Este trabajo es el resultado de un análisis de la política de gestión de la educación básica en el estado de Rio Grande do Norte (RN) y tuvo como objetivo presentar un estudio sobre la construcción e implementación del proceso de elección directa para elegir a los dirigentes de escuelas públicas de educación básica en las escuelas públicas durante el período 2003 a 2006. Partió de la suposición de que las elecciones para la escoja de los líderes escolares mediante el voto directo de la comunidad se presenta como un importante instrumento a través del cual se debe garantizar el derecho de participación a los diferentes segmentos de la escuela contribuyendo con el proceso de consolidación del proceso democratización de la gestión de escuela pública en ese Estado. Optamos por realizar una búsqueda dentro de un enfoque histórico-crítico, basado, teórico-metodológicamente, en el materialismo dialéctico. A partir de los objetivos y de los temas que guiaron el proceso de investigación, se consideró adecuado adoptar procedimientos de estudio y de recogida de informaciones y análisis bibliográfico y documental y, la realización de entrevistas semi-estructuradas. Los resultados muestran que la construcción del Documento de la Gestión Democrática definiendo la elección directa como una opción de los administradores de la escuela bien como su implantación ante las escuelas del estado sucedió basado en los principios democráticos. Además, los líderes elegidos directamente de las escuelas, la creación del Consejo Escolar (CE) y la institución de la Asamblea General de la Escuela demuestran la adopción de un modelo de gestión de la educación pública del estado que contribuye con el proceso de democratización de la gestión escolar. Por último, es evidente la necesidad de cualificación en el proceso democrático y la participación de varios sujetos involucrados en el proceso de gestión también incluidos los miembros del Consejo Escolar

The purpose of this dissertation is to analyse the importance of the huts of Praia do Futuro to their users and to the city of Fortaleza in Ceará through the comprehension of relations between morphological categories - in urban and edified contexts - of the establishments and their use patterns. This place is one of the main recreation and leisure areas of the city, formed by six kilometres of waterfront, corresponding to a differentiated area through the coast. This space has beach huts with varied profiles: while some more simple huts persist, great complexes are being developed, building even water parks on the beach area. This study analyses relations between:i) spatial configuration (in geometric and mainly topological terms) based on the Social Logic of Space; ii) edified typology (analysing capacity, landscap treatment and program of the huts); and iii) use and environmental perception of the beach by its frequenters. There are consistent relations between the type of hut and their localization in the urban grid, of which were identified groups with different patterns: segregated (north, central and south) and integrated (north: more integrated. and south: less integrated). Such relations also reflect, in varied patterns of use and environmental perception. In spite of their strong economy, the beach huts find themselves in a fragile legal situation because they occupy the beach area, so that this study may come to assist the decision-making for the future of the region. For a sustainable development of the area by those responsible and managers it is necessary to evaluate the cultural importance of the huts at Praia do Futuro, understanding their occupation and uses.

