belonging to 30 families, 17 species (17.35%) occurring exclusively in the Caatinga, 27 species (25.55%) in the Atlantic Forest and more than half (55.10%) occurring in both biomes, which provides a good selection available for the composition of urban forestry, both for cities located in the area of Atlantic Forest (81 spp.) or for those located in the Caatinga (71 spp.). From these results, a guide for the recognition and cultivation of native ornamental trees was prepared, consisting in the initial step in the enhancement of existing floristic potential value with the aim to assist in the development of a regionalized perspective of urban environmental management in the state

This paper presents the master plan and geoenvironmental zoning natures as instruments of environmental planning and management. The discussion of territory environmental planning is guided by two directions: at first the environmental elements involved in planning and the another is the implementation of these instruments at the municipal territory. To analyze the planning directed of the municipal territory we consider the fragments of its, represented by country and urban. The master plan inside of the Estatuto da Cidade (City Statute) and the geoenvironmental zoning are directed to territorial environmental planning. Regarding of the master plan the first challenge has been the spacial area that the plan can cover. It is necessary to prepare master plans that could include all the territory. The environmental zoning are directed for the territory totality.In this sense, the geoenvironmental zoning of the Currais Novos was done in the totality of the municipal territory and guided by the environmental physics variables. The geoenvironmental zoning sets in a planning and ordering of the territory instrument based in the landscape analysis. Therefore grounded in the Geosystems‟s Theory this work has like a main objective to propose a geoenvironmental zoning for the Currais Novos Municipality in RN. So, was used an analysis technique suggested for Bardin (2010) and the Currais Novos‟s physical environment characterization through of the fieldwork and cartographic data vectorization, beyond the image‟s treatment SRTM. The geoenvironmental systems definitions were based in the suggestion of Cestaro, et al. (2007) support in Bertrand (1968). For both were identified five geoenvironmental systems: Borborema Plateau, Residual plateau, Chapada da Serra de Santana, semiarid river valley and lagoon valley and eleven geoenvironmental subsystems: Borborema Plateau Western Slope, Isolated Massif of the Borborema Plateau, Residual Crest, Residual Massif, Erosional Scarp of the Chapada, flat top plateau, fluvial plains, temporary river of the semiarid and ornamental water or sluice

The Pitimbu River Basin is concern reason, therefore this is one of the mains freshwater sources for the Natal city supplying. The Pitimbu waters river flow into Jiqui pond, as the main supplier of this, that supplies 16% of Natal population and there is a bigger importance despite the supplying of a parcel of Natal city made joining underground waters with the water proceeding from the Jiqui pond, being used for dilution waters of contaminated wells with nitrate. Even with the importance of the Pitimbu, there is a strong pressure of occupation of its edge according to a critical urban growth, becoming the situation worse and increasing the necessity of management of the use and occupation of the ground and keeping the control of the prompt pollution, as punctual as diffuse. There are many studies about Pitimbu River Basin, however they summarize themselves to some months or even in a few years. This work, that gathers these information, increasing the amplitude and making possible an evaluation of the attitude of the water in a period extended for an evaluation of values of variable quality of water referring to the standards, that usually happens about the variable frequency distribution, central tendency and measures of dispersion, as the coefficient of variation, coefficient of skewness and the coefficient of determination of certain variable on another one. This work to evaluates the quality conditions of the Pitimbu river waters by analyzing thirty five (35) variables Physical, chemical and biological in eight (8) points of water course since 1993 to 2007. Given this situation, all knowledge about the waters quality conditions obtained in this work, is a strong subsidy for management of use and ground occupation, considering the river basin as territorial unit of management, and as the water is public good domain, being a priority human use, It is necessary to guarantee to current and the future generations available water resources in appropriate standards of quality as the established standard and identifying possible reasons of pollution through statistics analysis

It starts with the understanding that the relationship between society / nature is largely problematic in a context of socio-environmental crisis. In this context, we use the principle of hope to plan and work out new ways of understanding social reality, the relationship between science and alternative knowledge. The research is to investigate how the actors influence the social construction of urban environmental policy of the city of Mossoró / RN with reference to the processes of implementing the Master Plan and Agenda 21 of the municipality. The hypothesis of this research is that the Environmental Policy in Mossley has a normative character that is expressed primarily in the creation of an institutional political framework to manage environmental issues involving so incidental and or functional society participation mossoroense. Thus questioned who are the actors that build environmental policy Mossoró / RN. The specific objectives of this research are: Identify the environmental dimension of the Master Plan Agenda 21 articulated Mossoró / RN mapping information from the managers, engineers and members of the Municipal Environment and Municipal Council of Cities on the operation of urban environmental policy mossoroense and how it is performed by the Manager of Environmental Management in conjunction with the Department of Environment and Territorial Development (SEDETMA) and Executive Management of Urban Development. As a methodology, we used the method of the sociology of absences and emergencies in conjunction with the ecology of knowledge and productivity. It is a qualitative research and documentary, which was used as the Master Plan documents Mossoró / RN, minutes of meetings of boards and complementarity were carried out 12 semi-structured interviews with managers and directors of the Urban Environmental Policy of the Municipality of Mossoró / RN. They used also the social analytical or thematic maps for the translation of the dialogue among social partners, managers and directors who make the Environmental Policy Council. We conclude that these dialogues and experiences point to the construction of an environmental policy more participatory and effective, committed to individual and collective transformation of society mossoroense

