This paper investigates the impact of FDI on the productivity of Portuguese manufacturing sectors. Model specification is improved by considering the choice of the most appropriate interval of the technological gap for spillovers diffusion. We also allow for sectoral variation in the coefficients of the spillover effect; idiosyncratic sectoral factors are identified by means of a fixed effects model. Inter-sectoral positive spillover effects are examined. Significant spillovers require a proper technological differential between foreign and domestic producers and favourable sectoral characteristics. They may occur in modern industries in which the foreign firms have a clear, but not too sharp, edge on the domestic ones. Agglomeration effects are also one pertinent specific influence.

Nos últimos anos assistiu-se no Brasil a uma diminuição considerável na força de trabalho concentrada na indústria e a um aumento na concentração nos serviços. Esta pesquisa pretende entender como este processo pode ser compreendido a partir de um modelo dinâmico onde as empresas decidem simultaneamente a sua localização. Os índices de concentração utilizados separam o grau de concentração de um setor devido à escala de produção do grau de concentração em função de vantagens regionais. Este tipo de análise exige a construção de índices que permitam esta decomposição. Nesta pesquisa adotou-se o índice de Herfindahl-Hirschman, para a concentração devida à escala, e o índice de Ellison e Glaeser (1997) para a concentração devido às vantagens regionais.

In the last decade, the debate concerning more adequate means of promoting social and economic development, through policies of firm supporting, has been gaining strength. Among several means of support, there is one that addresses issues related to credit and funding. At the same time, interest on the phenomenon of firm agglomeration, known by clustering, is increasing, as well as one of its advantages - facilitating the development and strengthening of its firms. Additionally, there can be spotted advantages on clustering that allow tailoring financial instruments, specifically to firms in it, based on collective solutions, with better conditions. This dissertation focuses on how the capture of these opportunities is being done, in the presence of specific financial products to Brazilian clusters. The present analysis is conducted from the cluster located in Nova Friburgo and Region, specialized in women underwear. This study sought to capture advantages from three main collective solutions: information systems, guarantees systems, alternative funding. These solutions address to the following issues: information asymmetries, absence of guarantees from the credit taker, limited sources of funding. Semi-structured interviews were made with members of the cluster, when it was possible to identify that the capture of advantages is in its early stages, being limited by other issues, such as: adequate degree of human capital, governance framework and process inefficiencies.

We investigate the impact of foreign direct investment on the productivity of domestic firms, using sectoral data for Portugal. An improved analysis takes into account the most appropriate interval for the technological gap between foreign and domestic firms. This work presents a fully operational interstate CGE model implemented for the Brazilian economy that tries to quantify both the role of barriers to trade on economic growth and foreign trade performance and how the distribution of the economic activity may change as the country opens up to foreign trade. Among the distinctive features embedded in the model, modeling of external scale economies, port efficiency and land-maritime transport costs provides an innovative way of dealing explicitly with theoretical issues related to integrated regional systems. In order to illustrate the role played by the quality of infrastructure and geography on the country‟s foreign and interregional trade performance, a set of simulations is presented where barriers to trade are significantly reduced. The relative importance of trade policy, port efficiency and land-maritime transport costs for the country trade relations and regional growth is then detailed and quantified, considering both short run as well as long run scenarios. A final set of simulations shed some light on the effects of liberal trade policies on regional inequality, where the manufacturing sector in the state of São Paulo, taken as the core of industrial activity in the country, is subjected to different levels of external economies of scale. Short-run core-periphery effects are then traced out suggesting the prevalence of agglomeration forces over diversion forces could rather exacerbate regional inequality as import barriers are removed up to a certain level. Further removals can reverse this balance in favor of diversion forces, implying de-concentration of economic activity. In the long run, factor mobility allows a better characterization of the balance between agglomeration and diversion forces among regions. Regional dispersion effects are then clearly traced-out, suggesting horizontal liberal trade policies to benefit both the poorest regions in the country as well as the state of São Paulo. This long run dispersion pattern, on one hand seems to unravel the fragility of simple theoretical results from recent New Economic Geography models, once they get confronted with more complex spatially heterogeneous (real) systems. On the other hand, it seems to capture the literature‟s main insight: the possible role of horizontal liberal trade policies as diversion forces leading to a more homogeneous pattern of interregional economic growth.

Diante da possibilidade de surgimento de um Arranjo Produtivo Local - APL em substituição a atual aglomeração industrial conhecida como Cluster na região do município de lranduba e de seus arredores, o estudo caracteriza o processo produtivo e administrativo das indústrias inseridas na área. O objetivo, portanto é identificar pontos necessários a transformação acompanhados pelas vantagens que a mudança pode trazer a toda a sociedade que depende do setor oleiro para sobreviver. Apesar de ocorrer cooperação entre as empresas oleiras de lranduba, os resultados do trabalho demonstram que não existe um foco de arranjo produtivo local, tão somente interação entre um aglomerado de empresas em função de necessidades focais. Nesse escopo, salientam-se como principais resultados a constatação de um sistema arcaico de produção baseado na estrutura familiar e a falta de direcionamento de políticas públicas que incentivem o surgimento do APL.

Este estudo identificou a relação da aglomeração de firmas de uma mesma atividade econômica na taxa de crescimento do emprego local. Dados das firmas industriais do Estado de São Paulo constantes da Relação Anual de Informações Sociais [RAIS] nos anos de 1996 a 2005 foram coletados. Foram analisadas 263.020 observações de nível de emprego de 26.231 combinações de município-CNAE e 296 diferentes atividades. Os critérios de Puga (2003) e Suzigan, Furtado, Garcia, Sampaio (2003) foram usados para identificar as aglomerações. Uma análise de curva de crescimento, usando-se um modelo multinível, foi desenvolvida no software Hierarchical Linear Models [HLM]. Os resultados evidenciam que existe uma relação positiva entre aglomeração de firmas de uma mesma atividade econômica e o crescimento de emprego. Considerando as externalidades previstas pelo fato de as empresas estarem localizadas em uma mesma região, pode-se sugerir que, em termos comparativos, firmas de uma mesma atividade econômica, localizadas em aglomeração, podem, perceber crescimento maior que suas concorrentes localizadas fora de um aglomerado. Este resultado é relevante, tanto para a empresa individual, como para o estabelecimento de políticas públicas que apóiam o desenvolvimento regional, no nível do município.