This issue analises the unevenness in the brazilian system of public health care as an extension of socials inequities. It is a theoretical study based in a historical method, using empirical camp from academic, corporation and institution researchs, along the period 2002-2006. Equality and effectiveness in health systems are analitical basic cathegories grap in the root of the doctrine, principles and organization of the Unique Health System, in which sectorial actions are inserted. Discuss the estructural prodution and determined those inequalities through some social determiners of health system: income, land, food securitiy, nutritional situation, basic sanitation, epidemiological inequities and public management policy. Carry out a thematic review over health social production, it formlation and the goals of social policies, as well as the insertion of the equality principle in the assistance system, in the frame of the running public health regulations. It uses reflections that enlighted the correlation between the process of political-institutional actions and equity on health assistance. Analized the pertinency of sectorial reorganizational strategies on basic attendance, confronting the hipothesis that those strategies reinforce social inequities in health system, because it organize diferential assistance levels over not equal baselines. The results show up that social inequalities, even remaining, have had a small decrease; that the selectiviness of actual public policies and the duplication of the health system, increases the differences within and between the social classes and configures the assistance as inequal. The basic care system has great shortages that also appeares in middle and complex assistance levels. As conclusion, it remarks that the health assintance system, even with it integrality has limits; structural problems on material conditions of living and health system could not be reversed only with institutional legal arragements; by the contrary, in border conditions, these strategies produce policies that reinforce inequities, neglecting the equity principle of the system in which frame, they work. The literature about the Geography teaching has shown that most male and female teachers of this subject go on guiding their teaching practice based on the traditional Geography fundamentals, whose main characteristic consist in the description of places. The incorporation of scientific standards that change the old principles and concepts have not been happening, unless in a punctual way. The overcoming of the traditional Geography, related to the aspects accepted by the scientific field have not happened in Brazil yet, not only because of certain obvious obstacles, as the literature has been pointed out but also by symbolic obstacles, which block the incorporation of the new, of the non habitual action. One of those obstacles that motivated the accomplishment of this study was the social representations that are theoretically studied here under the perspective developed by Serge Moscovici. Then, the focus of this doctorate study is concentrated in the apprehension of the content and structure of the social representation of teaching of Geography and its relation with the habitus that gives form and social visibility to the ones who are teachers of that subject in Teresina. The consecution of this work was especially based on the Pierre Bourdieu´s praxiology, mainly on the concepts of social field, habitus and capital, as well as the theory of social representations, specifically on the approach of central nucleus developed by Jean-Claude Abric and Jean-Claude Flament. The initial hypothesis pointed out the existence of a Geographer´s primary habitus built through the development process of the geographic science field in Brazil, as a basis of production of a social representation of teaching geography . That representation, however, would act as a symbolic obstacle to the incorporation of the new scientific contents and pedagogical practice, which require from the teacher investigative and questionable attitude in the presence of the reality and contents approached in the classroom. That initial hypothesis laid on the theoretical purpose that it has been developed by Domingos Sobrinho (1997), which states that there is a narrow relationship between the habitus and social representation. The study was developed with male and female teachers of Geography from public schools of Teresina. The methodology involved the use of a questionnaire, the free-word association technique and deep interviews. The achieved results showed the presence of a complex process of representational construction and its articulation with a habitus produced by the synthesis of several situational and cultural referents, from among of them we can point out an insertion in a social field of practice exclusively related to the teaching and the reproduction of a professoral teaching (SILVA, 2003), built through the school development process, which those male and female teachers were exposed. The initial hypothesis that considered the local reproduction of a primary habitus of the Geography was denied, therefore, it was verified that there is not in Teresina the production/reproduction of the structures, rules and practice of the national scientific field, in which this subject is inserted. Hence, the incorporation of the new patterns of the geographic scientific knowledge is difficult because of the inexistence of a scientific habitus, that is, mental schema systems that would let the teachers mentioned above connect themselves appropriately to the science and its practices. So, it has gotten a social representation of teaching geography based on contents strictly related to the reproduction of structures, mental schema from the educational field which attach themselves to the hegemonic pedagogical practices in the national scope

