This study discusses the use of communication strategies in the dispute for political hegemony in the contemporary society. In order to do so, one starts from the concept of politics in its broad sense, involving, besides parties and parliaments, the groups and organized social movements. The comprehension that the political activity, nowadays, involves the media, made part of this study be focused on the investigation of problems in this relationship. We analyzed, especially, the communication actions promoted by the Grupo Crítica Radical, in which participate, among others, Maria Luiza Fontenelle, former mayor of Fortaleza, and Rosa da Fonseca, former concillor. They left their old parties after a process of self-criticism concerning their incumbencies, partly influenced by the books of Robert Kurz about the collapse of capitalism . After this historical contextualization, one starts the analysis of the campaign Greve do Voto promoted by the Group during the municipal elections of 2004. The production of campaign material, the street drama, the small shows and the fact that the press covered the campaign are discussed starting from the theoretical formulations presented on this research, understanding, this way, the challenge of these groups to build an action against the hegemony allied to the universe of the mass media

The work aims to analyze the criteria that supported the geographic distribution of credit with FNE funds for the private tourism sector in the period 1998-2004 the Northeast, which is the maturing of a significant part of investments in the region I PRODETUR . The working hypothesis is that the credit allocation for the tourism industry, with FNE funds among the Northeastern states during the period analyzed broke with the trend towards concentration of credit in the richer economies of the region. The investigation concluded that there is enough evidence to enhance the degree of confidence in that hypothesis. However, the allocation criteria do not only benefited the poorest economies, nor directed lending while building on the weight that the tourism sector held in state economies

This study is about the enhancement of the elementary school in Natal/RN, (PCCR - Law No. 058/2004), concerning to the horizontal promotion through the performance evaluation. It uses as reference the education policy on the legislative field hegemony and the managerial model. The analysis of the teacher´s valorization is based on the policy of Funds (Fundef and Fundeb) in the Brazilian social and educational agenda. The study focuses on the Career Plan, Career and Remuneration of teachers in the period (2004-2010).The study focuses on the Career Plan, Career and Remuneration of teachers in the period (2004-2010). The thesis argues for the necessity to adopt a direct relationship between career development and horizontal promotion for more others fifteen classes, no matter to any conditioning variables. In addition, the performance shall be evaluated by interval of 25 years to reach at least the provisions decided in the law, which determines the salary adjustment in 5% at every two years, as pointed at the PCCR, about teachers remuneration, and teachers qualifications. A work of a bibliographic and a documental review about the education funding with the purpose of enhancement of educational work, career concepts, and also promotion and evaluation performance as well was performed based on experts authors in this field. The survey was organized with the aim of articulating quantitative and qualitative information, analyzing data from the teacher's salary - payrolls and paychecks - also applying a questionnaire. After the implementation of the PCCR, it was found that the wage indices for horizontal promotion during the teaching career are tied to a strategy for evaluating the performance which disqualifies the teacher‟s salaries in a minimum percentage of 25% (up to 25 years) and there are also elements that disturb the promotion strategy. The national minimum wage was set in three salaries by the PSPN Lei nº11.738/2008 but it never reaches the three salaries at Natal/RN educational system.Otherwise, the elements that structure the horizontal promotion in fifteen classes, throughout the career, flout the minimum years of teaching work, long established in 25 years. In addition, changes in terms in the salary increase depend on individual efforts by professional development through titration. Concerning to the career, despite of the category approving its PCCR, neither this instrument nor the Funds Policy managed to establish regulations were able to cope effective rules for valuing the teachers in the educational district system. It is necessary to ensure, in percentage terms and financial, the real remuneration of teachers with the attainment of horizontal promotion, reviewing the elements that structure the career and the determinants of performance evaluation.

In line with the model of grammar competition (Kroch, 1989; 2001), according to which the change in the syntactic domains is a process that develops via competition between different grammars, we describe and analyze the superficial constructions V2 / V3 in matrices / roots sentences of brazilian personal letters of the 19th and 20th centuries. The corpus, composed by 154 personal letters of Rio de Janeiro and Rio Grande do Norte, is divided into three century halves: (i) latter half of the 19th century; (ii) first half of the 20th century; and (iii) latter half of the 20th century. Our focus was the observation of the nature of preverbal constituents in superficial constructions V2 (verb in second position in the sentence) and V3 (verb in third position in the sentence), with a special attention on the position of the subject. Based on the various diachronical studies about the Portuguese ordination standards (Ambar (1992); Ribeiro (1995, 2001); Paixão de Sousa (2004); Paiva (2011), Coelho and Martins (2009, 2012)), our study sought to realize what are empirical ordination standards that involve superficial constructions V2 / V3 and how these patterns structure syntactically within a formal theoretical perspective (Chomsky, 1981; 1986), more specifically, in accordance with studies of Antonelli (2011), and Costa & Galves (2002). The survey results show that the data from the second half of the 19th century – unlike the first and second half of the 20th century data – have a greater balance in relation to the syntactic nature of preverbal constituent (contiguous or not), so that, in this period, the occurrence of orders with the subject in a preverbal position arrives at, at most, 52% (231/444 data); while in the 48% (213/444 data) remaining, the preverbal constituents are represented by a non-subject constituent, almost always an adverbial adjunct. Seen the results, we advocate that the brazilian personal letters of the 19th century have ordination patterns associated with a V2 system and an SV system, configuring, therefore, a possible competition process between different grammars that instantiate or a V2 system or an SV system. In other words, the brazilian letters of the 19th century instantiate a competition between the grammar of Classic Portuguese (a V2 system) and the grammars of Brazilian Portuguese and European Portuguese (an SV system). Therefore, that period is subject to the completion of two distinct parametric markings: (i) verb moved to the Fin core (grammar of Classic Portuguese) and (ii) verb moved to the T core (grammar of Brazilian Portuguese /European Portuguese). On the other hand, in the personal letters of the 20th century (first and second halves), there is a clear increase in ordenation patterns associated with the SV system, which shows more stable.