This work studies the territorial dynamics of the trade modern retailer in the North Zone of Natal/RN, undertaken by the expansion of that following of the tertiary section in the researched space. For so much, we accomplished bibliographical and documental research during whole the process of construction of the work and the field research based close to in interviews the responsible for the establishments of the modern retail and application of questionnaires with the residents and consumers of the area in subject. Leaving of the understanding that the territory is used by the society producing the movement of capitalist reproduction in the places, we inferred that the expansion of the modern retail in the North Zone has been promoting a new dynamics in your territory, fact that has been valuing the space and attracted investors to the place. Therefore, we organized the study in this dissertation in three chapters: the first, "North Zone: use and occupation of the soil ", brings us the process of historical and social formation of the North Zone inserted in the context of the urban expansion of Natal; the second chapter, " Expansion of the tertiary section: the growth of the modern retail trade in the North Zone", makes direct reference to the tertiary section and the expansion of the I trade modern retailer; and finally, the third surrender, " The territorial dynamics and the modern retail trade in the North Zone of Natal", in which we expose all the results of the field research, looking for to understand the territorial dynamics that the expansion of the modern retail trade has been producing in the study area

With process urbanization process the Brazilian cities have been goin through, Natal/RN does not differ from the other ones, it has had a fast, inordinate and planned urbanization, but not applied, it has caused a high increase of social environmental problems. One of the worrying problems observed is the change in the coastal landscape, which has caused serious damage to the city‟s population, more specifically, of Ponta Negra beach neighborhood. For the geographical studies, the issue, concerning the occupation of the beaches that has been getting higher and higher in the last decades is extremely important because these, in addition to being used as homes in the new urban configuration, have incorporated new ways of environmental interference, without a simultaneous advance of knowledge which would be necessary for a more suitable and rational use of litoral spaces. Thus, the current assignment aimed to focus the coastal landscape of Ponta Negra Beach, in the city of Natal/RN, checking and analyzing the effects caused by anthropic and natural action, and the way it reflects in the quality of life of the resident, working population and of the frequenters as well as the landscape transformations in the area which is object of study, from 1970 through 2010. The methodology used followed to stages, the first concerned the theoretical work bibliographic surveying and composition; and second one the empirical work marking of the environmental characterization and application of the questionnaires. So, we can measure that Ponta Negra, is very susceptible to environmental changes, the ones caused by the natural dynamics of the beach, as well as the human actions (society) in this really fragile and mutable space, so it needs, a more profound systematic study about the coastal landscape. In order to reach a minimization of the change of the landscapes in the coastal zones there must be an integrated management of the environments, based on the planning of actions and territorial reordination of the occupations of these so important spaces, environmentally, as well as socioeconomically. Whereas, only this way, we will have a sustentable development and a suitable use of that space

The Environmental Protection area sof Pitimbu river are important tools for planning and territorial land management. The Pitimbu river protection is aided in laws, so much of Federal stamp, as the Brazilian s Forest Code (Law No. 4771/1965), and in State s and City s Resolutions. So, this research begins in the State s Law No. 8426/2003interpretations, for being the most restrictive in the river's margin occupation and management. The objective is to analyze the applicability of the Environmental Protection areas of Pitimbu river, localized at the State of Rio Grande do Norte, considering environmental legislation and how to use this space by the man. Having specific goals for the discussion of the legislation s scope to this river; the identification of the types of soil s covering and evaluation the effectiveness of Law Nº.8426/2003, as protection instrument and land management. The river is characterized by its ecological importance and for feeding the Jiqui pond, an important reservoir that supplies 30% of drinking water to the east, west and south population sof the capital of the State. Pitimbu river is passing by a process of environmental degradation, originating from actions as deforestations of its ciliary forests by intensive agricultural practices; introduction of urban and industrial effluents leading to its contamination; increase of the pluvial drainage; erosion, sedimentation and discharge of urban waste , along with pressure for urban settlements along its banks. Under the methodological point of view is part of theoretical planning and land management research, and from a vision of social and environmental spaces. It was produced a survey map of the soil s covering, with 16 classes. Divided into coverage and disturbed natural covering. Using the 300 meters spatial limits of the Environmental Protection Strip, according to the State Law. The survey highlighted a higher percentage of classes disturbed, indicating man s interference in the balance of that system, as well as the lack of environmental actions. Leading to the degradation of riparian areas, and lack of conservation of water resources. Finally, it was considered that the strips of environmental protection are not effective as the preservation and territorial ordination