On the beginnings of the XXI century the brazilian universities was claimed by the Government and by the society to rebuild your ways of selecting students. Many questions are behind this theme, that goes since the concernings of the higher education institutions about select and graduate students, and now also students from disadvantaged sectors of the society; but also about personal issues, like concerns of the everyday of millions of youngs that integrates the brazilian society and that need to decide about your professional future after the finish of the Basic Education. The present thesis has as objective analyse the processes of the transition between the Basic Education and Higher Education on the point of view of students that achieved a place on the public university. This study was accomplished on the Federal University of Rio Grande do Norte [UFRN on the original language], that implemented an Access and Social Inclusion Policy (PAIS [on the original language]) on the year of 2003, and since than a series of social actions had been developed. Among the main, we highlight the Inclusion Score action, an adicional score [on the entrance selection exam] for graduated students from public schools, which considers social and economic criteria and the academic development of these candidates on your Basic Education. Through quizzes and interviews with the graduated university students from public network, we could know the social, economic and academic profile of the students that entered on the UFRN by the time of the development of your PAIS, your schools and university trajectories, revealing some of the dilemmas, strategies, difficulties and personal cost of those that try to remain on the educational system besides the adversity conditions of schooling. For the theory foundation, we use authors like Bourdieu (1992, 1996, 2003); Coulon (1993, 2008); Ramalho (2004, 2007, 2008, 2010); Ramalho, et al (2011); Charlot (2001, 2003, 2005); Zago (2011); Nogueira, Romanelli e Zago (2011), among others, that contributed for a better analysis and understanding of thought and actions of the students in your own formative trajectories. L accès et la permanence des étudiants à l université sont très présents dans les débats actuels relatifs à l'enseignement supérieur. De nombreuses mesures sont prises dans les politiques d'accès dans le but de réduire les inégalités et d'encourager les étudiants ayant moins de chances d'entrer dans l'enseignement supérieur, comme les étudiants issus de l'enseignement public, qui ont encore un niveau inférieur à celui souhaité. Lorsque ces élèves réussissent à terminer leurs études secondaires, passer l'examen d'entrée et réussir leur entrée dans l'enseignement supérieur ils se considèrent comme « victorieux ». Cette étude (pour le Master de l UFRN), développée au sein du groupe de recherche de la formation et professionnalisation des enseignants (PPGed / UFRN), vise à étudier la trajectoire des élèves issus des écoles publiques qui accèdent à une université publique. Nous avons interviewé 12 étudiants, six de l'Université fédérale de Rio Grande do Norte (UFRN) et 6 de l'Université d'État de Bahia (UNEB) inscrits à différents cours du premier cycle (Licence). Nous cherchons savoir comment s est déroulé leurs parcours au sein de l'Université, notamment en ce qui concerne la préparation aux examens d'entrée à l université (Vestibular) , la motivation du choix de cours, la première année à l'université, les habitudes d'étude, la relation avec l'apprentissage et les perspectives quant à l'avenir des élèves interrogés. Nous nous sommes référés aux travaux menés par Zago (2006), Ramalho (2003), Charlot (1997), Galland et Gruel (2009), Coulon (2008), Tinto (1993), Doray et l'équipe canadienne du CIRST (2009). L'entrée à l'université comporte un triple processus, institutionnel (formelles et informelles), intellectuel (composantes cognitives et académiques) et social (vie sociale au sein de l'université). L'étudiant entre à l'université et y trouve une nouvelle culture, de nouvelles connaissances et devra apprendre à être universitaire. It is still common among contemporary educational proposals an overemphasis abstraction, to the formalism and symbolism of mathematical knowledge at the expense of the sociocultural aspects of Mathematics. Coming up by questioning some academic mathematical tenets and valuing knowledge developed in different sociocultural contexts within Mathematical Education, the Ethnomatematics is consolidating itself as a research field. Despite its contributions to the educational context, because its philosophical character and the paucity of debates about the subject, the implementation of educational proposals for basic education are scarce. Given this situation, this dissertation comes up with a view to develop an educational intervention in the light of Ethnomathematics in a class of 6th grade of an elementary school from a red ceramic industries workers community, located in a countryside from Russas-CE and from this intervention, to develop a set of pedagogical recommendations aiming basic education teachers. Adopting a perspective of qualitative research, particularly guided by action research, this study used observation, field diary, interviews and activities with students as tools for data collection. It was found that the use of field research as part of teaching and learning favored the placement of students as critical subjects of their own reality . Furthermore, the educational experience culminated in the development of a method of teaching based on a relationship between protocooperational Ethnomatematics and the Resolution of Problems. It is necessary to broaden the debate about the ways in which the Ethnomatematics can contribute to the school context, bringing proposals closer to the reality of basic education teachers in order to help the promotion of an education which values cultural diversity without taking away the students from the access of the academic knowledge

The study area is located in the NW portion of the Ceará state nearby the city of Santana do Acaraú. Geologically it lies along the Sobral-Pedro II lineament which limits the domains of Ceará Central and Noroeste do Ceará, both belonging to the Borborema Province.The object of study was a NE trending 30km long siliciclastic body (sandstone and conglomerate) bounded by transcurrent dextral faults. The sediments are correlated to the Ipú Formation (Serra Grande Group) from the Parnaiba basin, which age is thought to be Siluro-Devonian. Existing structural data shown that bedding has higher but variable dips (70-45) near the borders faults and much lower to subhorizontal inward the body. The brittle deformation was related to a reactivation, in lower crustal level, of the Sobral-Pedro II lineament (Destro (1987, 1999; Galvão, 2002).The study presented here was focused in applying geophysicals methods (gravimetry and seismic) to determine the geometry of the sandstone/conglomeratic body and together with the structural data, to propose a model to explain its deformation. The residual anomalies maps indicate the presence of two main graben-like structures. The sedimentary pile width was estimated from 2D gravimetric models to be about 500-600 meters. The 3D gravimetric model stressed the two maximum width regions where a good correlation is observed between the isopach geometry and the centripetal strike/dip pattern displayed by the sediments bedding. Two main directions (N-S and E-W) of block moving are interpreted from the distribution pattern of the maximum width regions of the sedimentary rock

A mortalidade infantil é tida como um indicador sensível para descrever as condições de vida e de saúde de uma população, sendo, portanto, interpretada como a estimativa do risco de um nascido vivo morrer antes de completar o primeiro ano de vida. Esse indicador é considerado elevado quando atinge patamares superiores a 50/1.000 nascidos vivos, médios quando se encontra entre 20 e 49/1.000 e mais baixos quando está até 20/1.000. No Brasil, a Mortalidade Infantil tem evidenciado variações ao longo dos anos, e nas duas últimas décadas esse indicador tem sofrido um acentuado decréscimo, provavelmente devido à melhoria no acesso aos serviços de saúde, ao saneamento básico, redução da taxa de fecundidade, melhoria das condições de vida e implementação de tecnologias na atenção à saúde. O objetivo principal do estudo foi avaliar a tendência na mortalidade infantil no município de Garanhuns no período de 2003 a 2012, segundo áreas cobertas e não cobertas pela estratégia saúde da família. Foi realizado um estudo de série temporal, e para isso foram coletados os dados referentes aos nascidos vivos e óbitos de menores de 01 (um) ano através do Sistema de Informações de Atenção Básica – SIAB, nas áreas cobertas e não cobertas pela estratégia, a fim de estabelecer relação de possível causalidade entre a intervenção e o indicador. Os resultados foram apresentados em gráficos, com a curva da Mortalidade Infantil no município de Garanhuns entre os anos de 2003 e 2012 segmentado através das áreas cobertas e não cobertas pela estratégia saúde da família ao longo do mesmo período. Após a análise dos resultados, observou-se uma tendência de queda no coeficiente de mortalidade infantil tanto nas áreas cobertas pela estratégia saúde da família quanto nas áreas cobertas pelo PACS, e que não foi possível estabelecer isoladamente uma maior redução da mortalidade infantil em áreas cobertas pela estratégia. No entanto, os resultados das ações desenvolvidas pela estratégia saúde da família são consistentes e plausíveis de causar impacto no declínio da mortalidade infantil, sobretudo as ações voltadas para a saúde da mulher e da criança

This work aims to propose a new model of metasurface with simplified basic cell, able to convert linearly polarized signals generated by planar antenna array in circularly polarized signals, for the ISM frequency band (2.45 GHz), with good bandwidth of return loss and axial ratio. To study the behavior of the proposed structure, the metasurface is coupled to three different structures. First, initial tests are made with the metasurface coupled to a microstrip antenna in its simple configuration. Then the metasurface is coupled to an array with two elements of patch type. And later it is coupled to an optimized array, that uses a stub in its main feed, to get a better impedance matching. The structures are analyzed numerically through Ansoft HFSS™, and to validate these results, the structures are characterized experimentally. The characteristics of transmissions simulated and measures are presented. A good agreement between simulated and measured results was obtained. The structure proposed here has the advantage of meeting the desired characteristics, with a simple geometry to be built using a low-cost substrate (FR-4).
